Mobilize all forces and resources to respond to the risks of tidal surges, flooding, flash floods, and landslides following Typhoon No. 10.
Prime Minister Pham Minh Chinh requested ministries, agencies, and localities to mobilize all forces, means, and resources to decisively implement measures to respond to the risks of tidal surges, heavy rains, flooding, flash floods, landslides, and mudslides following Typhoon No. 10, to quickly overcome the consequences of the typhoon and floods, and to rapidly stabilize the situation for the people.

Prime Minister Pham Minh Chinh has just signed and issued Official Dispatch No. 175/CD-TTg dated September 28, 2025, on focusing on responding to and overcoming the consequences of Typhoon No. 10 and the subsequent floods.
This telegram is sent to the Secretaries of the Provincial and City Party Committees, and the Chairmen of the People's Committees of the provinces and cities of Thanh Hoa, Nghe An, Ha Tinh, Quang Tri, Hue, Ninh Binh, Hung Yen, Phu Tho, Son La, Lao Cai, Tuyen Quang, Lai Chau, and Dien Bien; Ministers, Heads of ministerial-level agencies and government agencies; and the Office of the National Civil Defense Steering Committee.
Typhoon No. 10 directly affected provinces from Thanh Hoa to Hue, causing strong winds of level 8 and 9, gusting to levels 10-13. Heavy rain occurred in many areas on September 27th and 28th, especially in Quang Tri, Hue, Da Nang, and the western part of Thanh Hoa. The storm and floods resulted in at least 5 deaths and missing persons, including 2 cases of people being swept away by floodwaters. Many houses in Hue suffered roof damage and severe damage due to strong winds and storms.
According to the National Center for Hydro-Meteorological Forecasting, tonight and early tomorrow morning, the storm will continue to cause strong winds in coastal provinces. The circulation of Typhoon No. 10 will continue to cause heavy rain from now until the end of September 30, 2025 in the North Central and Northern regions, especially from Thanh Hoa to Hue and the provinces of Phu Tho, Son La, Lao Cai, etc. There is a very high risk of flooding in low-lying areas, along rivers, streams, and the coast, especially the risk of flash floods, landslides, and mudslides in the mountainous and midland areas of the Northern and North Central regions.
To ensure the safety of people's lives and minimize damage to people's and state property, the Prime Minister requests:
1. Ministers, heads of ministerial-level agencies and government agencies; Secretaries and Chairmen of People's Committees of the aforementioned provinces and cities, according to their functions, duties, and authority, shall continue to urgently, seriously, and effectively implement the directives of the Standing Committee of the Party Central Committee, and the Prime Minister's Official Telegrams No. 173/CĐ-TTg dated September 26, 2025 and No. 174/CĐ-TTg dated September 27, 2025; at the same time, they shall focus on leading, directing, and mobilizing all forces, means, and resources to decisively implement measures to respond to the risks of tidal surges, heavy rains, floods, flash floods, landslides after storms, and to quickly overcome the consequences of storms and floods, and rapidly stabilize the situation for the people.
Thoroughly evacuate residents in areas at risk of flash floods, landslides, and mudslides.
2. To the Party Secretary and the Chairman of the People's Committee of the aforementioned provinces and cities:
a) Direct local authorities to closely monitor the situation in areas affected by storms and floods, preventing people from leaving evacuation sites and returning home unless safety is ensured; based on the specific situation in each locality, decide and provide maximum possible support to help people return home from evacuation sites in areas where safety is guaranteed.
b) Continue to vigorously implement measures to respond to post-storm flooding, especially flash floods, landslides, and dam safety:
(i) Thoroughly evacuate and relocate residents in dangerous areas, especially those frequently flooded during heavy rains and floods, areas at risk of flash floods, landslides, and areas with strong currents along rivers and streams; ensure essential needs are met for people in evacuation areas, preventing shortages of food, drinking water, clothing, etc.
(ii) Disseminate information and advise people to limit travel during heavy rain and floods; deploy forces to set up checkpoints, guide and support people in safe traffic, and prevent people from moving through areas where safety cannot be guaranteed, especially through flooded areas, areas with deep water, strong currents, landslides or areas at risk of landslides.
(iii) Assigning leaders to be on duty 24/7 and directing flood response efforts in key areas, especially villages and hamlets at risk of being isolated due to floods and landslides.
(iv) Directing the safe operation of irrigation and hydropower reservoirs, dams, and dikes; proactively developing response plans to ensure the safety of the population in case of adverse situations, avoiding being caught off guard.
(v) Prepare forces, vehicles, and equipment in key vulnerable areas at risk of being cut off (down to the village level) to promptly access and deploy rescue and relief efforts when adverse situations arise…
(vi) Regularly inspect reservoirs and dams to regulate water levels promptly, preventing dam breaches, reservoir overflows, and serious consequences. Promptly address the aftermath of storms and floods, focusing on: Assisting people in repairing damaged houses; immediately repairing schools and medical facilities damaged by storms. Directing service providers to promptly restore electricity, telecommunications, and water supply to ensure people's livelihoods and business activities. Restoring production, especially agricultural production, after storms to quickly stabilize people's lives.
Ensure the safety of reservoirs and hydroelectric dams, and immediately repair damaged power grids after storms and floods.
3. The Ministers of the Ministries of National Defense and Public Security shall direct the military and police forces stationed in the area to proactively deploy personnel, vehicles, and equipment to support the people in responding to and quickly overcoming the consequences of storms and floods, especially at the request of local authorities.
4. The Minister of Industry and Trade directed the Vietnam Electricity Group and related units to focus on implementing measures to ensure the safety of hydropower dams and reservoirs; and to immediately repair the power grid system damaged after the storm and floods.
5. The Minister of Agriculture and Environment will continue to direct the forecasting and provision of complete, timely, and accurate information on the developments of rain and floods; coordinate with localities and the Ministry of Industry and Trade to direct the work of ensuring the safety of dikes, dams, and reservoirs.
Quickly repair roads damaged by landslides.
6. The Minister of Construction shall proactively direct and support localities in quickly repairing roads damaged by landslides caused by storms and floods, ensuring safe and smooth traffic flow, especially on major transportation routes.
7. Director General: Vietnam Television, Vietnam Radio, and Vietnam News Agency will continue to report on the developments of the floods and heavy rains, the directives of the authorities; and provide guidance on skills to respond to flooding, flash floods, landslides, and mudslides to minimize damage.
8. The Chief of the Office of the National Steering Committee for Civil Defense shall coordinate with relevant agencies of the Ministry of Agriculture and Environment to monitor the situation, promptly and proactively coordinate and mobilize forces and resources to support localities in responding to floods and heavy rains, and report to the Prime Minister and competent authorities as prescribed.
9. Deputy Prime Minister Tran Hong Ha is tasked with continuing to direct ministries, agencies, and localities to implement measures to respond to floods and mitigate the consequences of Typhoon No. 10, especially regarding the typhoon's aftermath.
10. Relevant ministries, sectors, and localities shall strictly adhere to the daily reporting regime to the Prime Minister before 3:00 PM through the Minister and Head of the Government Office on the situation and results of handling issues; and propose solutions to matters beyond their authority.
11. The Government Office shall monitor and urge ministries, sectors, and localities to strictly implement this Official Dispatch; and promptly report to the Prime Minister and the Deputy Prime Minister in charge of any unexpected or emerging issues./.
