Prime Minister issues official dispatch requesting strict implementation of COVID-19 prevention measures

Call, mobilize, explain, persuade, instruct, and require people not to leave their homes, "stay where you are", isolate people from people, houses from houses, communes and wards from communes and wards.

Telegram to the Secretary of the City Party Committee, Provincial Party Committee, Chairman of the People's Committee of Ho Chi Minh City and the provinces of Binh Duong, Dong Nai, Long An; Ministers of Ministries, Heads of ministerial-level agencies, Government agencies; National Steering Committee for COVID-19 Prevention and Control; Special Working Group of the Government to carry out COVID-19 prevention and control work.fight against COVID-19, stating:

The Prime Minister acknowledged and commended the drastic participation of the entire political system and especially the consensus, support, sharing and active participation of the people and businesses in the prevention and control of the epidemic in Ho Chi Minh City and the provinces of Binh Duong, Dong Nai and Long An in the recent past.

However, the epidemic situation is still very complicated. With the viewpoint of putting people's lives and health first, first of all, the Prime Minister requests the Secretaries of the City Party Committee, Provincial Party Committees, Chairmen of the People's Committees of Ho Chi Minh City and the provinces of Binh Duong, Dong Nai, Long An and the Ministers, Heads of ministerial-level agencies, Government agencies, and relevant agencies to focus on leading, directing and organizing the thorough, strict, drastic and effective implementation of social distancing and measures to prevent and control the COVID-19 epidemic; especially paying attention to the following contents:

1. GetCommunes, wards and towns are "fortresses", people are "soldiers" in disease prevention and controlto call, mobilize, explain, persuade, guide, and request people not to leave their homes, "stay where you are", isolate people from people, homes from homes, communes and wards from communes and wards. People are the center of service, the subject in disease prevention and control. People's participation, compliance, and compliance with regulations play a decisive role in the success of disease prevention and control. This is the responsibility, obligation, and right of each person to protect the health of themselves, their families, and the community.Victory over the epidemic is the victory of the people.

2.Provide the highest level of support in terms of human resources, medical resources, military forces, police and other necessary forces from the Central and local governments for Ho Chi Minh City and the provinces of Binh Duong, Dong Nai, and Long An.. Closely and effectively coordinate between local forces and support forces of the Central Government and other localities. Tighten discipline and order in implementing enhanced social distancing and epidemic prevention and control measures, ensuring the achievement of the goal of preventing and controlling the epidemic as set out in Resolution No. 86/NQ-CP dated August 6, 2021 of the Government; in which special attention is paid to:

(a)Bringing medical services closest to the people right at the commune, ward, and town level, ensuring people have the fastest access, anytime, anywhere.; classify F0 cases right at communes, wards and towns to ensure appropriate and effective support, care and management; arrange human resources and means to promptly receive, provide first aid, emergency care and transfer patients with severe symptoms to higher levels for treatment;

(b) Timely provide food, provisions and essential services to people and families in areas where social distancing is being strengthened, especially disadvantaged and vulnerable groups; mobilize all social resources, promote the spirit of mutual love, mutual assistance,not to let any people go hungry or naked;

(c) Mobilize the drastic and synchronous participation of the entire political system, promote the role of the Vietnam Fatherland Front, the Vietnam Veterans Association, the Vietnam Women's Union, the Vietnam Farmers' Association, the Vietnam Trade Union, the Ho Chi Minh Communist Youth Union, social organizations, religious organizations and other organizations in mobilizing, guiding, explaining, persuading and requiring people to strictly comply with the strengthening of social distancing and epidemic prevention and control measures;

(d) Ensuring public security, security, order and social safety.

3.Rapid large-scale testing (Ho Chi Minh City alone tests the entire city during social distancing) to detect F0 cases as soon as possible., promptly prevent the spread. Give the highest priority to allocating vaccines to Ho Chi Minh City and organize the implementation of a free, timely, safe and effective vaccination campaign according to the instructions of the Ministry of Health and ensure regulations on disease prevention and control.

4. Strengthen communication work, ensure unity, timeliness and accuracy; promote the important role of the entire communication system, create social consensus in the spirit of "using beauty to eliminate ugliness", "using positivity to push back negativity"; guide, encourage, cheer and inspire people so that they know, understand, trust, share and voluntarily implement increased social distancing and epidemic prevention and control measures; resolutely fight and refute false and toxic information.

5. Request ministries, branches, agencies, units, and localities, according to their functions, tasks, and powers, to proactively develop and implement specific and feasible plans to coordinate in supporting Ho Chi Minh City and the provinces of Binh Duong, Dong Nai, and Long An to strictly and effectively implement social distancing and epidemic prevention and control measures; in which it is noted that: (a) The Ministries of Health, National Defense, Public Security, Industry and Trade, Agriculture and Rural Development, Labor - Invalids and Social Affairs, Transport, Information and Communications, Finance and related ministries and branches provide maximum support to localities in implementing social distancing; medical examination and treatment, testing, vaccination; providing essential food and foodstuffs to each person; ensuring security, social order and safety in the area; (b) Special working groups of the Government and ministries closely follow the locality, grasp the situation, assign tasks clearly and specifically, and coordinate closely and effectively with localities to focus on directing and organizing the implementation of increased social distancing and epidemic prevention and control measures.

6. The People's Committee of Ho Chi Minh City and the People's Committees of Binh Duong, Dong Nai and Long An provinces urgently agree with the Government's Special Task Force to issue Directives to implement Resolution No. 86/NQ-CP of the Government, Directive No. 16/CT-TTg and this Official Dispatch on strengthening social distancing and epidemic prevention and control measures: (a) Ho Chi Minh City implements this for all communes, wards and towns; the provinces of Binh Duong, Dong Nai and Long An shall select and decide on communes, wards and towns to implement based on the epidemic situation; (b) Decide on those who perform public duties, provide and supply essential food, foodstuffs and services, ensuring to minimize the number of people allowed to leave their homes.

7. The Secretaries of the City Party Committee, Provincial Party Committees, Chairmen of the People's Committees of Ho Chi Minh City and the provinces of Binh Duong, Dong Nai, and Long An shall lead, direct, and operate in a unified and consistent manner, and ensure close coordination between local forces and supporting forces of other ministries, branches, agencies, and localities in the work of epidemic prevention and control; promptly report to the National Steering Committee for COVID-19 Prevention and Control and the Prime Minister on the situation, implementation results, and arising issues beyond their authority.

8. The Government Office shall monitor and urge the implementation of this Official Dispatch and promptly report to the Prime Minister on arising issues.
