On the evening of August 26, right after inspecting the epidemic prevention work in Ho Chi Minh City, Prime Minister Pham Minh Chinh, Head of the National Steering Committee for Covid-19 Prevention and Control, worked with Ho Chi Minh City leaders on strengthening social distancing and measures to prevent and control Covid-19 in the city.

Also attending the meeting were Secretary of the Ho Chi Minh City Party Committee Nguyen Van Nen; Deputy Prime Minister Vu Duc Dam, Deputy Prime Minister Le Van Thanh; Minister of Health Nguyen Thanh Long, Minister, Head of the Government Office Tran Van Son, Minister of Industry and Trade Nguyen Hong Dien; Chairman of the Ho Chi Minh City People's Committee Phan Van Mai, leaders of departments, localities, and standing members of the Steering Committee for Epidemic Prevention of 312 communes and wards across the city.

Opening remarks at the working session,Prime Minister Pham Minh ChinhThe working trip aims to make a preliminary assessment of the implementation of enhanced social distancing and measures to prevent and control the Covid-19 epidemic in the city since August 23. The Prime Minister asked the delegates to discuss and evaluate the proposed solutions, noting that if these solutions are correct, accurate, practical and feasible, they should continue to be implemented more strongly and effectively, and gradually supplement and perfect issues arising in practice.

Implementing Resolution 30 of the National Assembly, the Government issued Resolution 86 on August 6 to strengthen leadership, direction, and organization of epidemic prevention and control nationwide. Most recently, the Prime Minister issued Official Dispatch No. 1099/CD-TTg on August 22 on strengthening social distancing and measures to prevent and control Covid-19 in Ho Chi Minh City and the provinces of Binh Duong, Dong Nai, and Long An; Official Dispatch No. 1102/CD-TTg on August 23 on strengthening measures to prevent and control Covid-19 nationwide.

Through the inspection, the Prime Minister requested to strengthen inspection and supervision of more effective implementation. In addition, the Prime Minister requested to post phone numbers, promote the spirit of "people's war, guerrilla warfare" in epidemic prevention in communes and wards, implement Resolution 30 of the National Assembly, Resolution 86 of the Government, and the Prime Minister's telegrams.

In that spirit, the Prime Minister worked with Ho Chi Minh City to evaluate the implementation of 3 levels so far: Directive 15, Directive 16 and strengthening according to Directive 16. Preliminary assessment of whether the solution is correct, accurate, realistic and feasible? If so, organize strong and effective implementation, gradually supplement and perfect the problems arising in practice.

The Prime Minister requested that it is necessary to strengthen inspection and supervision of more effective implementation of measures to prevent and control the Covid-19 epidemic.

Speaking at the meeting, Chairman of the Ho Chi Minh City People's Committee Phan Van Mai said that after 3 days of implementing Official Dispatch 1099 and Directive 11 of the City People's Committee, traffic volume has decreased by 90% compared to the first day of implementing Directive 16 and decreased by 25% compared to August 22. However, it is still necessary to note that the Secretaries and Chairmen of communes and wards have not yet clearly understood the leadership and direction to build communes and wards into fortresses.

Rapid testing with 947,000 rapid antigen tests in red and orange zones recorded 32,700 positive samples, accounting for 3.4%. However, there are still some localities, districts in green zones, and slow implementation areas where the rate has not reached 50%.

Regarding vaccination, Ho Chi Minh City has administered 5.6 million doses but has been low in recent days. Regarding management and treatment of F0 in the past 3 days, 401 mobile medical stations with the participation of the military medical team of the Ministry of National Defense have been effective in treating at home and in the community. National rehabilitation centers have been put into operation, along with connecting treatment levels, promptly treating severe cases.

Regarding the supply of goods and social security, Ho Chi Minh City has worked with suppliers to supply to communes, wards and towns. Up to now, the stockpiling of goods has basically met the needs of the people. The city has urgently deployed a social security package of 1.5 million VND/household and is urgently distributing over 540,000 social security packages to families facing difficulties due to the epidemic. Maintain production without breaking the supply chain of goods in a safe manner, especially trying to maintain logistics activities.
