The content of the telegram is as follows:
In order to promptly implement and promote the effectiveness of the Socio-Economic Recovery and Development Program (hereinafter referred to as the Program) according to Resolution No. 11/NQ-CP dated January 30, 2022 on the Socio-Economic Recovery and Development Program and implement Resolution No. 43/2022/QH15 of the National Assembly on fiscal and monetary policies to support the Program (hereinafter referred to as Resolution No. 11/NQ-CP) and accelerate the implementation and disbursement of public investment capital, thereby contributing to improving the efficiency of mobilizing and using State resources as well as the entire economy and promoting socio-economic development, the Prime Minister requests Ministers, Heads of ministerial-level agencies, Government agencies, Chairmen of People's Committees of provinces and centrally run cities, according to their assigned functions, tasks and powers, to focus on directing the synchronous, drastic and effective implementation of the proposed tasks and solutions. out; focusing on the following main contents:
1. Consistently, synchronously and effectively implement the COVID-19 Prevention and Control Program (2022 - 2023) according to the motto of safe and flexible adaptation, effective control of the epidemic; ensure safe production and business, and good adaptation to developments of the epidemic situation.
2. Develop specific action programs and plans to implement the tasks and solutions assigned in Resolution No. 11/NQ-CP, based on the characteristics and actual situation to determine the order of priority associated with the completion deadline, assign and promote the responsibility of the head and clearly assign tasks to each individual leader of the ministry, agency, and locality in directing the implementation of each task and solution on the principle of "doing each task thoroughly".
3. Synchronously and flexibly operate and closely coordinate monetary and fiscal policy tools and other policies to contribute to maintaining macroeconomic stability, controlling inflation, ensuring major balances of the economy, ensuring the safety of the credit institution system, and actively supporting socio-economic recovery and development.
4. Strictly manage revenue sources, effectively exploit potential areas, actively promote increased state budget revenue; thoroughly save state budget expenditures, especially investment-related public expenditures; recover regular expenditures that are slow to be allocated or implemented.
5. Strengthen discipline, order, promote the role and responsibility of leaders, identify promoting the disbursement of public investment capital as one of the key political tasks in 2022 - 2023 of each ministry, branch and locality. Establish a working group to promote capital disbursement in each ministry, agency and locality to regularly urge, inspect, supervise and promptly handle difficulties, obstacles and bottlenecks. Strive to disburse 100% of the 2022 public investment capital plan assigned from the beginning of the year, in conjunction with ensuring the quality of works and the efficiency of public investment capital use. Have strict and timely sanctions against acts of corruption, negativity, harassment, obstruction, and delay in the progress of capital allocation, implementation and disbursement of public investment capital.
6. Proactively review and remove obstacles within authority or propose to competent authorities to remove obstacles hindering production and business activities; accelerate the roadmap for cutting and simplifying administrative procedures, improving the investment and business environment; strengthen the handling of administrative procedures on online platforms; encourage innovation, promote digital transformation, develop digital economy, green economy, circular economy associated with sustainable development.
7. In the first quarter of 2022, ministries, agencies and localities are required to focus on implementing and completing the following tasks to immediately deploy and promote the effectiveness of the Program:
a) Ministries, central and local agencies review, develop a list and expected capital allocation level under the Program for each task and project in 2 years (2022-2023) and each year 2022, 2023 under their management, and send it to the Ministry of Planning and Investment for synthesis according to the provisions of Resolution No. 11/NQ-CP.
b) Ministry of Planning and Investment:
- Synthesize the list of tasks, projects and capital allocation plans with focus and key points in the two years 2022-2023 and each year 2022, 2023 of the Program according to the proposals of ministries, central and local agencies, report to the Government and Prime Minister for consideration and decision according to the provisions of Resolution No. 11/NQ-CP.
- Develop a plan to flexibly adjust public investment capital sources in the Medium-term Public Investment Plan for the period 2021 - 2025 and public investment capital sources of the Program in 2022-2023, report to the Government and Prime Minister.
- Preside over and coordinate with relevant ministries, agencies and localities to guide the implementation or submit to the Prime Minister for consideration and decision on the application of a number of specific mechanisms in Article 5 of Resolution No. 43/2022/QH15 to accelerate the implementation and disbursement of investment projects under the Program.
c) Ministry of Finance:
- Ensure adequate and timely allocation of funds for expenditure tasks of the state budget in general and under the Program in particular. Direct functional units to simplify procedures, shorten expenditure control time; coordinate with relevant agencies and units to promptly handle problems in payment and settlement. Publicize the implementation status and disbursement rate of public investment capital of ministries, agencies and localities on mass media.
- Develop and submit to the Prime Minister for promulgation a Decision on loans for students to buy computers for online learning due to the impact of the COVID-19 pandemic; a Decision guiding the implementation of interest rate support for the Social Policy Bank to implement the policies prescribed in Resolution No. 11/NQ-CP.
d) The State Bank of Vietnam shall submit to the Government for consideration and promulgation a Decree guiding the implementation of interest rate support for loans from the State budget for enterprises, cooperatives, and business households; a Decree on preferential credit policies to implement the National Target Program on socio-economic development in ethnic minority and mountainous areas.
d) The Ministry of Labor, War Invalids and Social Affairs shall submit to the Prime Minister for promulgation a Decision on housing rental support for employees with labor relations, who are renting, staying in rented accommodation, or working in industrial parks, export processing zones, and key economic zones.
e) The Ministry of Natural Resources and Environment shall issue a document guiding the implementation of the specific mechanism for mining minerals for common construction materials included in the Construction Materials Survey Dossier for important national transport infrastructure projects under the Program.
g) The Ministry of Education and Training shall submit to the Prime Minister a Decision on conditions, procedures, and interest rates for loans to non-public preschool and primary schools.
8. Requesting Ministers, Heads of ministerial-level agencies, Government agencies, Chairmen of People's Committees of provinces and centrally-run cities to directly direct and focus on implementation; regularly inspect, urge, and evaluate; proactively and promptly handle arising issues within their authority or report to competent authorities as prescribed./.
