Speaking at the opening of the Conference, Prime Minister Pham Minh Chinh said that compared to the time of the online Conference between the Government and localities on January 5, the current situation has many new, complicated and unpredictable developments. The situation has opportunities, advantages and difficulties, challenges intertwined, but difficulties and challenges outweigh opportunities and advantages.
The first quarter of 2022 has just ended with many very positive signals, but it is also necessary to frankly acknowledge that there are still some limitations and shortcomings. Forecasting that there will still be many difficulties and challenges in the coming time, the Prime Minister said that we need high determination, great efforts, and responsible and effective implementation to achieve the goals and tasks in 2022 and the 2021-2025 period.

Reporting on the socio-economic situation in the first quarter of 2022, Minister of Planning and Investment Nguyen Chi Dung said that the socio-economic situation in the first quarter improved in most areas, with many areas achieving the fastest growth since 2020.
The highlight is that GDP growth in the first quarter increased by 5.03% over the same period, of which the service sector increased by 4.58%, nearly 1.5 times higher than the same period in 2020-2021. Inflation was controlled, major balances were ensured. The average CPI in the first quarter increased by 1.92% over the same period. The financial and monetary markets were basically stable; Major balances, food and energy security were ensured.
Exports recovered strongly in March, increasing by 45.5% compared to the previous month, and in the first quarter, increasing by 12.9% compared to the same period last year. Registered FDI capital increased and contributed capital and purchased shares in the first 3 months increased nearly 2 times compared to the same period last year; realized FDI increased by 7.8% compared to the same period last year. Industrial production continued to flourish, with the added value of the whole industry in the first 3 months increasing by 7.07% compared to the same period last year. Trade and services also continued their positive recovery trend.

Social security work has been implemented quickly and is getting better and better. Independence, sovereignty, territorial integrity, political stability, security, and social order and safety have been maintained. The epidemic situation is still under control nationwide. The trust of people and businesses in the Party, State, Government, and authorities at all levels has increased; friends, international partners, and investors agree, support, share, and give positive assessments of Vietnam.
At the meeting, Deputy Prime Ministers, leaders of ministries, branches and localities spent a lot of time analyzing and evaluating the situation in the first quarter; raised many difficulties and problems and proposed measures and solutions to quickly recover the economy and improve the material and spiritual life of the people.

Concluding the meeting, Prime Minister Pham Minh Chinh sent his deepest condolences to families of victims of natural disasters and floods in the Central provinces recently.
Assessing the socio-economic situation in the first quarter, the Prime Minister pointed out that the complicated developments in the world have greatly affected the implementation of the set tasks, solutions and goals. In the country, the epidemic situation, high raw material prices, many lingering and prolonged socio-economic issues... have had a profound impact on the economy.
However, overcoming difficulties and challenges, the Government and localities have closely followed the Party's guidelines and policies, the State's policies and laws, and the National Assembly's Resolutions, and implemented tasks and solutions in a positive, drastic, flexible, creative and effective manner. Thanks to that, most sectors have achieved very positive changes, recovered strongly, and Vietnam has not missed the beat with the general trend of the world.

Forecasting that in the coming time, the situation will continue to have advantages, opportunities, difficulties and challenges intertwined, but difficulties and challenges will outweigh opportunities and advantages. For key transport projects, Prime Minister Pham Minh Chinh requested ministries, branches and localities to handle site clearance well, to make people feel secure and ensure that new housing is higher than the old housing. Do a good job of planning, managing and exploiting raw material mines. Proactively establish rice and forest land projects to report to competent authorities for handling. Promote planning work in the spirit of long-term, stability, breakthrough thinking and strategic vision.
