Prime Minister: Advise people to limit travel during heavy rain and floods
The Prime Minister requested localities affected by storm No. 5 to propagate and advise people to limit travel when there is heavy rain and floods; arrange forces to block and support people to participate in traffic safely; and evacuate residents in dangerous areas.
Prime Minister Pham Minh Chinh has just signed Official Dispatch No. 147 directing the focus on overcoming the consequences of storm No. 5 and responding to floods after the storm.
Accordingly, the Prime Minister requested the Secretaries and Chairmen of the People's Committees of Thanh Hoa, Nghe An, Ha Tinh, and Quang Tri provinces to direct local authorities to decide and have plans to support people in evacuation areas to return home in areas that have been deemed safe based on the specific situation in each locality.

The above localities must thoroughly evacuate and relocate residents in dangerous areas, especially those that are often deeply flooded during heavy rains and floods, areas at risk of flash floods, landslides, and areas with fast-flowing water along rivers and streams. At the same time, support must ensure essential needs for people in the evacuation areas, especially for poor and disadvantaged households, so that people do not lack food, foodstuffs, and drinking water.
Propagate and advise people to limit travel when there is heavy rain and flood; arrange forces to block, guide and support people to participate in traffic safely, do not let people move through if safety is not ensured, especially through overflows, areas with deep flooding, fast-flowing water, landslides or areas at risk of landslides.
The Prime Minister requested leaders of Thanh Hoa, Nghe An, Ha Tinh, and Quang Tri provinces to direct the safe operation of irrigation dams, hydroelectric dams, and dykes, and to proactively have response plans to ensure the safety of residents in the event of the worst-case scenario (floods exceeding design levels), and not to be caught off guard.
Localities must support people to repair damaged or blown-off houses, and provide temporary accommodation for households that lost their homes due to storm No. 5 according to regulations, so that people do not have no place to live. At the same time, schools and medical facilities that have blown-off or damaged roofs must be repaired immediately, and completed this August.
Restoring power grid and telecommunications systems damaged by storms and floods
In addition, the Prime Minister requested the Ministers of National Defense and Public Security to direct Military Region IV and units stationed in the area to deploy necessary forces, means, and equipment, ready to support people in responding to and quickly overcoming the consequences of storms and floods when requested by localities.
The Minister of Industry and Trade directed the Vietnam Electricity Group and relevant units to focus on implementing measures to ensure the safety of hydroelectric dams; promptly fix power grid systems damaged by storms and floods.
The Minister of Science and Technology directed and urged telecommunications service providers (VNPT, Viettel) to focus on immediately repairing the telecommunications system damaged by storm No. 5, restoring telecommunications signals, and having solutions to ensure telecommunications signal supply in areas at risk of heavy rain and floods, serving the direction of natural disaster response and people's daily life, production and business.
The Prime Minister also requested the Minister of Health to direct the implementation of work to protect medical facilities and perform well the medical examination and treatment work in localities affected by storm No. 5, not to interrupt the emergency work, treat patients, and ensure the supply of essential medicines for the people.

Early morning of August 26, storm No. 5 weakened into a tropical depression in Central Laos.
Previously, on the evening of August 25, the center of storm No. 5 made landfall in Nghe An - Ha Tinh, causing strong winds of level 10, gusts of level 15. The storm caused heavy rain in the provinces of Ninh Binh, Thanh Hoa, Nghe An, Quang Tri, Hung Yen with common rainfall of 200-300 mm. Particularly in Ha Tinh, there was very heavy rain with total rainfall in 24 hours in many places exceeding 300-400 mm, especially at some stations of Song Rac lake, Thuong Tuy lake, Ky Lam (Ha Tinh province) where rainfall was measured at 500-600 mm.

According to the National Center for Hydro-Meteorological Forecasting, the circulation of storm No. 5 will continue to cause heavy rain today in the mountainous areas, midlands and deltas of the North, especially in the provinces of Ninh Binh, Thanh Hoa, Nghe An, Ha Tinh, there will be heavy to very heavy rain with common rainfall of 100-200mm, locally over 400mm, especially at very high risk of deep flooding, flash floods, landslides, especially in the provinces of Thanh Hoa, Nghe An, Ha Tinh.
