Prime Minister approves civil servant payroll in 2016

The Prime Minister has just approved the payroll of civil servants receiving salaries from the state budget of state administrative agencies and the payroll of special associations operating nationwide in 2016.

Accordingly, the total number of civil servants receiving salaries from the state budget in 2016 of state administrative agencies, organizations and representative agencies of Vietnam abroad (not including civil servant positions of the Ministry of Public Security, the Ministry of National Defense, civil servant positions in public service units and civil servant positions at the commune level) is 272,916 positions.

Specifically, the number of civil servants in state administrative agencies and organizations is 271,916, of which, administrative agencies and organizations under ministries, ministerial-level agencies, agencies under the Government, organizations established by the Government and the Prime Minister that are not public service units have 110,559 positions; administrative agencies and organizations under the People's Councils and People's Committees at provincial and district levels have 160,272 positions; representative agencies of Vietnam abroad have 1,085 positions; reserve civil servant positions have 1,000 positions.

Also according to the Decision, the total number of staff of special-purpose Associations operating nationwide in 2016 is 686.

Thus, compared to 2015, in 2016, 4,139 positions were reduced in ministries, branches and localities; reserve positions, special associations and Vietnamese diplomatic representative agencies abroad were kept unchanged.

The Prime Minister directs the Minister of Home Affairs to be responsible for assigning civil servant payrolls to each Ministry, ministerial-level agency, government agency, organization established by the Government or the Prime Minister that is not a public service unit, and provinces and centrally run cities within the civil servant payroll. At the same time, assign payrolls to each Association with specific characteristics operating nationwide within the total payroll prescribed above.

The Prime Minister requested ministries, branches and localities to transfer and arrange within the total number of assigned civil servants when establishing organizations or being assigned new tasks.
