Prime Minister directs to accelerate the implementation of eliminating temporary and dilapidated houses

Prime Minister Pham Minh Chinh has just signed Official Dispatch No. 102/CD-TTg dated October 6, 2024 on promoting the elimination of temporary and dilapidated houses nationwide.

On October 6, Prime Minister Pham Minh Chinh signed and issued Official Dispatch No. 102/CD-TTg on promoting the elimination of temporary and dilapidated houses nationwide.

Telegram to: Ministers, Heads of ministerial-level agencies, Government agencies; Secretaries of Provincial and Municipal Party Committees, Chairmen of People's Committees of provinces and centrally-run cities.

The dispatch stated: In recent times, ministries, agencies and localities have actively responded to the emulation movement "Joining hands to eliminate temporary and dilapidated houses nationwide in 2025" launched by the Prime Minister on April 13, 2024 in Hoa Binh, with specific and meaningful actions. In particular, at the Program to launch support for eliminating temporary and dilapidated houses nationwide on October 5, 2024, many ministries, agencies, localities, enterprises, banks, collectives and individuals at home and abroad have demonstrated the spirit of "mutual love and support", supporting thousands of billions of VND to eliminate temporary and dilapidated houses in disadvantaged localities.

The Prime Minister commended, acknowledged and highly appreciated the sense of responsibility, sharing and noble gestures of ministries, agencies, localities, enterprises, banks, collectives and individuals and believed that with "national love and compatriotism", the emulation movement "Joining hands to eliminate temporary and dilapidated houses nationwide in 2025" will continue to create a strong and widespread momentum and achieve the set goals.

In the coming time, the Prime Minister requests ministers, heads of ministerial-level agencies, government agencies, Chairmen of People's Committees of provinces and centrally run cities and requests the Secretaries of provincial and municipal Party Committees to focus on leading, directing and organizing the implementation more drastically, more synchronously and more effectively of the emulation movement "Joining hands to eliminate temporary and dilapidated houses nationwide in 2025" and promptly deploy the conclusions and directions of relevant Government leaders, practically celebrating the 95th anniversary of the Party's founding, the 80th anniversary of the country's founding, the 50th anniversary of the liberation of the South and national reunification, the 135th anniversary of the birth of beloved President Ho Chi Minh and welcoming the 14th National Party Congress; focusing on mobilizing socialized resources in combination with State resources to join hands to support the elimination of temporary and dilapidated houses for people nationwide. Innovate methods and approaches in the direction of diversifying resources, including resources supported by the Central and local governments, resources mobilized and assisted by grassroots communities, resources made by the poor households themselves... associated with the completion of the program to eliminate temporary and dilapidated houses in 2025.

The Prime Minister requested to promote the spirit of self-reliance and self-reliance of localities; at the same time, classify localities and have a mechanism for localities with better socio-economic conditions to support localities with more difficult conditions to eliminate temporary and dilapidated houses for local people; mobilize ministries, agencies, localities, enterprises, banks, organizations and individuals at home and abroad to directly support disadvantaged localities. People and households receiving support must ensure a part of themselves (call on friends and relatives to help, support resources, and help each other appropriately).

Thoroughly implementing the motto "The Party leads, the State manages, the Fatherland Front and organizations support, the People are the masters", diversifying forms of support to join hands in eliminating temporary and dilapidated houses, in the spirit of "whoever has something helps, whoever has merit helps merit, whoever has property helps property, whoever has little helps little, whoever has much helps much", ensuring publicity, transparency, compliance with regulations, not allowing loss, waste, negativity, and corruption. Consider this one of the important political tasks of all levels, sectors, and localities; High determination, great effort, drastic action to complete the goal of eliminating temporary and dilapidated houses nationwide by December 31, 2025 (including 3 programs: Housing support for people with revolutionary contributions; housing support according to national target programs and eliminating temporary and dilapidated houses for people; in which priority is given to eliminating temporary and dilapidated houses for people with revolutionary contributions from the state budget.

The Ministry of Construction urgently guides and urges the People's Committees of provinces and centrally-run cities where there are temporary and dilapidated houses to research and design a number of typical housing models, ensuring technical requirements, quality, efficiency, and suitability with the culture, customs and characteristics of each locality and region for households to refer to and study to apply in building houses suitable to the specific circumstances of each household.

The Ministry of Labor, War Invalids and Social Affairs shall urgently preside over and coordinate with relevant ministries and agencies: Report and propose to the Prime Minister before October 10, 2024 on the establishment of a Central Steering Committee to implement the elimination of temporary and dilapidated houses nationwide and develop the Working Regulations of the Steering Committee; in which, the Prime Minister is the Head of the Steering Committee; the Chairman of the Central Committee of the Vietnam Fatherland Front, the Permanent Deputy Prime Minister of the Government and the Minister of Labor, War Invalids and Social Affairs are the Deputy Heads of the Steering Committee; the Ministry of Labor, War Invalids and Social Affairs is the standing agency of the Steering Committee.

The Steering Committee members include ministers and heads of the following agencies: Construction, Finance, Planning and Investment, State Bank of Vietnam; leaders of the following ministries: National Defense, Public Security; General Directors of Vietnam Television, Voice of Vietnam, Vietnam News Agency and heads of several relevant agencies.

The Steering Committee is responsible for directing the implementation of all three programs; proactively advising and proposing to the Prime Minister and the Steering Committee specific and effective measures, solutions and methods to implement the elimination of temporary and dilapidated houses nationwide, ensuring the correct progress and requirements.

The Secretaries of the Provincial and Municipal Party Committees directed the establishment of a Steering Committee to implement the elimination of temporary and dilapidated houses in localities in accordance with the specific situation (province, district, commune) with the Secretary of the Party Committee as Head of the Steering Committee, the Chairman of the People's Committee at the same level as Deputy Head of the Steering Committee; members of the Steering Committee are the Chairman of the Fatherland Front, a number of heads of departments, branches, specialized agencies, and organizations at the same level. The Steering Committee is responsible for directing the implementation of all three programs.

The Prime Minister assigned members of the Government to direct, urge, and inspect the implementation of the elimination of temporary and dilapidated houses in localities as assigned in Decision No. 435/QD-TTg dated April 24, 2023 and No. 967/QD-TTg dated September 12, 2024 of the Prime Minister.

The Government Office, according to its assigned functions and tasks, shall monitor and urge the implementation of this Official Dispatch; report to the Prime Minister on issues beyond its authority.

Previously, on July 16, Prime Minister Pham Minh Chinh signed Decision No. 656/QD-TTg to establish a National Fund to join hands to eliminate temporary and dilapidated houses for poor and near-poor households.

The National Fund for Eliminating Temporary and Dilapidated Houses for Poor and Near-Poor Households (abbreviated as the Fund) was established to receive, manage, and use funding sources, support, and voluntary contributions in cash (including cash and transfers) from domestic and foreign organizations and individuals and other legal sources of capital for the elimination of temporary and dilapidated houses for poor and near-poor households in accordance with the law./.
