Vinh City allows people to park on the sidewalk from 10pm to 6am

(Baonghean.vn) - The city continues to study opening turns, intersections, and crossroads in front of state agencies; lowering sidewalks where possible; and studying allowing vehicles to park on the sidewalk from 10 p.m. to 6 a.m. the next morning.

That is the direction of comrade Vo Viet Thanh, member of the Provincial Party Committee, Secretary of Vinh City Party Committee after a month of campaigning to clear sidewalks.

According to the report, since April 15, the city has carried out 555 sidewalk clearance operations for points, sidewalks, and streets. The city has confiscated 800 billboards, 830 canopies, handled 445 construction material trading gathering points, removed 106 temporary houses, handled nearly 3,000 sidewalk-violating steps, removed 35 car washes, 60 cases of illegal vegetable growing; and drawn up 342 administrative violation records for traffic safety corridor violations.

City police fined 181 cars, administrative fine of 145 million VND.

However, the city also assessed that the sidewalk clearance work still has some limitations. Some sidewalk violations need direction from above, such as the trading points in front of Hospital 115, the Provincial General Hospital, the tiger cage in Nghi Phu... Some wards and communes have not yet collected waste in time, some wards and communes have not yet planned for street vendors. Wards and communes have not yet handled many violations of businesses, and have not installed surveillance cameras. The situation of sidewalk encroachment still occurs, especially from 5 pm to 10 pm.

At the meeting, opinions said: It is necessary to pilot allowing cars to park on the sidewalk on Quang Trung Street to limit parking on the street, it is necessary to strengthen inspection and handling work, it is necessary to pilot renting sidewalks for business, there are streets that need to expand sidewalk parking lots, pilot allowing businesses on part of the sidewalk...

At the end of the meeting, comrade Vo Viet Thanh, Secretary of Vinh City Party Committee, concluded: In the past time, the city and wards and communes have worked very methodically. Some wards and communes assigned residential groups to maintain the results of sidewalk clearance, so they achieved very good results.

The city needs to continue to study opening turns, intersections, and crossroads in front of government agencies; lower sidewalks where possible; study allowing vehicles to park on the sidewalks of Truong Thi and Quang Trung streets, and coordinate with traffic police to place no-parking and no-stopping signs.

In particular, from 10pm to 6am the next morning, people are allowed to park on the sidewalk to facilitate families with cars living on the street.

The city needs to build local markets soon to relieve pain points such as the market near the provincial General Hospital, the market in front of Bac Vinh Industrial Park; speed up the construction of night food and street vendors; submit to the Vinh City People's Council a pilot plan to allow sidewalk rental for business; the Urban Rules and Order Team needs to reorganize and improve the effectiveness of inspection and handling of encroachment.

The head of Vinh City also requested unions and organizations to participate in managing roads and streets; re-examine the issuance of land use right certificates in painful encroachment locations and mobilize people to remove violations; request functional forces to plant, trim, and adjust trees appropriately before the rainy and stormy season; study the model of aesthetically pleasing steps to mobilize people to do it in a unified manner; wards, communes, and units assigned responsibility need to continue to sustainably maintain the results of sidewalk clearance...
