In the first 6 months of the year, the Party Committees at all levels have proactively deployed and advised on the implementation of many important contents, basically completing the tasks according to the set plan. In particular, the focus is on advising on the issuance of directive documents associated with the organization of Party congresses at grassroots and upper-level levels; continuing to advise, guide and urge units to implement the arrangement of Party organizations, apparatus organization, and streamlining of staff of agencies, localities and units in the spirit of Resolution 6 of the Central Committee (term XII).

At the same time, focus on advising and taking care of the regime and policies for redundant cadres after the rearrangement of administrative units according to Resolution 37-NQ/TW of the Politburo and cadres who are not old enough to be re-elected to the Party Committee according to Decree 26-ND/CP of the Government and Instruction No. 27-HD/TW of the Central Organizing Committee...

Specifically, as of July 2, the whole province had 1,445/1,454 grassroots party organizations that had completed their congresses (accounting for 99.4%). For the upper-level level, up to now, 4/4 party organizations selected for model congresses have completed their congresses. In general, the organization of congresses at the grassroots and upper-level levels was successful, in accordance with the program and content as instructed.

Regarding the pilot model, up to now, 100% of district, city and town Party Committees have implemented the policy of the Head of the Propaganda Department being concurrently the Director of the Political Training Center; 2/21 district-level units have piloted the Head of the Party Committee's Organization Department being concurrently the Head of the Internal Affairs Department; the Head of the Party Committee's Inspection Committee being concurrently the Chief Inspector; 1 unit merged the Organization Department with the Internal Affairs Department.

For commune, ward and town levels, after the rearrangement of administrative units, the whole province has reduced 960 commune-level cadres and civil servants. Commune level has reduced 3,953 non-professional workers, block, hamlet, village and commune has reduced 8,396 people.

In addition, the arrangement of regular police officers to assume the position of Chief of Commune and Town Police in 428/428 units (100%) has been completed. The Department of Home Affairs and the Department of Health continue to advise the Provincial People's Committee to decide on the implementation of the second phase of the autonomous mechanism for public service units in the health sector.

Up to now, the whole province has reduced 463 civil servant positions (accounting for 8.3%), reduced 2,848 civil servants and 4,536 civil servant positions have been transferred to self-insurance of regular expenses.

Reduce 3 branches and 36 affiliated departments; reduce 90 public service units; reduce 52 service focal points in branches under the Department of Agriculture and Rural Development. 23 units have switched to the mechanism of self-insurance of regular expenditure according to the decision of the Provincial People's Committee.

Speaking at the conference, comrade Ho Phuc Hop - Member of the Provincial Party Standing Committee, Head of the Provincial Party Organization Committee emphasized 9 key tasks. Notably, the work of advising, directing and guiding Party congresses at all levels towards the 13th National Party Congress, especially the successful organization of Party congresses at the grassroots level.

Step up the implementation of the Central Resolution 4 (term XI, XII) on Party building and rectification; Directive 05-CT/TW of the Politburo in conjunction with the implementation of regulations on exemplary responsibility of cadres and party members; consolidate and improve the quality of Party organizations and develop party members; launch an emulation campaign in conjunction with the 90th anniversary of the Party Building and Organization Sector's tradition...

The conference also disseminated Regulation No. 213-QD/TW dated January 2, 2020 of the Politburo on the responsibility of party members who are working regularly to maintain contact with the party organization and people in their place of residence.
