Reviewing the draft resolution to be submitted to the 16th session of the Provincial People's Council for the 2016 - 2021 term

To prepare for the 16th session of the 17th Provincial People's Council, term 2016 - 2021, on the afternoon of November 4, the Provincial People's Council's Legal Committee held a meeting to review the draft resolution regulating the level of regular support for the positions of captain and deputy captain of the Civil Defense Team and fire prevention and fighting equipment for the Civil Defense Team in the province, period 2021 - 2025. Participating in the inspection were comrades: Nguyen Xuan Son - Chairman of the Provincial People's Council; Cao Thi Hien - Vice Chairman of the Provincial People's Council; representatives of the departments: Finance, Department of Home Affairs; Provincial Police and Office of the Provincial People's Committee.

Regarding the level of support for the captain, deputy captain of the Civil Defense Team and equipmentfire protection and preventionFor the Civil Defense Team, it has been stipulated by the Provincial People's Council in Resolution No. 55/2016/NQ-HDND dated December 16, 2016.

This Resolution contributes to supplementing and equipping new fire prevention and fighting equipment and supporting allowances for the captains and deputy captains of Civil Defense Teams established in villages, blocks, hamlets, and communes with commune-level administrative headquarters in the whole province, contributing to building on-site forces and on-site equipment to effectively handle fires and explosions occurring at the grassroots level.

Within 3 years, the civil defense force of the whole province has coordinated with professional forces to promptly extinguish 258 large fires; 213 forest fires; self-extinguished 42 fires and at the same time proactively detected and handled many small fires.

However, Resolution No. 55/2016/NQ-HDND only applies to the period 2017 - 2020. On the other hand, the total number of Civil Defense Teams supported with allowances and equipped with means according to the above resolution is only 480 Civil Defense Teams established in villages, blocks, hamlets, and villages with commune-level administrative headquarters, meaning there are only 480 teams in the whole province (after implementing the policy of merging commune-level administrative units, there are 460 teams).

To continue implementing this policy for the 2021 - 2025 period, and at the same time in line with the reality, the Provincial People's Committee continues to submit to the Provincial People's Council a new draft resolution to replace it.

At the investigation, on the basis of discussion, analysis and dissection of many issues related to the basis for determining the civil defense team in the area where there arehigh risk of fire and explosionexact funding source to implement the resolution when it comes into effect...; members participating in the basic review agreed with the draft resolution regulating the level of regular support for the positions of captain and deputy captain of the Civil Defense Team and providing fire prevention and fighting equipment for the Civil Defense Team in the province, period 2021 - 2025.

Accordingly, the beneficiaries of the policy, in addition to the civil defense teams established in villages, blocks, hamlets, and villages where the commune-level administrative agencies are located according to Resolution No. 55/2016/NQ-HDND with 460 teams, this draft adds civil defense teams in areas with high risk of fire and explosion with 350 teams. Thus, the total number of civil defense teams benefiting from the policy is 810/1,726 civil defense teams in the whole province.

- The specific regular support level for the Captain and Deputy Captain of the Civil Defense Team where the commune-level administrative agency is located is as follows:

+ Support for the Civil Defense Team Leader equal to 30% of basic salary/month;

+ Support for Deputy Captain of Civil Defense Team equal to 25% of basic salary/month.

- The standards for fire prevention and fighting equipment for the Civil Defense Team established in villages, blocks, hamlets, and villages where the commune-level administrative agencies are located include 15 lists of fire prevention and fighting equipment. Compared to the list in Resolution No. 55/2016/NQ-HDND, this draft adds a supporting list of shoulder-mounted fire-fighting blowers (for communes with high risk of forest fires)...
