Launching support for eliminating temporary and dilapidated houses nationwide

On the evening of October 5, the Government and the Presidium of the Central Committee of the Vietnam Fatherland Front jointly organized a program to launch support for eliminating temporary and dilapidated houses nationwide with the theme: "Warm home for my people".

Attending the program, on the side of the Party and State leaders, there were comrades: Pham Minh Chinh - Politburo member, Prime Minister, Chairman of the Central Emulation and Reward Council; Luong Cuong - Politburo member, Permanent member of the Party Central Committee Secretariat; Do Van Chien - Politburo member, Secretary of the Party Central Committee, Chairman of the Central Committee of the Vietnam Fatherland Front; Nguyen Trong Nghia - Politburo member, Secretary of the Party Central Committee, Head of the Central Propaganda Department; Nguyen Hoa Binh - Politburo member, Permanent Deputy Prime Minister; General Phan Van Giang - Politburo member, Minister of National Defense; Senior Lieutenant General Luong Tam Quang - Politburo member, Minister of Public Security.

Also attending were members of the Party Central Committee, Deputy Prime Minister, Vice Chairman of the National Assembly, leaders of central ministries and branches, provinces and centrally-run cities, leaders of a number of corporations, general companies, enterprises, philanthropists, etc.

On the side of Nghe An province, the program was attended by comrades: Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Vo Thi Minh Sinh - Member of the Provincial Party Standing Committee, Chairman of the Provincial Fatherland Front Committee; Doan Hong Vu - Director of the Department of Labor - Invalids and Social Affairs.

The program "Warm home for my compatriots" is organized with the desire to mobilize more support resources from businesses, agencies, organizations, groups, philanthropists, people of all walks of life in the country, and overseas Vietnamese to unite and join hands to support about 150,000 poor households and households with housing difficulties to eliminate temporary and dilapidated houses in 2025.

The goal is for all people to be able to live in "3 hard" houses: hard roof, hard floor and hard wall. This is a beautiful and challenging aspiration, which can only be achieved with the joint efforts and contributions of the whole society.

Speaking at the program, Minister of Labor, War Invalids and Social Affairs Dao Ngoc Dung said that over the past years, with the attention and direction of the Party and State leaders and the participation of the entire political system, Vietnam has achieved positive results in implementing social security policies and implementing a multidimensional, inclusive and sustainable poverty reduction program. In particular, efforts to eliminate temporary and dilapidated houses have achieved positive results.

Over the past years, more than 1.7 million houses have been newly built and repaired for the poor and those in difficult circumstances. Up to now, through inspection, the whole country still has about 400 thousand temporary houses, dilapidated houses, not ensuring "3 solid" or lacking in quality.

Implementing the movement launched by the Prime Minister, we are currently in a 450-day and night peak campaign to eliminate temporary and dilapidated houses in 2025, with the goal of completing all three major tasks: Supporting housing for people with meritorious services who have difficulty in housing (about 200,000 houses left) using the state budget; supporting housing for the poor and ethnic minorities according to national target programs (about 88,000 houses left); eliminating temporary and dilapidated houses for people outside the two above support groups (including 153,881 temporary and dilapidated houses of poor and near-poor households with a minimum budget of about 6,500 billion VND).

To complete this task, Minister Dao Ngoc Dung proposed three new methods and approaches. First, the whole country must promote the spirit of self-reliance and self-reliance of localities; Second, allow the use of regular expenditure savings in 2024 of local and central budgets along with socialized resources to eliminate temporary and dilapidated houses; Third, mobilize the joint efforts, consensus, and participation of the entire political system, business community, and people, spreading widely throughout society and the community for this program.

Launching the Program, Prime Minister Pham Minh Chinh affirmed that our Party and State have had many mechanisms and policies on housing, but through review in localities, there are still hundreds of thousands of households living in temporary and dilapidated houses, especially in remote areas, ethnic minority areas, border areas and islands.

Our people have a saying "settling down and having a career", the Party and the State have a policy: not to sacrifice fairness, social progress, social security and the environment to pursue mere growth.

Implementing the Party's guidelines, on April 13, 2024, in Da Bac district, Hoa Binh province, the Prime Minister and the Chairman of the Central Committee of the Vietnam Fatherland Front launched the emulation movement "The whole country joins hands to eliminate temporary and dilapidated houses" nationwide in 2025; which has received active and effective response and participation from the entire political system, the entire population, and businesses.

On behalf of the Party and State leaders, Prime Minister Pham Minh Chinh acknowledged, highly appreciated and sincerely thanked the noble gestures of the People, businesses, ministries, branches and localities that have contributed to this emulation movement of profound humanistic significance.

The Prime Minister emphasized that from now until the end of 2025, there are only about 450 days and nights left to complete the goal of eliminating all temporary and dilapidated houses; the amount of work is huge, requiring us to be even more determined if we are determined, to make even more efforts if we are trying, and to be even more effective if we are effective.

Therefore, Prime Minister Pham Minh Chinh called on the entire political system, compatriots, comrades, and business community nationwide to continue to join hands, join forces, and unite, to accelerate and make further breakthroughs with national sentiment, compatriotism, the spirit of "mutual love and affection", "whoever has something helps, whoever has property helps property, whoever has merit helps merit, whoever has a lot helps a lot, whoever has a little helps a little", to implement the Party's great policy of leaving no one behind in the era of national development, to quickly complete the goal of eliminating all temporary and dilapidated houses for compatriots, especially compatriots in remote areas, ethnic minority areas, border areas, and islands.

At the same time, the Prime Minister noted that during the implementation process, it is necessary to strengthen inspection and supervision to prevent corruption and negativity in the implementation of this movement.

At the program, under the witness of Party and State leaders; Chairman of the Central Committee of the Vietnam Fatherland Front and Minister of Labor, War Invalids and Social Affairs, representatives of provinces, cities, agencies and enterprises presented support funds to localities to eliminate all temporary and dilapidated houses for the people.

As of the end of the launch of the "Warm Home for My People" Support Program, the Organizing Committee said it had received VND5,932 billion in support from localities, organizations, and supporting businesses; of which VND3,287 billion was mobilized in the program and 61 localities had mobilized VND2,645 billion.

By the end of 2022, Nghe An province had more than 16,000 poor households and households in especially difficult circumstances living in dilapidated, makeshift houses, needing the cooperation and help of the whole society. Although the Party Committee, government and Fatherland Front at all levels have made great efforts, on average each year, the whole province has only mobilized and supported the construction and repair of about 1,500 houses.

Faced with that situation, in early 2023, the Standing Committee of the Provincial Party Committee organized, launched and implemented the Program to mobilize and support the construction and repair of houses for the poor and people with housing difficulties in the period of 2023-2025.

At the launching ceremony, 115 agencies, units, organizations and individuals registered to support 10,131 houses within 3 years (from 2023 to 2025) with a total registered support of over 517 billion VND, the average support for 1 house is 50 million VND.

To mobilize the entire political system to participate, especially to promote the spirit of initiative, mobilize maximum internal resources, and make full use of external resources, the Standing Committee of the Provincial Party Committee issued a Directive, established a Steering Committee; established a Working Group, issued plans and instructions for localities, agencies and units to implement.

Up to now, the whole province has mobilized 149 organizations and individuals to register to support a total of 12,100 houses, equivalent to 614.78 billion VND. As of August 31, 2024, the whole province has mobilized resources to implement the program in many forms with a total converted amount of over 727.64 billion VND. Sponsors directly support people with 99.5 billion VND. Other resources from the people themselves, help from relatives, neighbors... are estimated at more than 245.27 billion VND.

As of August 31, 2024, the whole province has supported the construction and repair of 9,772 houses, including 3,580 prefabricated houses, 4,754 newly built houses, and 1,438 repaired houses, reaching 62% of the plan for the 2023-2025 period.
