The startup program is both a breakthrough goal and a means to implement these three strategic breakthroughs.
Inspiring young people to start businesses, the Prime Minister raised the question: Vietnam has made the whole world admire its ability to mobilize the strength and will of the entire people when the country was in danger to liberate the nation. Now, it is completely possible to mobilize people to start creative businesses, do business, build the country, conquer the world market, and establish a solid position on the globalized playing field.

The Prime Minister also reminded young people that starting a business is the implementation of a creative idea about business or technology, which can be an idea to solve a social problem in many different fields from agriculture to services, poverty reduction, environment, climate change response, education, health, etc.
To start a business, the Prime Minister said that the conditions for starting a business are ready when the Government makes efforts to improve the business environment, reform institutions, protect property rights... the socio-political environment is stable, our country is in the golden population period, actively participating in bilateral and multilateral trade agreements, is the world's manufacturing center, opening up opportunities and ideas for starting a business.
Regarding external startup conditions, the Prime Minister said that the fourth industrial revolution and the strong globalization process create space and opportunities, new ideas and business models for potential startups.
Besides, abundant capital flows from investment funds and new financial models are boosting investment in startup ideas.
Citing the fact that more than half of Vietnam's population lives in rural areas, the Prime Minister said special attention should be paid to startups in rural areas.
The Prime Minister affirmed that Vietnamese agriculture is a fertile land for entrepreneurs. However, to be successful, in addition to hard work, entrepreneurs and rural youth need to learn, apply science and technology and improve their management and market thinking.

The Prime Minister and leaders of ministries and sectors had a dialogue with youth and students. |
At the dialogue, Ms. Nguyen Thi Thom (born in 1982, from Hai Duong) asked: “Currently, many ineffective low-lying rice fields are still abandoned. Rural youth who want to change the purpose of land use to farms, dig ponds to raise fish, and raise livestock and poultry face many difficulties, especially in administrative procedures that must go through many agencies and units. So what will the Prime Minister and ministries and branches give in the near future to handle this issue?”
In response to the above question, the Prime Minister frankly said: “Our country has 48,000 hectares of rice land. But now growing food is ineffective. Therefore, the Prime Minister agrees to allow the conversion of non-rice land to grow other crops, even dig ponds to raise fish, raise soft-shell turtles or do other more effective work. The provinces are required to be transparent and quickly resolve procedures for young people with ideas. Anyone who is slow or refuses to resolve the issue, please let me know”./.
