Prime Minister chairs Government meeting on law making

This is the second Government meeting on law-making this year since the meeting in March 2019.

Speaking at the opening of the meeting, Prime Minister Nguyen Xuan Phuc sympathized with the damage and losses caused by floods, especially the severe floods in Thanh Hoa and the serious landslides on the West Sea dike in Ca Mau.

The Prime Minister said that in the face of the above situation, the Government and the provinces have issued instructions to handle the issue. The Prime Minister has requested the Ministry of National Defense to send relevant units to work with localities to support in handling and resolving the issues.

“Currently, at the scene, efforts are being made to stabilize people’s lives and overcome the situation of homelessness.” The Ministry of Agriculture and Rural Development is sending two working groups led by the Ministry’s leaders to these two localities to jointly come up with solutions. “This work continues to be directed to be resolved in the best and most timely manner.”

Regarding today's meeting, the Prime Minister stated that building a legal system is one of the important tasks of the Socialist State of law. We have spent a lot of time on this work in all regular Government meetings, the Prime Minister said, but it is still not enough.

The Prime Minister asked members of the Government to promote collective intelligence and contribute opinions to the contents of the reports and drafts submitted by ministries and agencies. “Due to the short time, I ask you to study, speak concisely, and focus on the key issues involved.”

According to the Prime Minister, life changes very quickly in the context of many fluctuations in the world. Therefore, we should avoid the situation of framework laws and pipeline laws, while having the necessary space to change promptly in response to the world situation, without being too rigid.

At the meeting, the Government will discuss the following contents: Draft Law on amending and supplementing a number of articles of the Law on promulgation of legal documents; Law on amending and supplementing a number of articles of the Law on judicial appraisal; Draft Law on youth (amended); Law on amending and supplementing a number of articles of the Law on natural disaster prevention and control and the Law on dikes; Law on amending and supplementing a number of articles of the Law on construction; Law on amending and supplementing a number of articles of the Law on investment and the Law on enterprises; Draft Law on investment in the form of public-private partnership (PPP); on the proposal to develop a draft Law on amending and supplementing a number of articles of the Law on management and use of weapons, explosives and supporting tools; draft Report on the summary of 5 years of implementing the 2013 Constitution.
