The Government Office has just issued Notice No. 233/TB-VPCP dated August 6, 2022, concluding the Prime Minister Pham Minh Chinh's meeting with teams searching for and collecting martyrs' remains.

From now until 2030, search and collect about 15,000 martyrs' remains.

In the above announcement, the Prime Minister affirmed: Searching for and collecting martyrs' remains is a major policy of our Party and State, and is the responsibility of the entire political system, of all levels, sectors, units and localities. The war has ended for many years, but the remains of martyrs still lie on the old battlefields. Many families and relatives are looking forward day and night to information about the graves and remains of martyrs so that they can bring their remains back to their homeland... The Party and State have directed the establishment and entrusted the direct task of searching for and collecting martyrs' remains to 23 Teams under the Ministry of National Defense to carry out the task in the country and in neighboring countries of Laos and Cambodia. Most of the areas for searching and collecting martyrs' remains are located in remote areas, with difficult and rugged terrain, harsh climates, and some places still have remaining bombs and mines...

The Prime Minister acknowledged and highly appreciated the efforts and attempts to overcome difficulties and hardships, as well as the achievements and results obtained in the search and collection of martyrs' remains by officers and soldiers directly performing this task, along with the active support and coordination of agencies, units and localities; respected, understood and shared the sacrifices and losses of officers and soldiers directly performing the task in recent years.

For nearly 30 years, the teams searching for and collecting martyrs' remains have always been united, clearly defining their sacred tasks and responsibilities to their fallen comrades to fulfill the faith and expectations of the martyrs' relatives. From 1994 to now, 84,139 martyrs' remains have been searched and collected; from 2013 to now, nearly 18,000 martyrs' remains have been searched and collected, of which nearly 3,000 remains are in Laos, over 6,000 remains are in Cambodia, and nearly 9,000 remains are in the country. The repatriation and memorial service for martyrs' remains are organized to ensure solemnity and dignity. During the implementation of the mission, there have been many losses and sacrifices (15 comrades died; 87 comrades were injured and 26 comrades suffered from serious illnesses).

With the achievements, many individuals and groups have been awarded noble prizes by the Party and the State (04 groups and 01 individual were awarded the title of Hero of the People's Armed Forces; 3,200 groups and individuals were awarded the Military Exploit Medal, the Feat of Arms Medal, the Labor Medal, the Fatherland Protection Medal, the Certificate of Merit from the Prime Minister...; nearly 500 groups and individuals were awarded the Medal, Friendship Medal and other noble prizes by the State of Laos and Cambodia).

Searching for and collecting martyrs' remains is a sacred, noble task, deeply humane and ethical, and must be carried out regularly, continuously, and over a long period of time with many difficulties and hardships. Currently, the number of martyrs' remains that need to be searched for and collected is still large (about more than 180,000 martyrs' remains), while information about martyrs and martyrs' graves is increasingly scarce, witnesses are getting older, their memory is decreasing, the terrain is changing a lot... The Prime Minister requested that in the coming time, it is necessary to speed up the progress and effectiveness of the search and collection of martyrs' remains and identify the remains of martyrs who lack information; strive to complete the search, collection and conclusion of areas and localities with information on collective martyrs' graves by 2030; complete a complete and scientific information management system on martyrs and martyrs' graves. The task from now until 2030 is to search and collect about 15,000 martyrs' remains; Complete the search, collection and conclusion of areas and locations with information on mass martyrs' graves; from 2031 onwards, continue searching and collecting martyrs' remains until there is no more information about martyrs' remains and martyrs' graves.

Speed ​​up the progress and effectiveness of the search and collection of martyrs' remains

To effectively carry out the above goals and tasks, the Prime Minister requests Party committees at all levels, ministries, branches, agencies, units, localities, Steering Committees 515 at all levels and forces searching for and collecting martyrs' remains to continue to thoroughly grasp, seriously implement and effectively deploy Directive No. 24-CT/TW dated May 15, 2013 of the Politburo on continuing to promote the search for and collection of martyrs' remains from now until 2020 and the following years, Decree No. 131/2021/ND-CP dated December 30, 2021 of the Government detailing and implementing measures for the Ordinance on Preferential Treatment for People with Meritorious Services to the Revolution, Decisions of the Prime Minister; plans and instructions of the National Steering Committee 515, the Ministry of National Defense and relevant ministries and branches on the search for and collection of martyrs' remains.

At the same time, further strengthen leadership, direction, coordination, improve the effectiveness of state management; synchronously and resolutely deploy solutions to speed up the progress and effectiveness of searching for and collecting martyrs' remains; promote information, propaganda, and mobilize organizations and individuals at home and abroad to actively participate in this work; focus on further promoting international cooperation in searching for and collecting martyrs' remains, especially cooperation in collecting, providing, and transferring information about martyrs and martyrs' graves; exchange, experience, and transfer technology in DNA identification; support resources for searching and collecting martyrs' remains.

Fully implement policies and regimes

The Prime Minister requested Party committees at all levels, ministries, branches, agencies, units and localities to pay attention to and promptly and fully ensure policies and regimes for forces performing the task of searching for and collecting martyrs' remains; organize preliminary and final summaries, draw lessons from experience, and promptly commend and reward collectives and individuals with outstanding achievements in performing the task of searching for and collecting martyrs' remains.

The forces searching for and collecting martyrs' remains promoted and upheld the spirit of initiative and responsibility, overcame difficulties and hardships, and strived to complete assigned tasks; while performing tasks, they also carried out mass mobilization, propaganda, and mobilized information collection on martyrs and martyrs' graves; at the same time, strictly implemented military foreign affairs when performing tasks in foreign countries; combined participation in social work to eliminate hunger and reduce poverty, and prevent natural disasters in the country as well as abroad, forever brightening the image of "Uncle Ho's soldiers"; actively contributing to foreign affairs and promoting the image of the country and people of Vietnam to international friends.
