Prime Minister quotes Le Thanh Tong and Nguyen Trai in inauguration oath
This afternoon (July 26), immediately after being elected by the National Assembly to hold the position of Prime Minister, Mr. Nguyen Xuan Phuc performed the oath of office ceremony.
“Under the sacred red flag with yellow star of the Fatherland, before the National Assembly and the people and voters nationwide, I - the Prime Minister of the Socialist Republic of Vietnam swear: Absolute loyalty to the Fatherland, to the People, to the Constitution of the Socialist Republic of Vietnam. I will strive to work well to fulfill the tasks assigned by the Party, the State and the People” - Prime Minister Nguyen Xuan Phuc took the oath.

In his inaugural speech right after taking the oath of office, Prime Minister Nguyen Xuan Phuc thanked the National Assembly for trusting him to hold the position of Prime Minister. Fully aware of his heavy responsibility before the Party, National Assembly and voters nationwide, he will do his best to serve the Fatherland and the People.
Our country is facing many development opportunities but also many difficulties and challenges. Vietnam needs to promote internal strength, take advantage of external strength, for the benefit of the nation and people to develop quickly and sustainably; build a rich and strong country with an increasingly high position in the international arena.
Currently, Vietnam ranks 14th in the world in terms of population, but its economy is only 48th and its GDP per capita is 133rd. We must try very hard to shorten the gap with the world. Developing at a higher speed is an urgent requirement to deal with the risk of “getting old before getting rich” when the golden population period ends in about 10 years.
High public debt, high debt repayment pressure, ineffective bad debt handling, limited policy space and resources for development in the coming period. The Government must make efforts to streamline the State administrative apparatus at all levels, take the lead in saving public funds, using public assets, public vehicles, and going on business trips abroad...
"We need to be responsible for every penny of people's tax money, and use it transparently and effectively for the common benefit of the people and the whole society," said the Prime Minister.

To develop rapidly and sustainably, the Prime Minister emphasized that it is necessary to increase labor productivity and investment efficiency. To do so, it is necessary to promote institutional reform, promote education, science and technology; especially, it is necessary to protect the environment during the development process, and absolutely not destroy the environment for the sake of development.
Natural disasters, droughts, and saltwater intrusion have caused unprecedented damage in recent times, requiring us to be more proactive in the face of the great challenge of climate change, which is evolving rapidly and becoming increasingly severe.
Resources must be mobilized, found, and effectively used, and land and resource markets must be developed healthily, not allowing interest groups to manipulate.
Vietnam's greatest potential is human resources. Nguyen Trai once said that our Dai Viet country never lacks heroes, talented people are the nation's vital energy. Today, there is no shortage of talented people, both domestic and foreign, in Vietnam. We must create every opportunity for talented people to participate in building and protecting the country.
The future talents are the young generation of today. We must take responsibility for educating and training the young generation. We need to invest more in education, allocate adequate budget to improve classrooms, libraries, and toilets; and provide better living and transportation conditions for children in remote areas. We must create equal opportunities in learning, working, and advancement to create more and more talented people.
We must do everything we can to ensure that the children of farmers, workers, and the poor have the opportunity to study, advance, and even become future leaders of the country.
Caring for the preservation of cultural identity and the development of Vietnamese people. Caring for families with preferential treatment, the poor, and the disadvantaged is the responsibility of the Party, the State, and all of us.
The Prime Minister also emphasized that the Formosa incident is also a profound lesson in the policy of receiving and managing foreign investment projects. We are determined not to let it happen again. We must review major projects and strictly control commitments on the environment and technology transfer.
According to the Prime Minister, due to poor foreign investment policies and ineffective operation of state-owned enterprises, the policy mechanism to encourage private enterprises has many shortcomings, so the foreign investment sector has developed strongly while the domestic sector is still weak. In the coming time, this situation must be improved; cooperation and linkage between the two sectors in a unified national economy must be strengthened. It is necessary to create a favorable investment and business environment; strongly reform administrative procedures; resolutely remove bottlenecks; promote start-ups and innovation; strongly develop enterprises, especially private enterprises, small and medium enterprises, so that Vietnamese enterprises can participate deeply in the global value chain and succeed in both domestic and international markets.
The Prime Minister said: With the promulgation of the Hong Duc Code in the 15th century, King Le Thanh Tong laid the foundation for the formation of the legal system in our country very early. The King said: "Law is the common rule of the State, you and I must obey it together". In 1919, Leader Nguyen Ai Quoc also wrote:
“Seven requests for the promulgation of the Constitution
"A hundred things must have divine law."
This principle is still the right message for us today. The Government manages society by law and at the same time the Government must strictly comply with the law. It is necessary to uphold the spirit of the rule of law, strengthen discipline and order; improve the effectiveness and efficiency of state management, take the satisfaction of the people and businesses as a measure of evaluation; resolutely eliminate the mechanism of asking for and giving; implement publicity, transparency and accountability; resolutely prevent embezzlement, waste and harassment of the people. When there are violations, regardless of the level, responsibility must be clarified and strict punishment must be imposed.
“Uncle Ho taught: “The Hung Kings built the country, we must work together to protect it”. We must resolutely maintain national independence, sovereignty, unity and territorial integrity. We must resolutely protect Vietnam’s sovereignty in the East Sea and call on all parties to respect and comply with international law, and not further complicate the situation. At the same time, we must be active and proactive in foreign affairs and international integration; ensure political security and social order and safety to create a peaceful environment and favorable conditions for national development” – the Prime Minister emphasized.
As the head of the highest State administrative agency, the Prime Minister promised to work with the Government to inherit and promote the achievements of 30 years of renovation; make the most of opportunities and advantages; overcome limitations and weaknesses; overcome difficulties and challenges; strive to build a constructive, honest, decisive and people-serving Government; work with the entire Party, people and army to comprehensively promote the renovation process, successfully implement the socio-economic development goals and tasks for the next 5 years and create conditions for continued sustainable development in the more distant future.
Under the leadership of the Party, the supervision, coordination and support of the National Assembly, the President, the Vietnam Fatherland Front and people's organizations, the Government and the Prime Minister seriously listen to the opinions and aspirations of voters, our compatriots both at home and abroad, the business community, promote the strength of the great national unity bloc, strive to build an increasingly prosperous Socialist Vietnam, and for the people to have a prosperous and happy life.
