Voters of Nghi Loc district propose supporting health insurance for part-time activists in the hamlet

On the afternoon of December 1, National Assembly deputies: Nguyen Van Chi - Vice Chairman of the National Assembly's Finance and Budget Committee; Thai Thi An Chung - Member of the Provincial Party Executive Committee, Deputy Head of the Provincial National Assembly Delegation had a meeting with voters of Phuc Tho commune, Nghi Loc district.

Also meeting voters were the provincial People's Council delegates: Duong Dinh Chinh - Secretary of Nghi Loc District Party Committee; Nguyen Cong Van - Chairman of Nghi Loc District Veterans Association.

61 National Assembly delegates from Nghe An delegation gave their opinions at the 6th Session, 15th National Assembly

At the conference, Deputy Head of the Provincial National Assembly Delegation Thai Thi An Chung informed about the results of the 6th Session of the 15th National Assembly and the activities of the Provincial National Assembly Delegation at the session.

Specifically, at the session, regarding legislative work, the National Assembly passed 7 draft laws, 2 resolutions and gave opinions on 10 draft laws. The National Assembly also decided on a number of important issues of the country; in particular, it passed resolutions on the socio-economic development plan and the State budget for 2023, and the socio-economic development plan for 2024.

Resolution on supplementing 1,275 billion VND in investment expenditure for Nghe An province from the increased central budget revenue in 2022 to resolve compensation for site clearance (including delayed payment) of the National Highway 1 expansion projects through Nghe An province, which are central budget tasks arising after these projects have been finalized. This is the content that the National Assembly Delegation of Nghe An province has been pursuing through many terms of the National Assembly.

Regarding the activities of the Provincial National Assembly Delegation at the session, the delegation participated seriously and responsibly in plenary sessions and group discussions, with 61 delegates giving opinions on draft laws, draft resolutions, and socio-economic reports submitted to the session.

During the session, the delegation also organized working sessions with a number of central ministries and branches; experience exchange activities with National Assembly delegations of provinces and centrally run cities to inform about the province's socio-economic situation, recommendations and proposals from localities and issues related to the session's content; actively mobilized and called on sponsors to support the construction of houses for the poor and people with housing difficulties in the province...

13 voters made many recommendations

Next, in the spirit of democracy and responsibility, at the conference, 13 voters reflected and proposed many issues under the authority of the Central and the province.

Voter Truong Xuan Thang, in hamlet 7, proposed that the National Assembly study the policy on health insurance support for non-professional workers in hamlets, including Party cell secretaries, hamlet chiefs, heads of the Front work committees, deputy hamlet chiefs, and police officers; at the same time, study a policy to recognize, encourage, and motivate this group of people who have continuously worked for 15-20 years or more.

Expressing her agreement with the Party and State's policy of streamlining the payroll, however, voter Nguyen Thi Hoa - Chairwoman of the Farmers' Association of Phuc Tho commune said that the current arrangement and assignment of cultural and social civil servant positions at the commune level is very inadequate.

For example, Phuc Tho commune (type II commune) only arranges 1 cultural-social civil servant, in charge of 2 fields of culture-social and policy, while recruiting input of policy civil servants with professional certificates in finance-accounting, labor, social or natural sciences; cultural-social civil servants are cultural management certificates or other fields.

Currently, only one civil servant undertakes too many tasks, is responsible for many sectors such as: Culture - Sports; Tourism; Information and Communications; Labor, War Invalids and Social Affairs; Education; Health... This inadequacy affects the quality of performing professional tasks at the grassroots level. Voters request the National Assembly, the Government and relevant agencies to study and resolve this issue.

One issue that voters in Phuc Tho commune are concerned about is the implementation of the integrated teaching program of natural sciences and social sciences. Accordingly, although teachers are trained, the short time will not ensure the quality of teaching, especially the arrangement of teachers. Therefore, to meet the requirements of the 2018 General Education Program innovation, there needs to be a mechanism for training and recruiting pedagogical students trained according to the new program.

Many issues related to the regime and policies for meritorious people; social insurance policies for part-time workers in communes and hamlets; handling of hamlet cultural houses after merger; resolving discrepancies in measuring local land records; inadequacies in policies and regimes for cement support for communes building advanced new rural areas, etc., were also mentioned and reflected by voters.

Explain and clarify many issues within authority

Based on the contents of voters' recommendations and reflections, at the voter meeting, leaders of the Departments of Agriculture and Rural Development; Natural Resources and Environment; Home Affairs; Labor - Invalids and Social Affairs; and Provincial Social Insurance directly received and explained issues within the functions, management and settlement authority of the industry.

On behalf of the National Assembly delegates, Deputy Head of the Provincial National Assembly Delegation Thai Thi An Chung highly appreciated the voters' valid recommendations and proposals, especially those under the authority of the National Assembly.

The Deputy Head of the Provincial National Assembly Delegation also discussed and directly explained issues related to social insurance and health insurance policies for part-time workers in the hamlet.

Specifically, at the recent 6th Session, the National Assembly gave its opinion on the Law on Social Insurance (amended), which included the expansion of the compulsory social insurance coverage for non-professional workers at the hamlet level. However, there are two opinions on this issue: one is to implement the compulsory social insurance regime for non-professional workers at the hamlet level; the other is to increase the rights to participate in voluntary social insurance for non-professional workers at the hamlet level to participate. Based on the opinions of voters, the National Assembly Delegation of the province is studying to contribute opinions to the discussion of the Law on Social Insurance (amended) at the next session of the National Assembly.
