According to citizens' feedback, the lack of financial transparency is reflected in the investment in the construction of the power line in Hamlet 14, Thanh Ha Commune. This power line was built from the cooperative's loan capital and the people's contributions with an amount of over 400 million VND. After the construction process was completed, this project was not paid or settled. In Hamlet 14, Thanh Ha Commune, Mr. Duong Dinh Hue - Hamlet Chief is an official who is involved with the commune government in managing the construction of the 10kw power line system. Mr. Hue informed that the power line was built in 1997, but it was not until 2003 that it was completed and energized for people to use.

The total cost of building the power line was 430 million VND. To have the funds to build the power line, each household in hamlet 14 had to borrow 2 million VND from the bank to contribute. The whole hamlet 14 had 154 households, but only 50 households borrowed to contribute 100 million VND. The remaining cost had to be borrowed from the cooperative 300 million VND, and the hamlet chief borrowed an additional 30 million VND.

Violations in land transfer?

On May 30, 2016, Mr. Tran Dai Sy and his wife, Ms. Nguyen Thi Huong, were granted a Land Use Rights Certificate by the People's Committee of Thanh Chuong district for plot No. 555, address Nha Luu hill, Thanh Ha commune; area 4,785m2; purpose of use: forestry land; term of use until April 23, 2054. However, as Mr. Tran Dai Sy discussed, he was completely unaware of whether or not there was a "mistake". Because during the transaction with Mr. Hoang Cao Phon, Mr. Tran Dai Sy decided to buy this plot of land; the two parties agreed on the price of the plot of land at 170 million VND, and carried out the transaction after completing the procedures and paperwork. Specifically, Mr. Hoang Cao Phon had to transfer the name on the Land Use Rights Certificate to Mr. Tran Dai Sy and Ms. Nguyen Thi Huong. “Recently, commune and district officials also came here to work. This land plot has not been allocated land nor has it been granted a Land Use Right Certificate.

With land plot 555, belonging to the cadastral map sheet of forestry land No. 1 in hamlet 14, Thanh Ha commune. According to the inventory book established according to the map of the Certificate of Forestry Land Use Rights approved by the Department of Natural Resources and Environment on March 17, 2008, land plot 555 is owned by Mr. Hoang Cao Phon's household, with an area of ​​4,785m2. This land plot was granted a Land Use Rights Certificate by the People's Committee of Thanh Chuong district to Mr. Hoang Cao Phon's household in Land Use Rights Certificate No. AE 764675, in 2016. Also in this year, Mr. Hoang Cao Phon's household transferred it to Mr. Tran Dai Sy and Ms. Nguyen Thi Huong.
