Vinh City recommends groups of people to be allowed to pass through checkpoints

In the first days of implementing Decision No. 3090/QD-UBND dated August 22, 2021 of the People's Committee of Nghe An province on supplementing a number of urgent measures to prevent and control the Covid-19 epidemic in Vinh city, the control of some cases at some checkpoints was not yet unified, the confirmation to issue travel permits of some wards and communes was not strict..., to overcome this, the City People's Committee has the following opinions:

1. Propose that Nghe An Provincial Police consider directing control forces at checkpoints to allow the following subjects to circulate on the road:

- Cadres, civil servants, public employees and workers mobilized by the City People's Committee, People's Committees of wards and communes to perform dutiesCovid-19 prevention: Check Travel Documents and Identity Documents (with photo).

- Staff of medical facilities go to wards and communes for testing according to the mass testing campaign or testing when there is a F0 lockdown: Check travel documents, identity papers, test papers (negative for SARS-CoV-2 within 72 hours of testing).

- Vehicles requisitioned, mobilized, and contracted by Vinh City People's Committee to transport people to centralized quarantine and transport people who have completed quarantine back to their place of residence (Mai Linh Taxi vehicles, other vehicles permitted by the Department of Transport): Allowed to pass when having the city's identification plate, or a Road Pass from the ward or commune where F1 is located, or a Certificate of completion of centralized quarantine to return to the place of residence.

- People performing tasks of urban environmental sanitation, watering plants and handling tree incidents; handling electricity, water, information, telecommunications incidents; patrolling and fixing railway and dike incidents...: Checking travel documents, personal papers; in case of entering a house for repairs, a test certificate must be attached.

- For vehicles of the Urban Environment Company transporting garbage to Nghi Yen landfill: Check the number of people on the vehicle (only 2 people), Road permit (or identification plate issued by the Urban Environment Company).

- City Funeral Board staff and Funeral Practice Group: Check the family's request to invite the funeral board (with confirmation from the ward or commune), ID card and test certificate.

- In cases of transporting food, essential goods and commodities; medicines, medical supplies; transporting official business, State postal services; supplies, equipment, raw materials, products to ensure the production and supply chain of production and business establishments that are allowed to operate; goods and supplies from warehouses, production sites to construction sites, retail outlets that are allowed to operate: check the number of people on the vehicle (maximum 2 people), QR code (for green lane vehicles) or Travel Permit, Identity Document and Test Certificate.

- People going to the emergency room, regular medical examination and treatment (dialysis, chemotherapy...), leaving the hospital; getting vaccinated against COVID-19; going to the airport or train when they have tickets: Check the supporting evidence and the suitability with the route and travel time - in case of proactive travel, there must be confirmation from the People's Committee of the ward or commune.

- Other special specific cases are allowed to pass through according to specific documents of the Provincial People's Committee or Vinh City People's Committee.

2. Assign the People's Committees of wards and communes in the city:

Only confirm the list for business owners to issue Travel Permits to those working in agencies, units, types of production and business that are allowed to operate and whose work cannot be done "3 on-site".

Other employees of agencies, units, and types of production and business that are allowed to operate must perform "3 on-site" at the workplace or work online at home, and are not allowed to participate in traffic.
