Hoang Mai young town affirms to be one of the three growth poles of the province

Compared to other localities in the province, Hoang Mai town is a young administrative unit. Established in 2013, amidst many difficulties and challenges, the town has gradually affirmed itself as one of the three growth poles, creating a driving force for socio-economic development of the province in accordance with the spirit of Resolution No. 11-NQ/TU of the Provincial Party Standing Committee on building and developing the town until 2020 and the following years.

In 2017, the town focused on urban development in the direction of industry, trade, services and tourism, with a spectacular breakthrough: Total production value is estimated at 11,575 billion VND. The economic growth rate for the whole year reached 26.36%. Average added value reached 42.82 million VND/person/year. The economic structure shifted in the right direction, with the proportion of industry - basic construction - services accounting for 79.6% (up 2.82%), agriculture - forestry - fishery accounting for 20.4% (down 2.82%). State budget revenue according to the province's decentralization reached more than 173 billion VND. Investment attraction continues to be a bright spot in the town's development picture.

Many investment projects in the town have stabilized production and produced products, income, and contributed large amounts to the budget, such as Hoa Sen Factory, Vinatex Garment Factory, Muong Thanh Hoang Mai Trade and Hotel Service Complex...; 12 projects have been approved for investment, or have been recorded and prepared for investment such as: Hai Chau II Confectionery Factory, with a total investment of 360 billion VND, creating jobs for over 500 workers, the Korean Investors Business Association is researching to invest in infrastructure projects in Hoang Mai II Industrial Park...; investment projects are being prepared such as the French AFD project with a total investment of 31.92 million EUR.

The work of urban management and beautification for new rural construction continues to achieve good results in the spirit of Directive 06-CT/Thu dated March 8, 2016 of the Standing Committee of the Town Party Committee, to date 36/58 criteria for type III urban areas have been completed. In particular, the infrastructure has been invested in and put into use, creating rapid changes, which are the highlights of the young city such as the street lighting system stretching nearly 14 km along National Highway 1A; street lighting for block and hamlet roads, and inner-city traffic routes are quickly asphalted; administrative offices continue to be put into use, traffic corridors are more open... To date, the town has 2/5 communes reaching the new rural finish line, the remaining communes have achieved 11-14 criteria.

Culture and society have made great progress. The quality of education has achieved outstanding results, the completion rate of primary school reached 99.6%, the graduation rate of secondary school reached 95.5%; In the National High School Exam, Hoang Mai High School was ranked 5th out of 64 high schools in the province, with 15 students scoring 27 points or more, including 1 student with a perfect score of 30/30 points. Cultural and artistic activities have become a broader movement, sports have achieved high results, winning many provincial championships such as: cross-country, swimming, children's football.

The town created new jobs for 1,600 workers, of which 350 were exported. The poverty rate dropped to 3%. National defense was maintained, with excellent completion of defense zone drills; security and order continued to be ensured in conditions with many sensitive factors and sabotage by reactionary and extremist elements.

The work of Party building and political system building achieved many results in the fields of ideology, organization, mass mobilization, inspection and supervision, ensuring strictness and upholding Party spirit; the Party Committee achieved the title of Clean and Strong.

However, in the current context, the town still faces many difficulties and challenges, especially in building a civilized urban lifestyle, people's awareness in maintaining environmental hygiene; illegal and unlicensed construction still occurs; urban infrastructure is still weak; the quality of new rural construction is still low...

Entering 2018, a pivotal year of important significance in implementing the Resolution of the Town Party Congress for the 2015-2020 term and the 5-year socio-economic development plan, 2016-2021; the 4th year of implementing Resolution 11-NQ/TU of the Provincial Party Standing Committee on building and developing Hoang Mai town to 2020 and the following years; competing to achieve achievements to celebrate the 5th anniversary of the town's establishment (April 3, 2013 - April 3, 2018) - This requirement places a heavy but honorable responsibility on the Party Committee, government and people of Hoang Mai town, with the goal of building the town to meet the criteria of a type III urban area.

To successfully complete the task, the town needs to pay special attention to building an increasingly strong Party organization and political system, meeting the requirements of leadership and direction in the construction and development of the town in the new period; effectively implementing Resolution 4 of the Central Committee (term XII), in conjunction with Directive 05-CT/TW dated May 15, 2016 of the Politburo, Resolution of the 6th Central Conference (term XII)... in conjunction with the responsibility of each Party Committee, government, Fatherland Front and organizations, agencies, units...; in conjunction with the responsibility of the head.

Promote administrative reform, implement discipline well, improve the effectiveness and efficiency of the government apparatus, focus on building public ethics, attitudes and responsibilities of cadres, in order to best serve the needs of people and businesses; launch emulation movements towards the 5th anniversary of the town's establishment.

With the potential and advantages being promoted, under the comprehensive leadership of the Party Committee, the responsible participation of the entire political system, along with the trust and support of all classes of people, will continue to be a solid foundation, a driving force to promote Hoang Mai town to develop rapidly and sustainably, worthy of the trust and expectations of the Party Committee and people of the province for the young urban area in the northernmost part of Nghe An.
