Vinh City: Will increase patrols and handle overnight parking spots that cause congestion

(Baonghean.vn)- Voters in Vinh city have complained about the overnight parking of cars on the streets causing traffic jams. They have requested that authorities at all levels take active measures to resolve the issue.

The relevant authorities responded to this issue as follows:

Vinh City is a first-class urban area, directly under Nghe An Province, is the political, economic and cultural center of the province, thus attracting many means of transport to the City. Up to now, Vinh City has more than 73,000 cars, 1.3 million motorbikes and many other vehicles.

With the aim of building a civilized and modern urban area, on January 19, 2012, Nghe An Provincial People's Committee issued Decision No. 265/QD.UBND-CN approving the planning for the construction of a system of overpasses, parking lots and public toilets in the city.

In recent years, the number and types of vehicles in the city have increased rapidly, with an average of 9,200 new cars registered each year. In addition to personal vehicles, there are many public transport companies in the city, including 5 taxi companies (Mai Linh, Van Xuan, Song Lam, Mekong and Vinh taxi) and 6 bus companies (Dong Bac, Ngoc Anh, Ha Tinh, Thach Thanh, Phuong Thao, Su Chuyen) currently operating.

In addition, the city has also painted lines to regulate parking and stopping on both sides of the road, including 09 routes; expanded the roadway to part of the sidewalk or painted lines to regulate parking on sections of road in public areas. However, up to now, parking lots have not been implemented according to the plan, mainly because there is no funding source for implementation and the construction of bus stations and parking lots is facing difficulties.

To avoid stopping and parking indiscriminately on roads and sidewalks, in the coming time, the Provincial People's Committee will continue to direct the City People's Committee to continue implementing the following solutions:

- Propagating laws on traffic safety and order, urban order: Strengthening coordination with newspapers, radio stations, agencies, units, schools, local authorities, and residential groups to propagate in all forms about road traffic laws to create positive changes and awareness for households to know that stopping and parking on the road in violation of regulations has potential risks of traffic congestion, fire prevention, fire fighting, etc.

- Survey and submit to the Provincial People's Committee the planned land area, mobilize resources to implement the construction of parking lots according to the approved plan, draw lines to regulate the use of sidewalks and roadsides for parking cars, motorbikes, and motorbikes along the route to ensure order according to regulations.

- Continue to direct functional forces to patrol and develop a plan to arrange patrol forces to control traffic in a closed area, combining route patrols with inspections and handling of violations on routes and key intersections during peak hours, paying special attention to small routes where many vehicles stop and park overnight, causing traffic congestion. Focus on handling violations such as: Cars stopping and parking illegally on traffic routes, passenger cars stopping and picking up and dropping off passengers; taxis stopping arbitrarily; cars entering prohibited roads./.
