Agree on a plan to build a 110kV power grid to relieve the capacity of hydropower plants in Nghe An

On the afternoon of January 18, the Provincial People's Committee held a working session with Vietnam Electricity Group and its member units to agree on an investment plan to build a 110kV power grid to relieve the capacity of hydropower plants in the province and to preliminarily agree on the location of the 500kV Quynh Luu transformer station.

Attending the meeting were comrade Le Ngoc Hoa - Vice Chairman of the Provincial People's Committee; representatives of provincial departments, branches and sectors. On behalf of Vietnam Electricity Group, there were comrades: Pham Hong Phuong - Deputy General Director of Vietnam Electricity Group; Le Quang Thai - Deputy General Director of Northern Power Corporation.

Currently, Nghe An province has 17 hydropower plants with a total capacity of 312.9 MW. It is expected that by the end of 2022, there will be 3 more hydropower plants operating with an installed capacity of 76 MW. In the period of 2023-2025, there will be 1 more plant with a total capacity of 6 MW. Hydropower plants in Nghe An are mainly concentrated in the West in the districts of Ky Son, Tuong Duong, Con Cuong, Que Phong, and Quy Chau.

At the meeting, Nghe An Department of Industry and Trade reported on the agreement on the investment plan to build a 110kV power grid to relieve the capacity of hydropower plants in the province.

Currently, the 110kV line from the 220kV Do Luong - Tuong Duong - Ky Son transformer station has been continuously overloaded since the end of 2018, causing factories to cut their capacity by up to 50%, causing many difficulties and losses for investors and a great waste of water resources; affecting the supply and transmission of electricity to mountainous districts in the West.

Nghe An province requests the Electricity sector to consider investing in 40km from the 220kV Tuong Duong station - 110kV Hoa Binh station to meet the socio-economic development of the western region of the province and transmit the generation capacity of hydropower plants in the area.

For the 110kV Truong Banh - Sang Le line, the line is currently operating to ensure full transmission of the generating capacity of power plants in the area, without overload on the line and ensuring power supply.

To stabilize and ensure power supply in Quy Chau and Que Phong areas and ensure effective connection of the 110kV Quy Hop - Tuong Duong line after the 220kV Tuong Duong substation is put into operation, it is recommended that the Electricity industry pay attention to investing in the 110kV Quy Hop switching station early in 2022 and investing in the 220kV Quy Hop substation after the VIII Power Plan is approved.

Regarding the content of the preliminary agreement on the location of Quynh Luu 500kV substation, the aim is to ensure safe and reliable power supply for Nghe An province's load, at the same time, Quynh Luu 500kV substation is an important connection location, relaying for the above transmission lines, meeting the urgent task of supplying electricity to the northern provinces.

Currently, Vietnam Electricity Group is urgently completing the Pre-Feasibility Study Report on investment in the construction of the above power line projects, expected to submit to the Prime Minister for approval of the investment policy in February 2022.

In his concluding remarks at the meeting, comrade Le Ngoc Hoa thanked the attention and coordination of Vietnam Electricity Group and units in the Electricity industry to serve the socio-economic development and investment attraction of the province.

Regarding the 110kV Con Cuong – Tuong Duong – Ky Son line, the Department of Industry and Trade is requested to send the Northern Power Corporation and Vietnam Electricity Group to pay attention to creating favorable conditions for investment in the 110kV line to serve socio-economic development and national defense and security. The investment will not only relieve the burden of small hydropower plants but also serve the national defense and security of the province.

Regarding the release of capacity of hydropower plants, it is necessary to implement in accordance with the principles of the contract, and it is necessary to clearly define the connection point. Vietnam Electricity Group has assigned the Northern Power Corporation to compare the terms of the contract to determine the connection point and who is responsible.

For the Truong Banh - Sang Le route, there is an agreement in the connection contract with Ban Mong Hydropower Plant. According to comrade Le Ngoc Hoa, the 110kV Con Cuong - Tuong Duong - Ky Son route and the Truong Banh - Sang Le route, these two routes are extremely important to serve the socio-economic development and national security of the province. Therefore, the province hopes to receive attention and create favorable conditions for investment in power projects for the province in the coming time.

Regarding the preliminary agreement on the location of the 500kV Quynh Luu transformer station, the Vice Chairman of the Provincial People's Committee will assign the Department of Industry and Trade and Quynh Luu district to survey and advise the province to soon implement the proposal of Vietnam Electricity Group on the construction of the transformer station location.

"Nghe An province will focus on implementing well the planning, marking, and site clearance work to serve the construction of projects invested by the electricity sector to serve the socio-economic development in the province" - Vice Chairman of the Provincial People's Committee Le Ngoc Hoa emphasized.
