Notice of recruitment of civil servants into State administrative agencies of Nghe An province
(Baonghean.vn) - The Department of Home Affairs announces the recruitment of civil servants into state administrative agencies of Nghe An province according to Decree No. 140/2017/ND-CP dated December 5, 2017 of the Government.
Pursuant to Plan No. 145/KH-UBND dated March 2, 2022 of the People's Committee of Nghe An province on receiving and recruiting civil servants; Official Dispatch No. 1667/UBND-TH dated March 15, 2022 of the People's Committee of the province on the plan to recruit civil servants in 2022, the Department of Home Affairs of Nghe An announces the recruitment of civil servants according to Decree No. 140/2017/ND-CP dated December 5, 2017 of the Government to work at State administrative agencies of Nghe An province, specifically as follows:
I. CONDITIONS AND SUBJECTS OF REGISTRATION FOR CIVIL SERVANT RECRUITMENT
1. People who meet the following conditions, regardless of ethnicity, gender, social class, belief, or religion, can register to apply for civil service recruitment:
a) Have only one nationality, Vietnamese nationality;
b) 18 years of age or older;
c) Have an application form; have a clear background;
d) Have appropriate degrees and certificates;
d) Have good political and moral qualities;
e) Be physically fit to perform the duties;
g) Other conditions as required by the recruitment position;
2. The following people are not allowed to register for civil service recruitment:
a) Not residing in Vietnam;
b) Loss or limitation of civil capacity;
c) Being prosecuted for criminal liability; serving or having completed serving a criminal sentence or decision of the Court but not having had the criminal record cleared; being subject to administrative measures of being sent to a medical facility or educational facility.
3. Candidates for civil service recruitment:
3.1. Students who have graduated with honors from a university in the country or abroad and are recognized as equivalent to a degree or certificate according to the provisions of law, have excellent academic and training results in all years of university study, are within the age range specified in Article 1 of the Youth Law at the time of application submission, and meet one of the following criteria:
a) Winning Third Prize or higher in one of the provincial-level excellent student selection competitions, winning an Encouragement Prize or higher in the national excellent student selection competitions or a Certificate of Merit or higher in the international excellent student selection competitions in one of the natural sciences (Mathematics, Physics, Chemistry, Biology, Informatics) and social sciences (Literature, History, Geography, Foreign Languages) during high school;
b) Won third prize or higher in a national or international science and technology competition during high school or university;
c) Winning third prize or higher in an individual Olympic competition in one of the following subjects: Mathematics, Physics, Chemistry, Mechanics, Information Technology or other majors during university study recognized by the Ministry of Education and Training.
3.2. People with a master's degree, a level I specialist doctor, a resident doctor, a level I specialist pharmacist in Medicine or Pharmacy within the age range specified in Article 1 of the Youth Law at the time of application submission and meeting the following criteria:
a) Meet the standards specified in Point a or Point b or Point c Clause 1, Article 2, Decree No. 140/2017/ND-CP dated December 5, 2017 of the Government;
b) Graduated from university with a good degree or higher and have a postgraduate training major in the same field as the undergraduate training major.
3.3. People with a doctorate, level II specialist doctor, level II specialist pharmacist in Medicine and Pharmacy within the age limit prescribed in Article 23, Decree No. 40/2014/ND-CP dated May 12, 2014 of the Government regulating the use and promotion of individuals working in science and technology up to the time of application submission and meeting all the criteria prescribed in Point a and Point b, Clause 2, Article 2, Decree No. 140/2017/ND-CP dated December 5, 2017 of the Government.
4. Subjects and priority points in civil servant recruitment:
a) Armed Forces Heroes, Labor Heroes, war invalids, people enjoying policies like war invalids, war invalids of type B: 7.5 points added to the results of round 2;
b) Ethnic minorities, military officers, police officers, demobilized professional soldiers, people working in secretarial work who have changed their profession, graduates of reserve officer training, graduates of training for commanders of commune-level military commands of grassroots military branches who have been awarded the rank of reserve officer and have registered for the reserve officer category, children of martyrs, children of wounded soldiers, children of sick soldiers, children of people enjoying policies like wounded soldiers, children of category B wounded soldiers, biological children of resistance fighters infected with toxic chemicals, children of Armed Forces Heroes, children of Labor Heroes: 5 points will be added to the results of round 2;
c) People who have completed military service, public security service, or youth volunteer team members: 2.5 points will be added to the round 2 score.
In case a civil servant candidate belongs to many priority categories as prescribed above, only the highest priority points will be added to the results of round 2.
II - JOB POSITION, QUALIFICATIONS, AND PROFESSIONAL QUALIFICATIONS REQUIREMENTS

III - CONTENT AND FORM OF ADMISSION EXAM; DETERMINATION OF SUCCESSFUL PEOPLE
1. Content and form of admission:
a) Consider the candidate's academic and research results (if any) according to the standards specified in Article 2, Decree No. 140/2017/ND-CP.
b) Interview on the candidate's professional qualifications and skills. Interview duration is 30 minutes (candidates have no more than 15 minutes to prepare before the interview); Interview score: 100 points.
2. Determining the successful candidates in the selection process:
2.1. Candidates selected in the civil servant recruitment exam must meet the following conditions:
a) Have an interview score of 50 points or higher;
b) The interview score plus the priority points specified in Clause 4, Section I of this Notice (if any) are higher, taken in descending order within the recruitment quota of each job position.
2.2. In case there are 02 or more people with the same total score calculated according to the provisions of Point b, Clause 1, Article 12, Decree 138/2020/ND-CP in the final quota of the job position to be recruited, the person with the higher interview score will be the successful candidate; if it is still not determined, the head of the competent authority for recruiting civil servants will decide on the successful candidate.
2.3. Those who fail the recruitment exam to attract civil servants will not have their recruitment results reserved for the next recruitment exam.
IV - APPLICATION FORM FOR CIVIL SERVANT RECRUITMENT
Application form (in a file bag) with full name, address, contact phone number and list of documents including:
- Application form (Appendix II attached to this Notice);
- Copies of diplomas, transcripts of academic results as required by the position applied for, certified by the competent authority. Diplomas, transcripts, and certificates in foreign languages must be submitted with a Vietnamese translation certified by the competent authority. In case the diploma from a foreign training institution does not clearly state the grade of good, excellent, or excellent, additional documents must be submitted to prove that the applicant's academic results are good, excellent, or excellent according to the school's classification (for example, the school's classification evaluation table; the school's confirmation letter of good, excellent, or excellent, etc.);
- Certificates of merit and documents certified by competent authorities proving individual awards during high school or university studies that meet the provisions of Clause 1, Article 2, Decree No. 140/2017/ND-CP;
- Certificate of priority in civil servant recruitment (if any) certified by a competent authority;
- 03 envelopes with stamps and recipient's address clearly written.
V - LOCATION, TIME, AND FEES FOR SUBMITTING APPLICATIONS
1. Place to submit application documents: Candidates submit their application documents directly or via the postal service of the post office to the Nghe An Provincial Public Administration Service Center, address: No. 16, Truong Thi Street, Vinh City, Nghe An Province.
2. Application deadline: 30 days, from March 17, 2022 to April 17, 2022.
3. Recruitment fee: 500,000 VND/01 application.
