Through the list of candidates for the Politburo
The Party Central Committee has assigned the Politburo to continue preparing personnel, especially members of the Politburo and the Secretariat of the 11th Party Central Committee who are over the age for re-election, to assume key leadership positions of the Party and State.
On the afternoon of December 21, the 13th meeting of the 11th Party Central Committee concluded after 8 days of intensive work. The conference announcement stated that the Party Central Committee had democratically discussed, carefully considered, and approved the list of candidates for official and alternate members of the 12th Party Central Committee to submit to the 12th National Party Congress for consideration and decision.
The Party Central Committee also democratically discussed, carefully considered, and approved a list of qualified cadres of the right age to be nominated as candidates for the 12th Politburo, Secretariat, and Central Inspection Commission. The Politburo was assigned the task of continuing to prepare personnel in special cases of Politburo and Secretariat members of the 11th Party Central Committee who are over the age for re-election to assume key leadership positions of the Party and State, and submit them to the 14th Central Committee meeting for consideration and decision.
The Party Central Committee discussed and approved the proposed content and agenda of the 12th National Congress of the Party for the Congress to consider and decide. The Party Central Committee decided to convene the 12th National Congress from January 20 to January 28, 2016 in Hanoi, with the preparatory session held on January 20 and the opening on January 21.

In his closing speech at the conference, General Secretary Nguyen Phu Trong said that the Central Committee had focused on discussing, giving specific comments and reaching high consensus on the documents submitted to the 12th National Party Congress. Regarding Party building and the political system, the documents have supplemented and more clearly defined the necessity and direction of innovation in the organization and operation of the political system to be more synchronous with economic innovation in terms of organization, content and methods of operation.
The document of the Party Central Committee affirms the necessity and correctness of issuing and persistently implementing the Resolution of the 11th Central Committee on Party building; stepping up the fight against corruption and waste; preventing and repelling political, ideological, moral and lifestyle degradation, "self-evolution" and "self-transformation" within the Party; and strengthening the building of a clean and strong Party. The document also clearly states the task of continuing to perfect and strictly implement the mechanism of controlling power, preventing abuse of power and violations of discipline and order.
Regarding the review of the leadership and direction of the 11th Central Executive Committee, the General Secretary said that during the past term, in the context of many difficulties and challenges, the Central Executive Committee, the Politburo, and the Secretariat made correct and appropriate decisions, resolved many important issues on socio-economy, national defense, security, and foreign affairs; and built and rectified the Party and the political system, achieving many great and comprehensive results.
However, the General Secretary also pointed out the limitations. Forecasting, planning and leading the implementation of the Party's policies are still inadequate. The macro economy is not yet firmly stable; economic growth does not meet the set target; productivity, quality, efficiency and competitiveness of the economy are still low and slow to improve.
"The prevention and repression of the degradation of political ideology, morality and lifestyle of a number of cadres and party members have not met the requirements. The fight against corruption and waste has not seen many strong changes. Administrative reform and judicial reform have not made significant progress in some aspects...", the General Secretary stated and affirmed that the Central Committee has seriously drawn some lessons to continue to perform better in the coming time.
