On the morning of October 20, reporting to the National Assembly on the socio-economic situation in 2016 and tasks for 2017, mentioning the issue of institutional improvement, administrative reform, strengthening discipline, order, and promoting the fight against corruption and waste, Prime Minister Nguyen Xuan Phuc said that in the recent past, 20 draft laws and ordinances have been drafted and submitted to the National Assembly; 103 Decrees and Decisions of the Prime Minister have been issued detailing and guiding the implementation of laws.
Administrative procedure reform has been promoted. Localities continue to effectively implement the one-stop shop and inter-connected one-stop shop mechanisms, contributing to improving transparency, reducing time and saving costs for people and businesses. Along with that, it is urgent to perfect the organizational apparatus, innovate working regulations; issue Directives to strengthen discipline and order in state administrative agencies at all levels.

In addition to the issuance of the Directive on strengthening the detection and handling of corruption cases, many major corruption cases of public concern have been brought to trial, while inspection and examination work has been strengthened, focusing on directing the settlement of complaints and denunciations, especially complicated, backlogged, and prolonged complaints.
According to the Government's report, in 9 months, 145 cases and 208 subjects were handled for violating the law on corruption and positions; 12,939 cases of violations in economic management.
However, the Prime Minister also frankly pointed out that discipline in the administrative apparatus and in society is still not strict. The capacity and quality of a number of cadres and civil servants do not meet requirements. The arrangement of the apparatus and streamlining of staff is still slow. Corruption and waste are still serious...
In the face of the above situation, the Government will strengthen discipline, create strong changes in the implementation of the direction of the superior administrative agencies and heads of agencies and units. Organize the implementation of the Resolution of the 4th Central Committee (Term XII) on Party building and rectification; prevent and repel the degradation of political ideology, ethics, lifestyle, and manifestations of "self-evolution" and "self-transformation" within the Party.
"Strengthen inspection and examination of public services, strictly handle acts of harassment, negativity, and violations of the law. Innovate management work and effectively implement personnel policies. Resolutely implement staff streamlining according to Resolution 39 of the Politburo; for the state administrative system, there will be a 1.5% reduction (equivalent to 3,868 people) in the total staff according to the Prime Minister's Decision" - Prime Minister Nguyen Xuan Phuc said.

The Inspection Report presented by the Chairman of the National Assembly's Economic Committee, Mr. Vu Hong Thanh, also assessed that judicial activities achieved many positive results, a number of pending cases were resolved, serious crimes were quickly discovered and supported by the people; a number of cases of corruption, finance - banking, smuggling, drugs, including cases with large property values were urgently investigated and discovered by the authorities.
However, some opinions suggest that the Government needs to assess more clearly the political security situation, social order and safety and the impacts on the implementation of socio-economic development tasks. Corruption is still complicated, occurring at many levels, many sectors, many fields and has not been pushed back; the detection and handling of corruption crimes tends to decrease...
"The assignment of personal responsibility and responsibility of leaders is not strict, leading to limited effectiveness and efficiency of state management, crime prevention and law violations in some areas and in some localities; law enforcement by some officials, especially grassroots officials, still shows signs of abuse of power when performing official duties, infringing on the rights and legitimate interests of the people, causing public discontent" - Mr. Vu Hong Thanh said.
