On the morning of December 21, the Ministry of Justice held a national conference to deploy judicial work in 2022 online.

EFFORTS TO BUILD INSTITUTIONS

The direction and management work is carried out resolutely and flexibly, closely following the Program, Work Plan, Resolutions and directions of the Party, the National Assembly, the Government, the socio-economic situation of the country and each locality. The work of building and perfecting the law is focused on investing resources, contributing to removing difficulties, obstacles and bottlenecks in the organization of implementation, ensuring the legitimate rights and interests of the people, creating favorable conditions for investment, business, start-up and innovation activities.

The work of handling illegal documents has been carried out resolutely, contributing to ensuring the unity, publicity, transparency and feasibility of the legal system; the work of reviewing legal documents has been carried out resolutely and achieved many positive results; the participation in giving legal opinions with the Government and authorities at all levels to respond to the Covid-19 epidemic has been carried out promptly and responsibly.

Communication and dissemination of policies and laws have been carried out more effectively, especially in the application of IT and digital transformation; access to law and mediation at the grassroots level have seen many innovations in thinking and working methods. NGHE AN PROVINCE PROPOSALS 2 CONTENTS

Speaking at the Conference, Comrade Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee of Nghe An province summarized the outstanding results of the province's socio-economic situation in 2021 and emphasized that achieving those results had important contributions from the Nghe An Judicial sector, with 4 main results.

In particular, Nghe An has focused on reforming administrative procedures, standardizing processes in a scientific and convenient direction, shortening the time to handle work, reducing workload, and freeing up resources. Nghe An always focuses on organizing law enforcement; focusing on reviewing, amending, supplementing, replacing, and abolishing many legal documents that are no longer appropriate. The work of disseminating and educating the law is increasingly going into depth, ensuring that the law truly enters life and serves the people. The implementation of socialization of judicial support organizations has achieved positive results...

The Chairman of the Provincial People's Committee emphasized that, identifying the role of the Judiciary in the political system, in 2022, Nghe An province will continue to implement many important tasks and solutions. In particular, continuing to effectively implement the Central's directives and guidelines related to judicial work. Focusing on reviewing and proposing to improve laws related to investment and business activities, removing difficulties and "bottlenecks" in organization and implementation, creating a favorable environment for start-up activities, innovation, and investment attraction in the province. Improving the quality of legal document drafting, focusing on the predictability and feasibility of policies.

Perfecting the organization of the judicial sector towards streamlining, effectiveness and efficiency, meeting the requirements and tasks set out in the new situation. Continuing to perfect and improve the quality of civil servants in the judicial sector and focusing on the arrangement and assignment of judicial - civil status civil servants at the commune level according to the direction of the Party Committee of the Judiciary. Improving the quality of public services in the judicial sector, creating a breakthrough change according to the policy of socializing judicial support activities. Continuing to innovate working methods, promoting the application of information technology in management and operation activities and public service activities.

At the Conference, Nghe An province proposed two contents: Proposing the Ministry of Justice to study, develop and submit to the Government for promulgation a specific mechanism for civil servants working in the judicial sector, especially civil servants of Justice - Civil status at the commune level, for localities with a large number of administrative units at the commune level. Proposing the Ministry of Justice to preside over and coordinate with relevant ministries and branches to study and submit to the Government for promulgation of regulations on job titles and positions for civil servants working in the judicial sector, ensuring that judicial titles undertake tasks as required.

BUILDING A LEGAL ENVIRONMENT THAT MEETS DEVELOPMENT REQUIREMENTS

Concluding the Conference, Prime Minister Pham Minh Chinh commended and highly appreciated the results achieved by the Judiciary sector in 2021. The sector has proactively and actively institutionalized major and key policy orientations in the documents of the 13th National Party Congress, the conclusions of the Politburo and the Secretariat; focused on removing institutional obstacles to promote production recovery, institutional obstacles in all fields; actively participated in the fight against corruption and negativity...

Prime Minister Pham Minh Chinh said that in 2022, there will be more difficulties and challenges than opportunities and advantages. This assessment is to prepare the mindset, capacity, and organization to perform tasks in 2022 more effectively than in 2021. This is also an important pivotal year to implement the Resolution of the 13th National Party Congress and the Resolutions of Congresses at all levels and the higher demands of the People for a better legal environment for everyone to live and work according to the Constitution and the law; support development, overcome limitations, and resolve difficulties arising in practice.

In 2022, the Prime Minister requested to raise awareness, role, position and importance of institution building, which is one of the three breakthroughs in the country's innovation process.
