(Baonghean) - Discussion by Ms. Nguyen Van Chi - Director of Tax Policy Department, General Department of Taxation, Ministry of Finance; candidate for the 14th National Assembly in Nghe An.

PV:As a son of Nghe An and this time being nominated by the Central Committee to run for the 14th National Assembly in your hometown, how do you feel?

Comrade Nguyen Van Chi:My parents are both from Nam Dan, so since I was a child, although I did not live in the countryside, I was proud to be from Uncle Ho's hometown... Now being introduced to run for election in my hometown Nghe An, I am truly happy. If my hometown voters trust and support me, then my trips back to my hometown will also carry a heavy responsibility to the voters I represent. Besides the joy, I also feel worries and concerns because my hometown is a "spiritual land of talented people", has a revolutionary tradition and a studious spirit, but is still poor, the lives of many people are still really difficult, lacking jobs and essential infrastructure, especially in difficult areas. Therefore, I hope that in the coming time I will have the most practical contributions...

PV:As a candidate working in the Tax sector, what issues do you think the sector needs to address to be in line with international and regional standards; and at the same time, create motivation for businesses to develop?

Comrade Nguyen Van Chi:In my opinion, there are a number of issues that the Tax industry needs to address to motivate businesses.

In terms of policy, it is necessary to aim for tax policies with a mobilization level that is not too high so that enterprises have capital to redevelop production, and importantly, the policies must meet the criteria of being clear, simple, easy to understand, and easy to implement, in order to reduce pressure on both enterprises and tax authorities. The mobilization level is not high, but if we do a good job of expanding the subjects, we can still ensure increased revenue for the budget.

Regarding tax administration, in addition to continuing to reform administrative procedures and enhancing the provision of taxpayer support services, it is necessary to promote a risk management mechanism to classify and rank taxpayers based on their history of compliance and law observance. From there, priority will be given to taxpayers with a good history of compliance and supervision will be increased for taxpayers who have not complied, creating conditions to improve the rights and obligations of taxpayers as well as the quality of service of tax authorities.

In the long term, it is necessary to orient tax management work towards international standards suitable for each different group of subjects. For example, for multinational companies, it is necessary to coordinate with foreign tax authorities to apply a mechanism of pre-agreed tax prices to avoid double taxation and tax evasion in international transactions between related parties.

If budget obligations can be fulfilled easily, quickly, accurately and voluntarily, negative phenomena will be thoroughly resolved, contributing to promoting investment and creating momentum for businesses and the economy.

PV:If elected as a delegate to the 14th National Assembly, what will be the focus of your action program?

Comrade Nguyen Van Chi:If elected by voters as a National Assembly delegate, in my role as a full-time delegate at the National Assembly's Finance and Budget Committee, I will focus on the following main contents:

Actively participate in the legislative work of the National Assembly in all fields, especially towards building tax laws and policies with a not too high mobilization level, but importantly, they must be clear, simple, easy to understand, easy to implement, reducing pressure on both businesses and tax authorities.

I will always speak up for the rights of women, of the disadvantaged and vulnerable in the development process, to have more social security policies with more resources and resources used effectively, to support the poor, poor areas, low-income people, and to adequately respond to the interests of affected groups.

Best fulfill the role of a bridge between Nghe An voters and the Central Government not only through maintaining regular contact and listening to voters' opinions, but also through examining, discussing, and supervising fiscal and budgetary issues, national target programs, public investment plans, etc. to promote and link with Nghe An's socio-economic development orientations and projects, creating conditions for structural transformation, job creation, and economic development in disadvantaged areas.
