Prime Minister criticizes 31 ministries and 23 localities for low public investment disbursement
The Prime Minister criticized 31 ministries, central agencies and 23 localities whose disbursement rate of public investment capital plans in the first 9 months of the year was below the national average.
On October 8, Prime Minister Pham Minh Chinh signed an official dispatch urging the acceleration of public investment disbursement in the last months of 2024.
The dispatch stated that the disbursement rate of public investment capital in the first 9 months of the year nationwide is estimated at 47.29% of the plan assigned by the Prime Minister, lower than the same period in 2023 (51.38%), not meeting expectations.
The Prime Minister commended 13 ministries, central agencies and 40 localities for their efforts to achieve a disbursement rate of public investment capital plans in the first 9 months of the year above the national average.

At the same time, the Prime Minister also criticized 31 ministries, central agencies and 23 localities whose disbursement rate of public investment capital plans in the first 9 months of the year was below the national average.
Reduce at least 30% of the time for disbursement procedures for public investment capital
To further promote the disbursement of public investment capital, striving to disburse public investment capital in 2024 to reach over 95% of the assigned plan, the Prime Minister requested ministries, central agencies and localities to fully understand the role and significance of public investment for socio-economic development, identifying public investment disbursement as one of the top important political tasks, contributing to promoting economic growth, creating new development space, reducing logistics costs, creating jobs and livelihoods for people.
Along with that, it is necessary to resolutely direct, operate and implement the "5 determinations" and "5 guarantees" in the organization and implementation, with the motto "overcoming the sun, winning the rain, not losing to the wind and storm", "eating quickly, sleeping urgently", "working in 3 shifts and 4 shifts", "working through holidays, Tet holidays", "only discussing work, not discussing back" to perfect institutions and policies, strengthen discipline, promptly remove bottlenecks and obstacles in the organization and implementation, and promote the disbursement of public investment capital in 2024.
The Prime Minister requested that Party committees and authorities at all levels must have high determination, make great efforts, and take drastic, specific, and effective actions; clearly assign tasks, tasks, responsibilities, progress, and results; focus on urging, inspecting, and supervising; proactively and promptly handle difficulties and problems within their authority or report to and propose competent authorities to handle them according to regulations.
Do a good job of overcoming the consequences of Storm No. 3 (Yagi), quickly stabilize human resources, materials, and machinery, and urgently restore construction of works and public investment projects in areas affected by storms and floods.
The Head of Government also noted to further accelerate site clearance work, prioritizing the allocation of sufficient funds to carry out compensation and site clearance for areas with sufficient conditions; increasing human and material resources, carrying out well the work of propaganda, mobilization, inventory and speeding up the construction of resettlement areas, and promptly handing over the site for construction.
Continue to remove difficulties related to licensing of mines and exploitation of stone, sand, and soil; implement measures to control prices and quality of raw materials serving public investment projects to ensure speed, efficiency, and compliance with legal regulations.
In addition, the Prime Minister also requested to speed up progress, reduce at least 30% of the time for administrative procedures related to the disbursement of public investment capital, promote payment and settlement of public investment capital, not to leave backlog of completed but unpaid volume, and not to postpone payment until the end of the year.
Continue to further improve the effectiveness of the Special Working Group on public investment disbursement headed by the Chairman of the Provincial People's Committee.
Timely replacement of weak officials who cause harassment and negativity
Notably, the Prime Minister requested to proactively review and evaluate the disbursement capacity of each project, synthesize the additional capital needs of the projects and have plans to adjust the capital plan from slow-disbursement projects to projects with disbursement capacity within ministries, central agencies and localities according to regulations.
The Prime Minister also directed to tighten discipline and order in disbursing public investment capital; promptly commend and reward organizations, individuals and units that achieve good results in disbursing public investment capital; resolutely and strictly handle investors, project management boards, organizations and individuals who intentionally cause difficulties, obstruct, and irresponsibly slow down the progress of capital allocation, capital adjustment, project implementation and public investment capital disbursement.
In particular, promptly replace incompetent, stagnant, corrupt, and negative cadres, civil servants, and public employees.
The Prime Minister also noted that the situation of "capital waiting for projects" must be thoroughly overcome and the best conditions prepared to implement the 2025 public investment plan must be prepared.
