"Comrades have quickly changed the direction of the fight, rearranged forces, built a solid people's security posture, innovated policies, strategies, and work methods, creating a proactive and strategic position to fight and prevent crime," said the Prime Minister.
During their duties, officers and soldiers of the Mobile Police Command fought bravely and steadfastly to protect the Party and the lives and property of the people. Many comrades heroically sacrificed or left behind part of their blood for the cause of protecting national security and maintaining social order and safety. In particular, in the incident that occurred in Dong Tam on January 9, 3 police officers and soldiers, including 2 comrades of the Mobile Police force, heroically sacrificed while on duty. The Prime Minister said that regarding the Dong Tam incident, Hanoi City has conducted a comprehensive inspection of the management and use of land at Mieu Mon airport. The Government Inspectorate has also presided over and coordinated with ministries and relevant agencies to review and verify the accuracy and legality of the Hanoi City inspection conclusion. The agencies have been very careful and thorough, based on legal regulations and related maps and documents, and have clearly determined that the land area of Mieu Mon airport was decided by the Prime Minister to be recovered and handed over to the military since 1990 to carry out national defense tasks.
The occurrence of complaints from the people is the responsibility of the state management agencies in the lax management. Therefore, nearly 30 state officials who violated the law were handled, some of whom were criminally prosecuted. The Government Inspectorate and the Hanoi People's Committee also organized dialogues with the people to clarify the nature of the problem and received the support of most local people. Military units built fences on the land according to regulations. However, despite clearly understanding the nature of the incident and having been propagandized and mobilized many times, it is regrettable that some individuals deliberately violated the law, even using weapons and explosives to fight against the authorities, causing the deaths of 3 police officers.
This is a very serious incident. The authorities have initiated a case, prosecuted a number of defendants and are urgently investigating and prosecuting to soon bring the violators to strict trial in accordance with the law. “Our State is a socialist state of law. We are determined to protect the legitimate rights and interests of all people and also propagate and mobilize all people to live and work in accordance with the law. However, we also need to ensure that the law is strictly enforced. All officials, civil servants and people must have the obligation to comply with the provisions of the law, and anyone who violates must be handled in accordance with the regulations,” the Prime Minister stated. The Dong Tam incident is regrettable, but so far the situation has returned to normal, and the people here, with the help of the government, are organizing a Tet celebration to welcome the Spring Festival of the Rat.

The Prime Minister shared the difficulties, hardships, and even the blood sacrifices of the People's Public Security Forces in the cause of protecting the country's political security, order, and social safety. The Prime Minister expressed his deepest condolences to the families of the soldiers who sacrificed their lives to protect the peaceful lives of the people. The Party, State, and people always remember, acknowledge, and highly appreciate the achievements of the People's Public Security Forces and the achievements of the People's Police Force.
The Prime Minister requested the people's police force, first of all the mobile police force, to constantly practice moral qualities, improve professional skills, and become closer to the people to protect their legitimate rights and interests, protect the law, and properly fulfill the responsibilities of a people's police officer.
2020 is a very important year, in the context of many challenges from the 4.0 revolution, non-traditional security issues have been and are directly threatening the peace and stability of countries, including Vietnam, many risks leading to loss of security and order, the Prime Minister stated. The People's Public Security Forces in general, and the Mobile Police Force in particular, in any situation, must maintain national sovereignty and socio-political stability, create a peaceful environment and favorable conditions for national development.
To achieve that goal in the coming time, the Prime Minister suggested focusing on implementing key tasks well.
Firstly, continue to thoroughly grasp and effectively implement the Party and State's policies and guidelines and protect national security, and do a good job of Party building and force building.
Strengthening political and ideological education and traditional education to train CSCĐ officers and soldiers to have a firm political stance, absolute loyalty to the Party, the Fatherland and the people, ready to fight and sacrifice for the cause of protecting national security, maintaining social order and safety; having military rank and discipline, strictly maintaining discipline and orders for work and combat.
Improve the quality of professional training, actively cultivate and study, practice all aspects of qualifications and cultural behavior for the team of officers and soldiers, and arrange the number of troops appropriately. There is a mechanism to prioritize the selection of soldiers to participate in the people's public security service, especially special units such as the CSCĐ force to train and staff units under the Command to meet all mission requirements when bad situations occur.
Second, proactively coordinate with professional forces and units to grasp the situation to promptly advise the Ministry of Public Security on policies and solutions to ensure security and order. Proactively detect and grasp the methods and tricks of criminal activities to develop training programs, plans, and combat plans suitable for organizing armed standby, guarding, and absolutely protecting the safety of targets and special shipments. Continue to innovate training content and methods, strengthen military training, regularly organize drills in different local conditions and situations, ensuring that no circumstances are left unprepared. In the immediate future, it is necessary to focus on absolutely protecting the safety of activities during the Lunar New Year 2020, events related to the 2020 ASEAN Summit held in Vietnam, Party congresses at all levels leading up to the 13th National Party Congress, and other important events of our country.

Third, continue to research and implement projects to build a regular elite people's police force that is gradually modernized to meet the requirements of new tasks, focusing on researching and perfecting the system of legal documents and regulations on work, creating a legal basis for the organization and activities of the People's Police.
Fourth, do a good job of logistics to ensure combat operations. Strengthen international cooperation with police forces of other countries in training, education, equipment and means, especially in the fields of preventing and combating terrorism, protests and riots to improve the combat readiness of the mobile police force.
The Prime Minister requested the Ministry of Public Security to pay attention to taking care of the material and spiritual life of officers and soldiers during Tet. At the same time, visit, encourage, and share the full implementation of policies and regimes for wounded and sick soldiers, families of martyrs, and officers and soldiers in difficult circumstances so that officers and soldiers can focus on their combat work.
