1. Recently, the Party and State leaders have issued timely and drastic instructions, closely orienting the situation, creating a basis for functional agencies and localities to proactively implement measures to prevent epidemics, care for people's lives, protect people's health and develop the economy and society. The leadership and direction of epidemic prevention and control have been carried out in a unified, consistent and timely manner.
The Party and State leaders commended and highly appreciated the participation of functional agencies, localities, the Fatherland Front, organizations, the contributions of the business community, the support of international friends and our compatriots abroad; especially the medical staff, doctors, army, police and cadres at the grassroots level at the front line who have made many positive contributions, and people from all walks of life have promoted the spirit of mutual love and support, supported resources for the work of epidemic prevention and control, ensured social security and safety, and cared for people's lives.
The work of epidemic prevention and control in recent times has achieved some initial remarkable results, but the situation shows that there are still some issues that need attention and experience in direction, management, and implementation at all levels and sectors from the central to local levels; at times, there are things that are not specific, consistent, and confusing, some localities are still subjective, and propaganda work is not timely and effective.
2. It is forecasted that in the coming time, the epidemic will continue to be complicated and may last a long time, especially in Ho Chi Minh City and the southern provinces, causing many difficulties for epidemic prevention and control work and socio-economic activities; negatively affecting all aspects of people's lives. In that situation, it is agreed to assign comradePrime Ministeras Head of the National Steering Committee for Epidemic Prevention and Control; directly direct and operate centrally and uniformly from the central to local levels, meeting the requirements of mobilizing all resources and measures as quickly and effectively as possible to promptly prevent and control the epidemic nationwide. 2.1. Overall assessment of the implementation of policies and measures for epidemic prevention and control in the past time, promoting the achieved results, frankly analyzing, drawing profound lessons from the aspects that have not been done, accurately forecasting the situation, based on domestic and international experience, opinions of experts and scientists to unify solutions for directing all levels, sectors and localities; perfecting plans and scenarios for epidemic prevention and control suitable to the new situation, preventing the epidemic from spreading, especially in key areas such as Hanoi, large urban areas with high population density, industrial parks...
2.2. Focus resources on health care, protect people's lives, prioritize medical examination and treatment, especially for seriously ill patients, minimize cross-infection, reduce the number of deaths, effectively use resources for social security, ensure timely supply of necessities, essential food and necessary support for people when implementing isolation and distancing, ensure strict implementation of social distancing. Organize well the preservation and burial of deaths in accordance with customs and practices.
2.3. Urgently focus on implementing the vaccine strategy, especially the supply and organization of vaccination in localities, especially key areas with strong outbreaks, such as Ho Chi Minh City, Binh Duong, Dong Nai, Long An..., and soon carry out large-scale vaccination to minimize the negative impacts of the epidemic.
2.4. Pay attention to directing the work of ensuring political security, order, and social safety, absolutely not being passive or surprised; not allowing hostile and reactionary forces to incite, sabotage the Party and State, and hinder the work of epidemic prevention and control.
2.5. Focus on improving the propaganda work on epidemic prevention and control in the new situation, commending, encouraging, motivating, and rewarding good examples, typical examples, good practices, creating consensus and unity in the whole society; promptly prevent and strictly handle violations of epidemic prevention and control, bad, toxic, untrue, inciting information, causing negative impacts; strictly handle violations of regulations, subjectivity, negligence, promptly replace weak cadres who do not fulfill their epidemic prevention and control tasks.
3. Continue to call for the spirit of mutual love, mutual assistance, and mobilizing the entire political system, the entire Party, the entire people, and the entire army to promote the strength of the great national unity bloc, actively participate in the work of epidemic prevention and control; promote the role of the Fatherland Front and socio-political organizations in propagating, mobilizing, and guiding people to strictly comply with epidemic prevention and control measures.
4. Agreeing with the Government's recommendations on solutions to mobilize forces and supplement resources for epidemic prevention and control, the Government Party Committee closely coordinates with the National Assembly Party Delegation to implement steps to promptly concretize and immediately allocate necessary human and material resources to all levels, sectors and localities; at the same time, strengthen guidance, inspection and supervision to ensure strict and effective implementation.
On the basis of this announcement, key leaders, Politburo members, Secretariat members, and Central Executive Committee members, based on their assigned responsibilities, proactively lead, direct, urge, and remind departments, ministries, branches, localities, Party committees, and Party organizations to quickly and effectively carry out their tasks, and promptly report to the Politburo, Secretariat, and key leaders according to regulations./.
