The Prime Minister has just decided to award a Certificate of Merit to a young man for his brave action in saving a drowning person on November 25, 2017.
On January 14, information from the People's Committee of Ha Tinh province said that the Prime Minister decided to award a Certificate of Merit to Mr. Duong Hai Cuong (born in 1979), residing in Thach Quy ward, Ha Tinh city (Ha Tinh) for his brave action of saving a drowning person on November 25, 2017, at Cau Phu, Dai Nai ward, Ha Tinh city.
The Prime Minister's decision to reward Mr. Cuong
Previously, at around 9am on November 25, while on his way to work, when he arrived at the head of Phu Bridge, Mr. Cuong suddenly saw a woman quickly climb over the bridge railing and jump into the river.
Mr. Cuong quickly stopped the car, opened the door and called for help. At the same time, he took off his warm coat and ran to the foot of the bridge, jumping into the freezing river to save the woman.

Although he had little experience rescuing drowning people, Cuong was fortunate to have good health and struggled to hold on to the woman. While helping the woman to the shore, Cuong was exhausted and was lucky to hold on to a bush. With the help of some local people, Cuong was able to bring the woman to shore safely.
Recognizing the selfless act of saving people of Mr. Duong Hai Cuong, on December 7, 2017, the Chairman of the People's Committee of Ha Tinh province prepared a dossier and submitted a proposal to the Prime Minister to award a Certificate of Merit for this brave act.
