Prime Minister Pham Minh Chinh has just signed Official Dispatch No. 219/CD-TTg dated November 17, 2025 on focusing on responding to and promptly overcoming the consequences of floods in the Central region.

The Prime Minister sent a telegram to the Secretaries of Provincial and Municipal Party Committees and Chairmen of the People's Committees of the following provinces and cities: Ha Tinh, Quang Tri, Hue, Da Nang, Quang Ngai, Gia Lai, Dak Lak, Khanh Hoa and Lam Dong; Ministers, Heads of ministerial-level agencies, Government agencies; and Office of the National Civil Defense Steering Committee.
According to the report of the National Center for Hydro-Meteorological Forecasting, due to the influence of cold air and strong easterly winds, from 7:00 a.m. on November 16 to 1:00 p.m. on November 17, 2025, there was very heavy rain in localities from Ha Tinh to Khanh Hoa: Total rainfall in Hue and Khanh Hoa was generally 150-300mm, especially in Binh Dien (Hue) 1,085mm; Da Nang 100-200mm, some places over 700mm; Quang Tri, Quang Ngai 80-180mm, some places over 700mm; Gia Lai, Dak Lak 50-120mm, some places over 840mm.
Heavy to very heavy rains over a wide area, especially localized heavy rains occurring right after the floods that lasted throughout October and the first days of November, continued to cause major floods and deep inundation in urban areas and low-lying areas, especially landslides in many places in Da Nang and Khanh Hoa. According to the authorities' summary by the evening of November 17, 2025, floods and landslides have killed and left 12 people missing, 19 people injured, of which the landslide incident that occurred on the night of November 16, 2025 in the Khanh Le Pass area in Nam Khanh Vinh commune, Khanh Hoa province killed 06 people.

Following the Official Dispatches No. 217/CD-TTg dated November 16, 2025 and No. 218/CD-TTg dated November 17, 2025, to proactively respond, ensure the safety of people's lives, and minimize damage caused by floods, the Prime Minister requests:
1. Ministers of the Ministries of National Defense, Public Security, Agriculture and Environment, Construction, Industry and Trade, Health, Education and Training and relevant Ministries and branches; Secretaries of Provincial and Municipal Party Committees and Chairmen of People's Committees of the above-mentioned provinces and cities according to their functions, tasks and powers:
a) Must proactively and promptly direct the implementation of work to prevent, avoid, respond to and quickly overcome the consequences of floods, especially the risks of landslides, flash floods, inundation with the most urgent and drastic spirit, ready to respond to the worst scenarios, not to be passive or surprised.
b) Update the situation and send it to the Government Office, the Ministry of Agriculture and Environment, and the Office of the National Civil Defense Steering Committee before 1:00 p.m. every day to synthesize and report to competent authorities.

2. Provincial and municipal Party Committee Secretaries; Chairmen of People's Committees of provinces and cities in areas where rain and floods are forecast to occur shall focus on leading, directing, and immediately deploying necessary tasks and measures to ensure people's safety, putting the task of ensuring people's safety first and foremost, including:
a) Mobilize military, police and other forces by all means to immediately approach residential areas isolated by floods and landslides to promptly support people, provide relief with food, necessities for people, and evacuate necessary cases to ensure safety.
b) Continue to review, promptly detect, warn and proactively organize the evacuation and relocation of all people from dangerous areas, especially areas at high risk of landslides, flash floods, and deep flooding. At the same time, have plans to support people at evacuation sites, ensure security and order, and protect people's property.
c) Arrange forces to block, control, and guide traffic, not allowing people to pass through dangerous and unsafe areas, especially on traffic routes at risk of landslides, deep flooded areas, and fast-flowing water.
d) Proactively arrange forces, vehicles, materials, and fully reserve food, provisions, and necessary necessities in key and vulnerable areas identified as having a high risk of isolation due to landslides and flooding; proactively deploy additional supply plans in case of isolation lasting for many days.
d) Prepare appropriate forces and means to promptly approach and handle emergency situations, and carry out evacuation, rescue, and relief work in areas with deep flooding.
e) Timely organize visits, encouragement, support, and sharing of difficulties and losses for families affected by natural disasters and floods, especially families with dead or missing people, and those with disabilities; take care of accommodation for households that have lost their homes; support food, necessities, clean water for daily life, electricity, and telecommunication waves for people; handle environmental sanitation, prevent diseases and epidemics; ensure learning conditions for students, medical examination and treatment for people, and restore production and business activities immediately after the flood recedes.
g) Timely synthesize full reports and accurate information on the flood situation, damage (if any) and flood recovery work in the area and send them to the Government Office, the Ministry of Agriculture and Environment, the Ministry of Finance, the Office of the National Civil Defense Steering Committee and relevant agencies before 13:00 every day to synthesize reports to competent authorities as prescribed.
Mobilize maximum forces and means to promptly support evacuation and relocation of residents, prevent, avoid and respond to floods, landslides, flash floods and landslides.
3. Minister of Agriculture and Environment:
a) Focus on directing competent authorities to continue to closely monitor, forecast, and provide full and timely information on the situation of floods, landslides, inundation, flash floods, and flash floods to people and competent authorities; proactively urge and direct the work of preventing, avoiding, and responding to natural disasters according to functions, tasks, and authority; promptly direct and guide localities to synchronously deploy measures to overcome consequences and restore agricultural production immediately after floods.
b) Preside over and coordinate with relevant ministries and agencies to synthesize and update the situation, response work, and overcome the consequences of floods and rains, and send it to the Government Office before 3:00 p.m. every day for synthesis and reporting to competent authorities.
4. Ministers of the Ministries of National Defense and Public Security direct the military, police, militia, and security forces at the grassroots level to mobilize maximum possible forces, means, materials, and equipment, coordinate with other forces to promptly support the evacuation and relocation of residents, prevent, avoid, and respond to floods, landslides, flash floods, and support people and businesses to quickly overcome the consequences of natural disasters.
5. Ministers of the Ministries of Construction, Industry and Trade, Science and Technology and relevant ministries and branches, according to their functions, tasks and authority, proactively direct relevant agencies and units to coordinate and support localities to focus on responding to and quickly overcoming the consequences of rain and floods, restoring educational and healthcare activities, electricity infrastructure, telecommunications waves, traffic, water supply and drainage, etc. immediately after natural disasters.
Implement support policies and promptly pay insurance to restore production and business after natural disasters.
6. The Minister of Finance directs the implementation of support policies, timely pays insurance to restore production and business activities after natural disasters; promptly handles according to authority or reports to competent authorities to handle proposals for support to overcome the consequences of storms and floods of localities in accordance with the provisions of law.
7. The Chief of Office of the National Civil Defense Steering Committee coordinates with the competent agencies of the Ministry of Agriculture and Environment to closely monitor the situation to coordinate and mobilize forces and means to support localities in responding to floods according to assigned functions and tasks.
8. Assign Deputy Prime Minister Tran Hong Ha to direct ministries, branches and localities to deploy response and recovery work for floods; Deputy Prime Minister Ho Duc Phoc to promptly direct the use of central reserve resources to support localities in carrying out urgent tasks to respond and recover from floods in accordance with the law.
9. The Government Office, based on its assigned functions and tasks, shall monitor and urge the implementation of this Official Dispatch; promptly report to the Prime Minister and Deputy Prime Minister in charge of the field on any sudden or arising issues./.
