Along with that, it is urgent to perfect the organizational apparatus, innovate working regulations; issue Directives to strengthen discipline and order in state administrative agencies at all levels.

According to figures in the Government's report, in 9 months, 145 cases and 208 subjects were handled for violations of the law on corruption and positions; 12,939 cases of violations of economic management.

However, the Prime Minister also frankly pointed out that discipline in the administrative apparatus and in society is still not strict. The capacity and quality of a number of cadres and civil servants do not meet requirements. The reorganization of the apparatus and streamlining of staff is still slow. Corruption and waste are still serious...

In the face of the above situation, the Government will strengthen discipline and create strong changes in the implementation of the direction of the superior administrative agencies and heads of agencies and units. Corruption is still complicated, occurring at many levels, many sectors, many fields and has not been pushed back; the detection and handling of corruption crimes tends to decrease...
