Focus on resolving pending and long-standing cases

Many positive results
In 2018, under the leadership and direction of the Central Steering Committee for Judicial Reform, central ministries and branches, the Provincial Party Committee, the Provincial Steering Committee for Judicial Reform and the efforts of Party committees, authorities, judicial agencies, relevant departments and branches, the province's judicial reform work has achieved important results.
The awareness and leadership capacity of Party committees and authorities at all levels in directing judicial reform have been improved. Based on the assigned functions and tasks, judicial agencies have actively contributed opinions, built and perfected effective criminal, civil and administrative legal policies. The system of judicial agencies in the province continues to be consolidated and improved in terms of both organization and staff. The team of judicial and judicial support staff has been trained and fostered according to the roadmap.
The quality of investigation, prosecution, trial, execution of civil judgments and judicial support activities has many positive changes, overcoming injustice, mistakes and missed crimes, contributing to promoting the socio-economic development of the province.
International cooperation continues to receive attention. In 2018, 3 memorandums of understanding on cooperation in security and order protection were signed with the police of Hua Phan, Xieng Khouang, Bo Ly Kham Xay provinces; 1 memorandum of understanding on coordination in drug prevention and control between 8 provinces of Thanh Hoa, Nghe An, Dien Bien and Hua Phan, Luang Prabang, Phong Sa Ly, Xieng Khouang.

Better implementation of judicial reform strategy
At the conference, the Steering Committee members exchanged and discussed many issues related to improving the quality of judicial reform activities; handling cases and matters that have received public attention in recent times; difficulties, obstacles and recommendations and proposals.
Concluding the conference, comrade Nguyen Van Thong acknowledged the efforts and focus of the members in directing the judicial reform work and noted some shortcomings and limitations. Regarding the key tasks in 2019, he requested the Provincial Steering Committee to complete the organization, ensuring correct and sufficient implementation on the basis of the key program of judicial reform work until 2020.
Accordingly, the provincial internal affairs and judicial agencies need to better implement the judicial reform strategy; step up propaganda work; implement a strict control mechanism between agencies in the implementation of judicial activities; strengthen the capacity of investigative agencies; improve the quality of questioning and answering questions regarding the activities of judicial agencies; and effectively supervise judicial activities.

The Deputy Secretary of the Provincial Party Committee affirmed that 2019 is a year of decisive significance in successfully implementing the Resolution of the Party Congresses at all levels, especially in judicial reform. Therefore, judicial agencies and organizations assigned with judicial and judicial reform tasks must have high determination to fulfill their assigned duties and tasks; closely follow the program and major tasks of the province, especially the restructuring of the apparatus, building a team of judicial officers that is increasingly more perfect in terms of quality and working capacity...
At the same time, strengthen solutions to improve the quality and effectiveness of litigation activities, coordinate well in initiating, investigating, prosecuting, and trying cases to ensure the right person, the right crime, not letting criminals escape, not letting injustice or mistakes happen. Focus on handling and resolving backlogged and prolonged cases, cases and incidents of public concern.
