Deputy Minister of Home Affairs: Strictly handle harassment and negative behavior of civil servants and public employees

(Baonghean.vn) - One of the shortcomings and limitations of administrative reform in recent times pointed out by the Party Committee of the Ministry of Home Affairs is that the reform process always "touches" the interests of many individuals, group interests, and industry interests, making implementation always difficult.

On the morning of January 28, delegates attending the 13th National Congress of the Communist Party of Vietnam worked in the hall, continuing to discuss the congress documents. REDUCEMANY LEADS, STAFFING

On behalf of the Party Committee of the Ministry of Home Affairs, comrade Pham Thi Thanh Tra - Member of the Party Central Committee, Deputy Minister of Home Affairs presented a speech related to administrative reform.

Evaluating the results of State administrative reform in the 2011-2020 period and building a State administration that contributes to innovation, the leader of the Ministry of Home Affairs said: The institutions of the administrative system have been reformed and gradually improved to basically comply with the requirements of the Party's important policies and the socialist-oriented market economic mechanism, meeting the requirements of international integration.

The Government and the Prime Minister have directed to drastically cut administrative procedure compliance costs to reduce the burden on people and businesses; to form mechanisms, preferential policies and favorable administrative procedures according to the provisions of law to support and develop the startup and innovation ecosystem, contributing to renewing the growth model on the basis of science and technology development...

In addition, the administrative apparatus from the central to local levels has initially clearly defined tasks and powers, basically overcoming the overlapping and vacancy of functions, tasks, scope, and management objects; the internal structure has a clearer distinction between management agencies and public service units.

The implementation of Resolution No. 18-NQ/TW and Resolution No. 19-NQ/TW of the 6th Conference of the 12th Party Central Committee has initially achieved many positive results, reducing many focal points and significantly reducing the payroll of agencies and organizations in the political system and state administrative apparatus.

Innovations in the evaluation of cadres and civil servants; in recruitment, exams for promotion; and in piloting innovations in the selection of leaders and managers have been researched and implemented with results; the application of new management methods and modern technology has contributed to improving the quality, professionalism, sense of responsibility and service of the cadres, civil servants and public employees.

In particular, promoting the application of information technology in the operations of state administrative agencies, building "e-Government" and "e-Government" are outstanding results.

Ministries, branches and localities gradually build e-Government Architecture; smart cities; focus on investing and upgrading technical infrastructure, deploying the construction of many software and database platforms.

The outstanding results are the development of the electronic one-stop system at district and commune levels to the model of the Centralized Public Administration Service Center at the provincial level; online public services at levels 3 and 4 are increasingly expanding, improving the quality of service for people and businesses.

On the basis of strong application of information technology, communications, digital technology, the methods of operation, direction and administration of the Government, the Prime Minister, ministries, branches and the system of administrative agencies at all levels at the local level have had many innovations in the direction of openness, transparency, efficiency, gradually moving towards a modern, professional, service-oriented administration.

The Deputy Minister of Home Affairs also pointed out 5 shortcomings and limitations of administrative reform in recent times, including the lack of synchronization between administrative reform and legislative and judicial reform. Institutions and laws are still not synchronous and inconsistent, not suitable to the requirements of developing a socialist-oriented market economy and democratizing social life in new conditions.

The reform process always "touches" the interests of many individuals, group interests, and industry interests, making implementation always difficult and hindered.

Administrative procedures in some fields are still cumbersome and complicated, especially administrative procedures in the fields of land and construction...

With the spirit of innovation, with the experience and results achieved in the recent period and with the motto: Continue to promote administrative reform, build a democratic, professional, modern state administration, serve the people, contribute to promoting innovation, to well implement the Party's policy, in the coming time, the Ministry of Home Affairs proposes a number of tasks and solutions.

In particular, it is necessary to continue to thoroughly grasp the Party's policies and guidelines on promoting administrative reform, building and organizing the implementation of the State administrative reform program for the 2021-2030 period in a comprehensive, synchronous, focused, key, in-depth, practical and effective manner to build a democratic and professional administration.

Enhance accountability, gradually modernize to serve the cause of industrialization and modernization of the country, take people as the center, take people's satisfaction as a measure to evaluate the quality of the State administrative apparatus' operations.

Enhance the role of direction and leadership of Party committees at all levels, the responsibility of political and social organizations, people and enterprises for administrative reform, considering this a key and consistent task in activities, direction and administration and a political task that needs to be implemented at all levels and sectors, in which the contingent of cadres and Party members, especially the contingent of strategic-level cadres, the heads of Party committees and authorities at all levels, must take the lead, set a good example, dare to think, dare to do, dare to make breakthroughs for the common cause.

The Party Committee of the Ministry of Home Affairs also proposed to continue building and perfecting the institutional system, mainly the socialist-oriented market economic institution and the institution of the State administration.

Focus on promoting reform of public service and civil servants, building a team of civil servants and public employees with sufficient capacity and qualities to meet task requirements in the new situation.
