Prime Minister Nguyen Xuan Phuc: Slow bidding is due to choosing unqualified contractors

Regarding the Law on Bidding, difficulties and obstacles that greatly affect enterprises and State management agencies include the lack of specific regulations on the order, procedures, and content of the plan for selecting contractors and investors in special cases. Regulations on pre-qualification and international bidding to select investors for group B projects and above are not appropriate.

In addition, the time for settlement of completed project capital of many projects was extended compared to regulations. According to statistics, in 2016, there were up to 12,255 projects violating the settlement time (accounting for over 14% of completed projects), of which more than 5,400 projects violated the settlement time of over 2 years, an increase of more than 1,100 projects (27%) compared to 2015.

Many projects lack legal bases, the quality of the dossier is not complete; investors and project management boards lack experience and have limited capacity. The work of acceptance, handover, management reception, maintenance and repair of technical infrastructure works under urban development projects between investors and state management agencies is still slow because the regulations on participation in acceptance of technical infrastructure works under urban development projects of relevant state management agencies are incomplete and unclear.

The Prime Minister also said that one of the reasons for slow bidding and site clearance is that investors choose contractors who are not qualified, and coordination between localities and contractors is not good.

Concluding the conference, Prime Minister Nguyen Xuan Phuc affirmed: Construction investment activities are very broad, complex, have their own characteristics and require strict control to ensure the safety of works, people's lives and property, ensure effective capital management and use, and prevent waste and loss.

“We need to discuss these issues further and ministries, especially the Construction sector, will absorb opinions related to basic construction to better perfect the institution,” said the Prime Minister.

The Prime Minister also emphasized that the conference's content focuses on removing immediate difficulties that affect the progress, quality of construction, and disbursement of medium-term public investment capital, especially in 2018.

The Government and relevant ministries and sectors will propose effective solutions to overcome and sustainably develop construction investment activities - one of the most important production sectors of the economy. The Government will issue a resolution on key tasks and solutions to remove difficulties and obstacles in basic construction investment. Ministers, heads of ministerial-level agencies, sectors and localities are required to focus on removing cumbersome legal institutions, procedures and irresponsible attitudes of some organizations and individuals to create all conditions for private investment and socialization of resources.

According to the planning, ensure labor safety. Manage public investment strictly but prevent harassment and inconvenience for people and businesses; prevent loss, waste, corruption, speculation... in the investment process. The Government will issue tasks on key solutions to remove difficulties and obstacles in basic construction investment, one of the important fields of the country.
