After listening to the representative of the Provincial Police Department report on the handling of cases of violations of economic management order and listening to the delegates' discussions at the meeting, Head of the Provincial Party Committee's Internal Affairs Committee Phan Duc Dong acknowledged the efforts and achievements in the fight against crime of the Provincial Police Department in recent times.

The Head of the Provincial Party Committee's Internal Affairs Committee requested the Provincial Police to pay attention to implementing contents related to handling cases of violations of economic management order: land, tax, banking and finance, counterfeit goods, and forest protection.

In addition, coordinate with the prosecution agencies to speed up the processing time of cases violating economic management order. Be cautious in applying measures to change and cancel temporary detention measures for subjects. Strengthen coordination with press and radio agencies in propaganda and legal education. Provide training to improve professional qualifications for economic case investigators. Actively advise and recommend the Provincial Party Committee and Provincial People's Committee to direct agencies and units with violations to promptly correct violations and limitations.

Previously, reporting to the monitoring delegation, the representative of the Provincial Police said that from January 2015 to June 2017, the whole province discovered and arrested 2,538 cases of violations of the law on economic management order (of which, in 2015 there were 685 cases, in 2016 there were 1,026 cases, in the first 6 months of 2017 there were 647 cases); confiscated 6,842 kg of firecrackers, 2,041.4 cubic meters of wood, more than 174 thousand kilograms of minerals and many other assets with a total value of seized assets of about 46 billion VND, estimated damage of 150 billion VND. 157 cases with 249 defendants have been prosecuted (accounting for 6.19%), the rest are awaiting investigation and handling; of which 120 cases are related to the trade of prohibited goods such as firecrackers.

Activities of transporting, buying, selling and trading smuggled and banned goods occur frequently and account for a high proportion (1,462/2,538 cases), greatly affecting the consumption and production of domestic goods.

Discovered and arrested 17 cases of 21 subjects for manufacturing and trading counterfeit goods, infringing intellectual property; verified and punished tax evasion, collected over 100 billion VND; prosecuted 1 case of 15 subjects causing damage of over 30 billion VND in financial and banking violations. Also during the above period, the Provincial Police Investigation Agency received 78 crime reports.

Mr. Tran Dinh Toan - Deputy of the Provincial People's Council's Legal Committee expressed concern about the high proportion of firecracker trafficking cases among economic management violations. Mr. Vuong Quang Minh - Vice Chairman of the Provincial Fatherland Front said that the work of advising and coordinating the Provincial Police with district-level departments in handling cases of economic management violations and classifying crime reports has not been very effective. The work of summarizing this field is still mixed.

Ms. Thai Thi An Chung - Deputy Head of the Provincial People's Council's Legal Department also requested the Provincial Police to report more clearly on the assessment of the effectiveness of the security teams and crime reporting mailboxes; clearly state the sources of crime reporting information such as from the people, from the mass media, etc. Regarding the subjects who commit crimes that violate economic management order, most of them are people with authority, high professional qualifications, wide social relationships, understanding of the law, and economic conditions to commit crimes. Ms. An Chung requested the Provincial Police Investigation Agency to clearly state measures to deal with these subjects.

The monitoring team also suggested that in addition to cases related to fireworks, the provincial police investigation police need to evaluate and find the reasons why the rate of cases violating economic management order, especially in the field of land, being handled is still low.

Comrade Pham Anh Tuan - Head of PC46 said that the Provincial Police and districts have established investigation teams for land violations. However, the coordination between local levels and sectors has not been very effective; a part of the investigative force is still young, so they are limited in experience and have a fear when approaching and investigating subjects with positions and powers.

Speaking at the supervision meeting, comrade Nguyen Manh Hung - Deputy Director of the Provincial Police Department proposed to strengthen the coordination between the Provincial Police Department and all levels and branches, especially the Provincial People's Council and the Provincial Party Committees to step up the fight against all types of crimes that violate economic management order, corruption crimes, etc. to effectively carry out assigned tasks.
