Prime Minister Nguyen Xuan Phuc outlined 6 key areas to be implemented in 2020.
(Baonghean.vn) - Receiving the directions and instructions of General Secretary and President Nguyen Phu Trong, concluding the online conference of the Government and localities, Prime Minister Nguyen Xuan Phuc raised 6 key points and requested ministries, branches and localities to focus on implementing them in the direction and management in 2020.
On the morning of December 31, under the chairmanship of Prime Minister Nguyen Xuan Phuc, the Government's online conference with localities continued to take place.
At the Central bridge, there were also members of the Politburo, Secretaries of the Party Central Committee; members of the Government, leaders of ministries, departments, branches and 63 localities across the country.
Attending at Nghe An bridge were comrades: Nguyen Dac Vinh - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation; Thai Thanh Quy - Alternate Member of the Party Central Committee, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Cao Thi Hien - Member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Council; Hoang Nghia Hieu - Vice Chairman of the Provincial People's Committee.

At the conference, Prime Minister Nguyen Xuan Phuc requested ministries, sectors and localities to continue to focus on discussing limitations and obstacles to remove them, or inter-regional and inter-sectoral issues that require coordination as well as continuing to find strong solutions to clear and mobilize all resources for development.
In the socio-economic fields, ministries, branches and localities have reported, highlighted bright spots, and pointed out stagnant areas, with a wait-and-see mentality, lack of initiative in finding new directions, and slow response to emerging issues. The organization of some agencies is ineffective, the cumbersome organizational structure creates layers and overlaps in handling work. There are still problems of causing trouble and harassment in handling the work of businesses and citizens.
The conference recorded 36 direct recommendations from localities and sectors; 366 written recommendations. This is necessary information for the Government to handle the issues raised in writing. Therefore, the Government Office will promptly synthesize and report to the Prime Minister, thereby assigning ministries and sectors to promptly respond to these recommendations.
Concluding after 1.5 days of the conference, Prime Minister Nguyen Xuan Phuc affirmed that this is a large-scale conference with the full participation of ministries, branches and localities.
Through reports from sectors and localities, many good models and good practices have been introduced by establishments, setting good examples for other localities to follow. “We have had the desire to develop, but the results achieved have not been high. Therefore, localities that have not done well need to see where they are, to overcome weaknesses, rise up, and catch up with the trends of Vietnam and the world” – Prime Minister Nguyen Xuan Phuc noted.
Proposing to overcome the general, theoretical situation, lacking a clear sense of responsibility towards the people, the Prime Minister requested ministries, branches and localities to act quickly, handle shortcomings and concerns such as capital disbursement, delays in arranging state units, air pollution, school drugs, behavioral culture...
"We are determined not to let the regular meeting in the first quarter of 2020 mention the weaknesses mentioned at this conference."
The Prime Minister clearly stated the message: Do not trade the environment, social culture for the economy. Therefore, it is recommended that Party committees and authorities at all levels pay more attention to the living environment, social culture and civilization along with economic development. National identity must be preserved, people's behavior must be improved; forming a generation of entrepreneurs who respect national culture and the will of independence and self-reliance of the Vietnamese people.

Prime Minister Nguyen Xuan Phuc asked ministries, branches and localities to learn 4 lessons and 5 tasks that General Secretary and President Nguyen Phu Trong set out at the opening session of the conference. Accordingly, 4 lessons need to be noted: Inheriting and promoting achievements from the beginning of the term until now; Maintaining solidarity, unity, and joint efforts within the entire Party and people. From there, focus on the work that the Party has assigned to each agency, unit and individual. Only with enthusiasm can each Party member and cadre be creative; Taking advantage of the consensus of cadres and Party members to create a combined strength for the entire political system; Promoting start-ups and innovation in the whole society; promoting the private economy and collective economy, becoming a core factor in the overall economic development.
Regarding the direction of management and direction in 2020, Prime Minister Nguyen Xuan Phuc raised 6 key points and requested ministries, branches and localities to focus on implementation: Continuously innovate thinking, perfect legal mechanisms, to remove difficulties and obstacles in business for people and businesses, not to hinder development; Unblock and effectively mobilize all resources, create conditions for people and businesses to develop; Have specific policies and solutions, create strong motivation, transform restructuring models, promote strong growth;
Strengthening discipline, improving effectiveness and efficiency, associated with the responsibility of leaders; Strongly arousing the pride of the Vietnamese nation, the will of self-reliance, and the desire for development of the people and businesses; Developing rapidly and sustainably, linking economic development in harmony with the living environment and culture of the people.
In addition, as the Lunar New Year is approaching, Prime Minister Nguyen Xuan Phuc requested that all levels and functional sectors not to let there be a shortage of goods for Tet, ensuring that everyone has Tet, especially stabilizing pork prices.
In particular, it is strictly forbidden to take advantage of Tet to give gifts to Central leaders.
