"Building Vinh city into a smart city, a growth locomotive"

Vinh City is a class I urban area with an important geo-economic position, the political, economic and cultural center of Nghe An province. During the past term, in the context of many difficulties and challenges, especially the impact of the Covid-19 pandemic, the city's economy developed quite comprehensively with an average growth rate of 8.62% in the period 2016 - 2020; the city's economic contribution to the provincial budget always accounted for a large proportion of 30%.

In order to achieve the goal of developing the city in a modern, civilized, and prosperous direction, soon becoming the economic and cultural center of the North Central region, the city has prioritized investment resources to soon become a smart city, a growth engine, and a center of innovation and creativity. This is also the goal and task oriented in Notice No. 55-TB/TW of the Politburo and Decision No. 827/QD-TTg of the Prime Minister.

The city has determined to innovate the growth model, restructure the city's economy, develop synchronously and create links between economic sectors; promote the application and transfer of technology, improve labor productivity, and the competitiveness of goods; actively promote and facilitate economic sectors to participate in the value chain in the North Central region and the whole country.

The city focuses on attracting investment, especially strengthening foreign relations to attract foreign investment projects, investment projects in economic development, production, services, high technology, etc. to create a premise for more sustainable economic development.

Mobilize and effectively use all resources to build and develop a synchronous and modern infrastructure in both economic and social aspects, in which priority is given to infrastructure for services, trade, tourism, information and telecommunications infrastructure, key transport infrastructure; renovate and beautify urban areas and prevent and combat flooding, adapt to climate change.

Promote administrative reform, especially administrative procedure reform, to create favorable conditions for investors and businesses. Build an honest, creative, professional, modern administration that focuses on people and businesses.

To be worthy of its role as the growth engine of the province and the North Central region, Vinh city needs to have enough resources and room for development. At this solemn forum, the city requested the province to pay attention to early implementation of the roadmap for expanding administrative boundaries according to the Vinh City Master Plan to 2030, with a vision to 2050 in Decision No. 52 of the Prime Minister, and at the same time, early decentralization and specific mechanisms to create momentum for the city's development.

Regarding the task of building a smart city, the city has chosen this as one of the three breakthroughs of this term. Accordingly, the city will pilot a smart operation center with some basic services such as: on-site reflection service; traffic monitoring and control service; urban security and order service....

Accelerate the implementation of digital government development. Select and deploy a number of priority smart applications in areas of Vinh city's strengths such as tourism and priority issues related to the lives of urban residents (health, education, urban planning management, digitization of land management data...).

To carry out this task, the city hopes that the Government will pay attention to adding Vinh city to the list of provinces and cities that will pilot the construction of smart cities by 2030. At the same time, it hopes that the province will pay attention to specifying investment sources and assigning authority and responsibility to the city in implementing the pilot project to build smart cities.

"Learning from Uncle Ho's ambition, aspiration and belief in certain victory"

Studying and following Ho Chi Minh's ideology, morality and style, first of all, each of us must learn from Uncle Ho's ambition, aspiration and belief in certain victory. Because the burning aspiration for an independent, free, peaceful and unified Vietnam, where everyone has food to eat, clothes to wear and education, was the luggage and motivation that urged Ho Chi Minh to commit himself and act in a revolutionary manner in a conscious and natural way.

I strongly agree that we have made “the aspiration to rise up” one of the important elements in the theme of this Congress. And I hope that we will have solutions to convey the will and aspiration in all levels, sectors, and localities; starting with the delegates attending the Congress.

We need to learn from Uncle Ho in terms of practical, effective thinking; learn the spirit of independent work, daring to think, daring to do, daring to take responsibility. Thus, learning from and following Uncle Ho will not be general or formal, but must be through specific actions and products based on the functions and tasks of each agency, unit, cadre and party member associated with Party building and rectification; building strong agencies and units and building a contingent of cadres and party members with sufficient capacity and qualities to meet the requirements of assigned tasks.

To do so, first of all, each collective and individual must adhere to their functions and tasks to register the content of studying and following Uncle Ho appropriately; at the same time, it is necessary to develop evaluation criteria based on the effectiveness of performing the tasks of each sector, each field and each cadre and party member based on their job position. Studying and following Ho Chi Minh's ideology, morality and style must first of all effectively implement the Resolutions of Party Congresses at all levels; must move the entire system in accordance with the direction of the Prime Minister: "Development creation, integrity, action, serving people and businesses"; focus on promoting administrative reform, practicing public ethics, thoroughly resolving urgent and prominent issues in each locality related to their sector and field.

The manifestations of chasing achievements, showing off, formality causing waste and expense that some agencies, units and individuals are currently committing are contrary to Uncle Ho's ideology, morality and style and must be eliminated by sanctions, specific regulations and with great determination. I express my high agreement with the policy of the Standing Committee, the Provincial Party Committee on practicing thrift, not showing off, formality; minimizing decoration, not accepting congratulatory flowers from agencies, organizations and individuals (except for flower baskets from the Politburo), not holding welcoming performances... at this Congress. These are positive changes right before the new term that are supported by public opinion, cadres, party members and the people.

Studying and following Ho Chi Minh's ideology, morality and style must be associated with the responsibility of setting an example according to Regulation 08 and the Politburo's Regulations on Setting an Example and Central Resolution 4 (Term XI, XII) on Party building...

To successfully implement the goal of "Building Nam Dan into a model new rural district in the direction of cultural development associated with tourism, from now to 2025", it is necessary to focus on comprehensively improving the quality of new rural construction in the district, preserving and promoting cultural values, revolutionary historical traditions, as a driving force to promote socio-economic development through tourism and service activities. At the 27th District Party Congress, term 2020 - 2025, it was determined that in order to successfully build a model new rural area, the district will continue to focus on key tasks and solutions.

Promote the role, responsibility, and high political determination from the Party Committee and government from the district to the grassroots level, focusing on leadership and direction, drastically and closely. Create active and synchronous participation of the entire political system, in awareness, action and responsibility.

Promoting the people's strength and the role of the people - the important subject in building new rural areas. It is necessary to make people fully and deeply understand the meaning and purpose of building new rural areas and the important role of the people when participating, the important decision in the success of this work, so that people are always aware that building a model new rural area is their job, for themselves, for the community where they live and for their homeland.

Propaganda work needs to be organized more strongly, in all aspects, to each subject, from leaders, cadres, party members to the people, especially when the construction of the new rural area enters a new stage, higher, more difficult, requiring strong efforts. Actively promote the role and responsibility of the Fatherland Front and socio-political organizations, mobilize union members, association members and all classes of people, especially self-governing groups in residential communities to join hands, unanimously, actively and voluntarily build the new rural area.
