Speaking at the opening of the meeting, Prime Minister Pham Minh Chinh said that the Party and State have identified administrative reform as one of the breakthrough tasks to build and perfect a clean, strong, effective, efficient socialist rule-of-law state, serving the people and the country's development.
In 2021, despite difficulties caused by COVID-19, the whole country had to deal with regular tasks, organize major national events, handle backlogs, and handle other sudden and unexpected tasks, especially COVID-19 prevention and control.
Thanks to the efforts of the entire political system and the entire population, we have achieved comprehensive results in all areas. Among those common achievements, there are contributions and achievements in administrative reform, especially in the improvement of institutions.
However, in the implementation process, we still have much to do due to limitations, weaknesses, and challenges. Therefore, it is necessary to continue promoting administrative reform in all ministries, sectors, fields, and localities. Administrative reform must aim to bring benefits to people and businesses, with people and businesses being both the center and the subject of administrative reform.
The Prime Minister emphasized that administrative reform must closely follow the Government's 2022 operating theme of "Solidarity, discipline; proactive adaptation; safety, efficiency; recovery, development" and closely follow reality to build a clean, strong, effective and efficient state administrative apparatus, avoid troubles and difficulties for people and businesses and contribute to preventing and combating corruption and negativity.
At the meeting, the Steering Committee focused on evaluating administrative reform work in 2021, directions and tasks of administrative reform in 2022; the organization and operation of the One-Stop-Shop Units in ministries, branches and localities; discussing the 2022 Operation Plan; and the Steering Committee's operating regulations./.
