Prime Minister Nguyen Xuan Phuc: 'Businesses should frankly propose their opinions to the Government'

((Baonghean.vn) - On the morning of May 17, in Hanoi, the Prime Minister chaired a conference to directly remove difficulties for businesses.

The conference was chaired by Prime Minister Nguyen Xuan Phuc, attended by leaders of the Vietnam Fatherland Front, Deputy Prime Ministers, leaders of central ministries, departments and branches. About 2,000 delegates attended the conference in person, including about 1,500 delegates from the private sector, about 200 delegates from foreign direct investment enterprises, a number of embassies and large financial institutions, 100 delegates from state-owned enterprises and joint-stock enterprises...

On the Nghe An side, there were comrade Nguyen Xuan Duong, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, comrade Le Ngoc Hoa, Vice Chairman of the Provincial People's Committee. Also attending were leaders of departments, branches, VCCI Nghe An, Association of Outstanding Enterprises, Association of Young Entrepreneurs, and banks in the area.

Speaking at the opening of the Conference, the Prime Minister pledged to create a fair and transparent business environment, encourage investment, and reform administrative procedures.

According to the report of the Ministry of Planning and Investment on 1 year of implementing Resolution 35/CP of the Government, in 2016, 110,000 enterprises were established, the highest ever. The Government has cut 24 conditional business lines, and cut many administrative procedures for enterprises.

E-government has implemented many procedures in ministries and branches. Localities have organized many dialogue conferences with enterprises, the State Bank has directed banks to reduce lending interest rates. Vietnam's business environment index has increased by 9 places in the world...

According to the report of VCCI Vietnam, since the Prime Minister's Conference with enterprises held on April 29, 2016 until the end of January 2017, VCCI has collected over 421 petitions from enterprises and business associations nationwide and sent them to ministries, branches and localities for response and resolution. Of these, 320 petitions were responded to before and at the conference, the remaining 101 petitions were collected in VCCI's monthly reports sent to the Prime Minister.

The system for receiving and processing feedback and recommendations from businesses on the Government Electronic Information Portal has also processed 372/489 recommendations sent in. Thus, from April 2016 to present, over 1,098 recommendations from the business community have been received and forwarded to state agencies and 850 recommendations have been processed, resolved, and responded to, reaching a rate of 77.4%.

However, VCCI also affirmed: Administrative reform has not yet met the requirements of businesses, some localities have not proactively grasped and resolved difficulties for businesses, unofficial costs have not yet decreased, 25% of businesses have not yet seen the impact of Resolution No. 35/CP.

The conference also heard Minister and Head of the Government Office Mai Tien Dung report on the Government's direction and management of business support, and Governor of the State Bank Le Minh Hung report on the issue of businesses' access to credit.

Chairman of the Association of Small and Medium Enterprises Nguyen Van Than, Ms. Thai Huong - Chairwoman of the Board of Directors of Bac A Group, General Director of HSBC Pham Hong Hai, Chairwoman of BRG Group Nguyen Thi Nga and a number of other enterprises also made recommendations to the Prime Minister on the difficulties of their units as well as the business community: exchange rate guarantees, international loans, not criminalizing economic and civil relations, rescuing the livestock industry, not investing in private hospitals in public hospitals...
