Establishment of 2 monitoring delegations of the People's Council and the Standing Committee of the People's Council of Nghe An province

On the morning of August 28, the Standing Committee of Nghe An Provincial People's Council held a regular meeting for August 2023 under the chairmanship of comrade Thai Thanh Quy - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Head of the Provincial National Assembly Delegation.

Attending the meeting were members of the Provincial Party Standing Committee: Nguyen Nam Dinh - Permanent Vice Chairman of the Provincial People's Council; Le Hong Vinh - Permanent Vice Chairman of the Provincial People's Committee; together with leaders of the People's Council Committees, representatives of the Provincial People's Committee Office, and the Vietnam Fatherland Front Committee of Nghe An province.

SUPERVISING THE IMPLEMENTATION OF RESOLUTIONS OF THE PROVINCIAL COUNCIL AND RESOLVING VOTERS' PETITIONS

Accordingly, the Standing Committee of the Provincial People's Council agreed to establish a specialized supervision delegation of the Provincial People's Council on "Implementation of a number of resolutions of the Provincial People's Council on mechanisms and policies for investment in socio-economic development in the province from the beginning of the 2021-2026 term to present", headed by Comrade Nguyen Nam Dinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Council.

The subjects of supervision are the Provincial People's Committee; a number of departments, branches and sectors; the People's Committees of a number of districts, cities and towns; the People's Committees of a number of communes; enterprises, cooperatives and related organizations and individuals.

The purpose of supervision is to assess the implementation of resolutions of the Provincial People's Council on mechanisms and policies for investment in socio-economic development in Nghe An province from the beginning of the 2021-2026 term to present.

At the same time, evaluate the results achieved, existing problems, difficulties, obstacles and causes, clarify the responsibilities of relevant levels, departments, branches and sectors in implementing the resolutions of the Provincial People's Council within the scope of supervision.

Through supervision, the Delegation will recommend solutions to effectively implement resolutions of the Provincial People's Council on mechanisms and policies for socio-economic development in the province in the coming time.

It is expected that the Provincial People's Council's Supervisory Delegation will carry out supervisory activities with a number of specific units and localities from September 26, 2023 to October 13, 2023.

The Standing Committee of the Provincial People's Council agreed to establish a specialized monitoring delegation of the Standing Committee of the Provincial People's Council "on the settlement of voters' petitions from the beginning of the 2021 - 2026 term to present" headed by comrade Nguyen Nhu Khoi - Member of the Provincial Party Executive Committee, Vice Chairman of the Provincial People's Council. The subjects of monitoring are the Provincial People's Committee; provincial departments, branches, relevant agencies and units.

The purpose is to use monitoring activities to grasp the situation and results of handling voters' opinions and recommendations in the past time, especially urgent, prolonged opinions and recommendations that have not been completely resolved.

At the same time, the Delegation also assessed the responsibility of the Provincial People's Committee, provincial departments, branches and sectors in resolving voters' opinions and recommendations; pointed out the existing problems, limitations, difficulties, obstacles and causes, thereby promptly proposing appropriate solutions and recommendations to better resolve voters' opinions and recommendations in the coming time.

It is expected that the Supervisory Delegation of the Provincial People's Council Standing Committee will work with agencies and units from September 14, 2023 to September 28, 2023.

At the meeting, delegates discussed and contributed additional opinions on the content and methods of supervision for the two contents to be deployed by the supervision delegations of the Provincial People's Council and the Standing Committee of the Provincial People's Council in the coming time; and added members to the supervision delegation of the Standing Committee of the Provincial People's Council.

PAY ATTENTION TO REVIEW THE SELECTION OF THE LIST OF RESOLUTIONS TO BE MONITORED TO ENSURE EFFECTIVENESS

In his concluding remarks, Nghe An Provincial Party Secretary Thai Thanh Quy - Chairman of the Provincial People's Council basically agreed on the time frame, content, and composition of the monitoring delegations.

Regarding the list of resolutions on mechanisms and policies for investment in socio-economic development in the province of the Provincial People's Council selected for the list to be monitored by the Provincial People's Council Monitoring Delegation, the Chairman of the Provincial People's Council noted that the Economic - Budget Committee, the Provincial People's Council, the assigned unit shall preside over and coordinate with the Provincial People's Council Committees to review and select a suitable list of resolutions and ask for opinions from the Standing Committee of the Provincial People's Council to reach an agreement, thereby promulgating a list of resolutions to be monitored effectively.

Accordingly, the criteria is to ensure that 1 to 2 resolutions of the Provincial People's Council on the above field are selected and implemented well by the Provincial People's Committee, all levels and sectors, thereby drawing experience for replication; and mainly focusing on selecting and monitoring the resolutions of the Provincial People's Council that are slow to be concretized or have not yet come into life to find the causes such as: not being built close to reality, inappropriate decisions, or due to the implementation organization...

Also at the regular meeting in August 2023, the Standing Committee of Nghe An Provincial People's Council listened to a report on people's petition work in August; assessed the results of activities in August, discussed and agreed on tasks for September 2023.
