Prime Minister directs the development of a new salary regime Decree
The Prime Minister directed the development of a Decree on a new wage regime to replace Decree No. 204/2004/ND-CP.

The Prime Minister assigned the Ministry of Home Affairs to preside over and coordinate with relevant ministries, agencies and localities to develop a Decree to replace Decree No. 204/2004/ND-CP of the Government dated December 14, 2004 on salary regime for cadres, civil servants, public employees and armed forces.
The Prime Minister assigned the Ministry of Health to preside over and coordinate with the Ministry of Home Affairs, the Ministry of Finance, relevant ministries, agencies and localities: Research and propose a number of specific allowance regimes for civil servants, public employees and workers in public health facilities and the epidemic prevention and control allowance regime prescribed in Decision No. 73/2011/QD-TTg and the allowance regime for village and hamlet health workers prescribed in Decision No. 75/2009/QD-TTg of the Prime Minister in the overall reform of salary policy according to Resolution No. 27-NQ/TW for implementation from July 1, 2024; Unify the organizational and management model for district-level health centers under the comprehensive management of the district-level People's Committee.
The Ministry of Health is also assigned to preside over the development of the revised Law on Health Insurance; research and review the Law on Prevention and Control of Infectious Diseases and develop a draft Law on disease prevention and health promotion (developing the Law on Disease Prevention); develop a Decree to replace Decree No. 117/2014/ND-CP regulating health care in communes, wards and towns.
The Ministry of Health and local authorities shall preside over and coordinate with the Ministry of Home Affairs, the Ministry of Finance and relevant ministries and agencies to have breakthrough policies to attract highly qualified human resources to work and stay long-term in grassroots healthcare, especially in disadvantaged, border and island areas.
Agencies and units at grassroots health care preside over and coordinate with the Ministry of Home Affairs, the Ministry of Health and relevant ministries and agencies to develop a job position project, approve job positions and staff structure according to professional titles according to the Government's decentralization and recruit with appropriate quantity and structure, ensuring the implementation of the functions and tasks of the unit at grassroots health care..../.
