Agree on a budget of 51 billion VND to handle the problems at Ban Ve Hydropower Project

The plan to implement additional resettlement support for the Ban Ve Hydropower Project was agreed upon by Power Generation Corporation 1 and the People's Committees of Tuong Duong and Thanh Chuong districts at the meeting on February 10, 2025.

Specifically, Power Generation Corporation 1, as the investor of the Ban Ve Hydropower Project, agreed to provide additional support for resettlement of the project items and the maximum investment cost as reported by the Ministry of Industry and Trade to the Prime Minister in Official Dispatch No. 218/BC-BCT dated August 28, 2024 and approved by the Prime Minister in Official Dispatch No. 7505/VPCP-NN dated October 14, 2024.

In Tuong Duong district, the total investment is more than 30.6 billion VND. This fund is to invest in additional infrastructure items of the resettlement area in Xop Vi cluster, Xop Chao village, Luong Minh commune for 69 additional households (including extra-village roads, intra-village roads, Khe Pong bridge, domestic water system, leveling of residential houses); support investment in building a new resettlement area in Ban Ve to relocate 19 households in Khe O; Khe Chong out of the landslide area (including internal traffic roads, anti-landslide embankments, internal drainage ditches, power supply system).

In principle, the investor will sign a contract authorizing the People's Committee of Tuong Duong district to carry out the investment and construction of the above-mentioned construction items. The authorized party, Tuong Duong district People's Committee, has the right to transfer and balance costs between support items to ensure that the total cost does not exceed the value determined above.

The investor is responsible for carrying out procedures to approve the additional list of work volumes and additional resettlement support investment costs as a basis for the authorized party to implement; arranging capital promptly and fully in accordance with the progress of advance payment and settlement of contracts that the authorized party signs with contractors.

Tuong Duong District People's Committee is responsible for organizing the implementation of the entire investment and construction process to ensure compliance with current legal regulations.

Specifically, plan the progress of investment in construction items to meet the set progress and goals; carry out procedures related to land acquisition and land arrangement to carry out construction investment according to current regulations; site clearance; survey, prepare and approve construction drawing designs and construction estimates after reaching an agreement with the investor; select contractors, sign contracts and organize construction; accept completed works and put them into use; receive management, operation, maintenance of assets formed from the investment process using local funds...

Regarding the implementation progress, Power Generation Corporation 1 and Tuong Duong District People's Committee agreed on the expected time of 18 months from the date of signing the authorization contract (expected March 1, 2025).

On the Thanh Chuong district side, Ngoc Lam and Thanh Son communes will be invested in building a new monument to heroic martyrs, a stadium and a rural market (Ngoc Lam commune will build a new village cultural house) with a total cost of more than 20 billion VND; the implementation plan is expected to last 10 months.

According to Mr. Le Dinh Thanh - Vice Chairman of Thanh Chuong District People's Committee, this is good news at the beginning of the year for the people of Ngoc Lam and Thanh Son communes.

Mr. Le Dinh Thanh said: “After many years of waiting, in the near future, the two communes will have a memorial to the heroic martyrs to educate the younger generation about traditions, a stadium for recreation and exercise, and a market to buy and sell goods to develop the economy.

As for the district, the site has been prepared to carry out these construction items. Thanh Chuong district hopes that the investor will promptly allocate capital to invest in the construction of the construction items to meet the set progress and goals...".
