Speaking to reporters, General Pavel said that if the S-400 purchase contract is still implemented, Ankara cannot integrate into NATO's common air defense system. Türkiye is a member of NATO.
The presence of S-400 in Türkiye will create many difficulties for allied vehicles that may be deployed on its territory.
According to General Pavel, Ankara's NATO allies need to discuss all issues of concern before officially signing the agreement.
In September, Russia and Türkiye signed an agreement to purchase the S-400 missile system. Ankara has paid a deposit.
Türkiye announced that the delivery of the S-400 system would be done within 2 years, however, Russia said the delivery deadline was under discussion.
According to Turkish presidential spokesman Ibrahim Kalyn, developing good relations with Russia is not a substitute for Ankara's relations with the West and NATO.
