'Vinh City has not fulfilled its responsibility in managing urban order'

(Baonghean.vn) - The management of urban construction order for construction works in the city in recent times has had many shortcomings and limitations; many enforcement decisions have been issued but have not been implemented, which is a hot issue at the question and answer session of the Vinh City People's Council on the morning of December 21.

According to Vice Chairman of Vinh City People's Committee Le Sy Chien, the reason for the shortcomings in urban construction order management for construction works in the city in recent times is due to the fault of investors with limited capacity and lack of understanding of investment and construction laws.

Mr. Le Sy Chien - Vice Chairman of Vinh City People's Committee explained that the management of urban construction order for construction works in the city in recent times still has many shortcomings and limitations.

Some households and individuals, due to pressure on housing and construction progress; some business organizations, due to pressure on business efficiency, deliberately violate and are willing to pay administrative fines, continue construction, do not comply with the decision to suspend construction; do not fully comply with regulations such as: environmental protection, installation of unsafe construction equipment; leaving supplies and materials obstructing public traffic; construction measures approved by the investor are not suitable, affecting the quality of neighboring works.

Meanwhile, some authorities and officials at ward and commune levels assigned to manage construction order in the area are still irresponsible, lack thoroughness, and lack timeliness in inspecting and detecting violations.

The coordination between provincial departments, branches and sectors and the City People's Committee, between the City People's Committee and the People's Committees of wards and communes, and related affiliated units in providing information, inspecting, supervising, and promptly handling projects violating construction order is not really timely and effective.

The Truong Thanh 2 apartment and townhouse complex, invested and built by Truong Thanh Company Limited in Block 5, Truong Thi Ward - where the accident that killed a 10th grade student occurred - has not been granted a construction permit.

According to Mr. Chien, the responsibility for the above-mentioned violation of construction order belongs first to the investor who did not strictly comply with the provisions of the law on investment in construction works.

Regarding the management of planning and construction of apartment buildings, delegate Nguyen Huu Trung - Secretary of the Party Committee of Hung Loc commune pointed out the current situation of increasing density of apartment buildings; high-rise apartments located in residential areas, near the road, are growing more and more, causing consequences to people's lives and traffic safety. Delegate Nguyen Dinh Cat - Chairman of the Vinh City Fatherland Front Committee suggested that the city needs to clarify solutions to improve the effectiveness of state management in urban order management.

Responding to questions from Cat delegates, Mr. Le Sy Chien said: The city has issued 4 groups of solutions to improve the effectiveness of urban order management. Mr. Chien agreed with Cat delegates' opinion in attaching the responsibility of wards, communes and the city in urban order management and including it in the annual emulation assessment criteria.

Regarding the urban rules team in wards and communes, Mr. Chien said that in the coming time, the city will have a policy to professionalize and regularize this team. At the same time, it will strengthen coordination between the Urban Rules Team and the police and urban inspection forces. Mr. Chien emphasized that in order for urban order management to be increasingly effective, the participation of the entire political system is needed.

Regarding the management of apartment building planning, Mr. Le Sy Chien explained: All of these projects are under the authority of the province and the Department of Construction, Vinh City only has the right to negotiate on planning and the responsibility of the City is on the management of construction order. In the coming time, the City will increase its responsibility in the process of negotiating on planning.

Delegate Tran Thi Cam Tu - Head of the Vinh City Party Committee's Inspection Committee and delegate Dinh Xuan Truong - Secretary of the Quang Trung Ward Party Committee questioned the City's responsibility in the current situation where many apartment buildings do not have a Management Board, a cultural house, community activities, household registration, rights, obligations, and investors do not allocate funds for apartment building maintenance. Many investors do not properly implement the original planning. In the coming time, what solutions does the City have to establish residential blocks and manage household registration issues in these apartment buildings?

Responding to questions from delegates, Mr. Le Sy Chien said: The responsibility for the above situation lies primarily with the investors. To manage the apartment buildings, the City People's Committee issued a project, in coordination with the Vinh City Police Department, to review the household registration and household registration of apartment buildings and establish blocks and hamlets in these apartment buildings. The City will be responsible for inspecting and urging investors to properly implement the original planning.

Regarding the inspection and punishment of violations of urban order, delegate Do Dinh Quang - Chairman of the Vinh City Labor Federation suggested that the city should clarify the solution to handle 77 cases of violations without construction permits through inspection. Clarifying delegate Quang's opinion, Mr. Le Sy Chien said that the city will review and base on each specific case to have a solution to handle in accordance with the provisions of law.
