Prime Minister: Staff must absolutely avoid vested interests and policy corruption
Emphasizing the need for consultation to be feasible, for the people, for the country, and absolutely avoiding group interests and policy corruption, the Prime Minister assessed that the Government Office has done very well in the past, "especially the determination of the Minister and Head of the Government Office in the activities of the Prime Minister's Working Group".

On the afternoon of January 10, Prime Minister Nguyen Xuan Phuc attended and delivered a speech at the conference to review the work of 2018 and deploy tasks for 2019 of the Government Office (VGO).
The Prime Minister said that in recent days, attending many conferences to deploy the 2019 tasks of ministries and agencies, he raised the issue of how the agencies would "breakthrough" to implement the Government's "12-word" motto of action. The Prime Minister expressed his joy that this word "breakthrough" was discussed at the Conference of the Government Office, one of the central administrative agencies of the Government.
Great impact on the image of the administrative system
The Prime Minister acknowledged that over the past year, this advisory and synthesis agency has made many contributions to the country's development. Specifically, the Government Office has made many innovations, performed well its advisory and synthesis functions in various fields, directly assisted and improved the effectiveness of the Government and Prime Minister's direction and administration. It has proactively coordinated closely with ministries, drafting agencies and relevant agencies on institutions and laws, proposed solutions to difficulties and problems to unify opinions, and assigned the agency in charge to complete and ensure project progress and quality.
Build, manage, and organize the implementation of the Government and Prime Minister's Work Programs more professionally and effectively, in particular, completing and submitting 24/24 projects under the Work Programs of the Politburo and Secretariat. Monitor and urge the work programs of ministries and localities when there is a situation where ministries and localities have not focused on solving major issues of the sector and locality due to unclear work programs. "You have many meetings but what issues are solved is important," the Prime Minister noted.
The Prime Minister assessed the activities of the Prime Minister's Working Group, which worked quite resolutely and frankly in the inspections of 21 ministries, agencies, localities, corporations, and general companies and 10 thematic inspections of 16 ministries and agencies in the past year. The Prime Minister shared that at the conference summarizing the mass mobilization work held that morning, delegates said that the situation of "shooting in the air" had been reduced to a certain extent.
The Prime Minister emphasized that the Government Office has performed well its information and communication functions, closely monitoring public opinion on pressing issues, especially feedback from people and businesses, and proposing timely solutions. Timely and accurately providing information to all levels, sectors, people and businesses, contributing to creating consensus in the specific implementation of the Party and State's guidelines and policies.
The Government Office has received and responded to business recommendations on the Government Electronic Information Portal with over 841 reflections and recommendations from businesses; 7,064 recommendations from citizens; and forwarded them to relevant agencies for handling. The Prime Minister said that this is an initial result, more and more specific results are needed, "we must go to the end of these recommendations". This is an important channel to summarize the difficulties and obstacles from citizens to the Prime Minister.
The Prime Minister assessed that the Government Office has paid great attention to administrative reform and the construction of e-Government, vigorously implementing the paperless Government Office, applying digital signatures... Urging ministries, branches and localities to simplify the reporting regime; the results have all met and exceeded the target of cutting 20% of the reporting regime. This is a progressive trend of the Government serving the people, "we say we serve the people, serve businesses, but if the procedures are cumbersome and complicated and we do not cut them, how can we do that?"
The administrative and logistical work serving the activities of the Government and the Prime Minister has undergone many changes, innovations and improvements in quality. According to the Prime Minister, “the comrades work with dedication”. The work of archiving and documenting is becoming more and more professional.
Stating that the Government Office has strengthened discipline, order, inspection, and examination of public service, and has especially rectified and strictly handled a number of violations, the Prime Minister stated, "The Government Office's emphasis on discipline, order, and public service ethics will have a great impact on the image not only of you comrades but also of the entire administrative system."
Appreciating the results achieved by the Government Office in the past year, the Prime Minister especially commended Minister and Head of the Government Office Mai Tien Dung for his aggressive spirit, daring to think, daring to do, and implementing many tasks with results.

More proactive, carefree, innocent
Pointing out the shortcomings and limitations of the Government Office in recent times, the Prime Minister emphasized that the very important task is to build the Program and Work Plan of the Government and the Prime Minister.Government. It is necessary to continue to monitor, urge, inspect and evaluate the implementation of the Government's and the Prime Minister's work programs more promptly.
It is necessary to improve the quality of general staff, an important function of the Government Office, with the spirit of "being more proactive, impartial, and transparent". Recalling the proverb "winning the land, losing the boat", the Prime Minister hopes that the staff of the Government Office "must be more straightforward and courageous", "not speak half-heartedly". It is necessary to be more proactive in grasping the practical situation of life, hot and sensitive issues.
The Prime Minister requested the Government Office, Ministers, and officials of the Government Office to focus on institutional development, liberating production capacity, decentralizing, strongly delegating power, ending the mechanism of asking and giving, and not pushing the issue onto the Government and the Prime Minister because if an agency has a phenomenon of many people lining up, waiting for opinions or having to come directly many times, that is a dangerous phenomenon, a shortcoming that needs to be overcome.
The Prime Minister also shared that he often has to work late into the night and still has not finished his work, so it is necessary to calculate so that the Government leaders can focus on researching and handling macro issues, and reduce administrative matters. Any matter that is not within his authority needs to have its files returned.
The Prime Minister emphasized that the advice must be in line with the Party's guidelines and policies, in line with the Constitution and laws, feasible, for the people and the country, and absolutely avoid group interests and policy corruption. "Recently, you have performed very well, especially the resolute spirit of the Minister and Chairman in the activities of the Prime Minister's Working Group. I request you to continue to step up inspection of the implementation of tasks assigned by the Government and the Prime Minister to ministries, agencies and localities."
The Prime Minister requested to resolutely implement the construction of an e-Government to serve the direction and administration of the Government and the Prime Minister. Promote the application of information technology within the Government Office; build a paperless Government Office. Put into operation the National Public Service Portal, an information system serving meetings and handling the work of the Government.

Don't let the situation of "water flows, duckweed drifts"
The Prime Minister requested that we must listen to the people's voices; not replace the functions of the ministries, but listen to and debate the opinions of the ministries to clarify the issues before submitting them. Further promote the effectiveness of the information channel for receiving and responding to feedback and recommendations on the Government Electronic Information Portal to promptly remove difficulties and obstacles for people and businesses so that the Government Electronic Information Portal is one of the trusted addresses for receiving and handling recommendations.
Controlling administrative procedures is a very important task. It is necessary to proactively propose initiatives to reform mechanisms, policies and administrative procedures. Resolutely cut down unnecessary and unreasonable administrative procedures that cause difficulties for businesses.
Emphasizing that the Government Office should do better in information and communication work, the Prime Minister also stated that our country's media agencies must further promote and spread the nation's aspirations for advancement. We must closely monitor public opinion on pressing issues, especially feedback from people and businesses, to propose better solutions, and not let the situation of "flowing water and floating duckweed" arise.
The Government Office must have many good initiatives and proposals. To do so, in addition to research, mobilizing the participation of experts and scientists is very important.
“I understand very well that the Government Office has many difficulties, hardships, and work pressures that you have to face, even the sacrifices and silent contributions that not everyone knows about. Many of you have to work almost without days off, working all night,” the Prime Minister shared. “But I think you have clearly defined your positions and responsibilities, improved your work qualifications and public ethics, and truly set an example. I have faith in your efforts.”
