Instead of being deprived of the right to study at schools in that year and the right to take the exam for the next 2 years, in this year's national high school exam, candidates will be considered and handled according to the law if they violate exam regulations in specific cases as prescribed.

The Ministry of Education and Training has just issued a Circular amending and supplementing a number of articles of the Regulations on National High School Exams and High School Graduation Recognition compared to Circular No. 04/2017/TT-BGDDT issued on December 25, 2017. Accordingly, the regulations tighten the forms of violations by candidates during the exam.

Cases handled according to law

Specifically, in handling candidates who violate exam regulations, instead of stripping them of their right to study at schools in that year and taking exams for the next two years, this year's regulations have many amendments.

Accordingly, the exam results will be canceled and a file will be prepared and sent to the competent authority for consideration and handling according to the law for candidates who violate one of the following errors: falsifying documents to enjoy preferential or incentive benefits; using illegal diplomas and certificates; letting others take the exam or do the test for them in any form; causing disturbance or sabotaging the exam; assaulting officials or other candidates; using illegal exam result certificates.

Remove birth certificate requirement

Another new point in this year's exam regulations is that independent candidates no longer have to submit a birth certificate (copy) and a Certificate of no violation of the law from the People's Committee of the commune where they reside if they were not eligible to take the exam in previous years due to poor conduct in grade 12 as before.

Rounded to 2 decimal places

According to the new regulations, for essay tests, the grading is carried out according to the grading instructions, answers, and grading scale of the Ministry of Education and Training. The test is graded on a 10-point scale, and the odd points of the total score of the entire test are rounded to 2 decimal places. Previously, in Circular 04/2017/TT-BGDDT, the Ministry stipulated that essay tests are graded on a 10-point scale, up to 0.25, without rounding the score.

Thus, the only remaining essay subject in the 2017 national high school exam, Literature, will not be assigned a score of 0.25 as previously regulated. There will no longer be cases where different odd scores are all converted to the same score of 0; 0.25; 0.5; 0.75 as before.

Adjusting graduation requirements

Regarding the conditions for considering high school graduation recognition, the Circular stipulates that candidates who are eligible to take the exam, have not been disciplined with their exam results canceled (previously, the exam was canceled or higher), all exams and component subjects of the combined exam for graduation recognition all score above 1.0 on a 10-point scale and have a graduation score of 5.0 or higher will be recognized as high school graduates.

According to the Circular, universities and colleges that establish delegations of staff and lecturers to coordinate the organization of exams at examination councils in localities as directed by the Ministry of Education and Training will not have to pay for travel and accommodation expenses for staff and lecturers participating in the organization of exams.

Instead, the budget for cadres and lecturers of universities, academies, colleges and universities mobilized by the Ministry of Education and Training to their localities to participate in organizing exams will be paid by the localities according to current regulations.
