Mr. Vo Quoc Binh, a parent in Ho Chi Minh City, has just sent a petition to the Government Office requesting the dissolution of the Parents' Association (Parents' Representative Board).

In the first parent meeting of class 3/2 (Hoa Binh Primary School, Ho Chi Minh City), Mr. Binh did not agree with the Open Letter of the class's Parents' Representative Committee about each parent paying 400,000 VND to install wooden flooring for the classroom.

In response to Mr. Vo Quoc Binh's proposal, in an interview with VOV.VN on the morning of September 22, Deputy Minister of Education and Training Nguyen Thi Nghia admitted that it is true that in some places, the Parents' Representative Board has not performed its functions and duties properly according to Circular 55/2011/TT-BGDDT Promulgating the Charter of the Parents' Representative Board.

Some schools have taken advantage of the Parents' Association to collect illegal fees. The fault for this situation lies with the Parents' Association and the principal for not fulfilling their responsibilities.

Deputy Minister Nguyen Thi Nghia said that the Parents' Association should not be abolished. Because they are the ones who play an important role in connecting schools, teachers and parents in managing, caring for and educating students. Without this connection, the management and education of students will not be effective.

The school's responsibility is to focus on improving the quality of education. Through the Parents' Representative Committee, the school can convey the content of improving the quality of education or some essential activities of the school to all parents in the school and class.

In addition, the duties and responsibilities of the Parents' Representative Committee need to be further strengthened to connect with other parents to inform them about the learning and training situation of students. All activities of the Parents' Representative Committee are mainly to work with the school and teachers to build a better educational environment.

However, the activities of the Parents' Representative Committee should not be transformed into organizers of illegal collection of fees in schools.

What is worth noting here is that we need to review the activities of the Parents' Representative Committee so that they can work according to their functions and effectively.

The Ministry of Education and Training will review Circular 55 on the Charter of the Parents' Representative Board. If there is anything unreasonable or inconsistent with reality, there will be adjustments.

Article 10 of Circular 55 stipulates the Association Fees. It is possible that in some places, the Parents' Representative Committee has circumvented this regulation to collect fees in the classroom, school contrary to regulations or collect other fees. Therefore, in the near future, the collection of Association Fees will be regulated as voluntary by the members, so the regulation on Association Fees will no longer be included in Circular 55.

In addition, the Ministry will also further strengthen the monitoring of revenue and expenditure at schools to promptly rectify social concerns about overcharging at schools./.
