Chairman of Quang Nam Provincial People's Committee Le Tri Thanh, Chairman of Nghe An Provincial People's Committee Nguyen Duc Trung, Vice Chairman of Phu Tho Provincial People's Committee Phan Trong Tan and leaders of many provinces and cities recalled that the Prime Minister took advantage of the weekend to work with localities, inspect and urge projects, resolve many difficulties and problems, determine strategic directions, create opportunities and new development space for localities and regions.
Chairman of Kien Giang Provincial People's Committee Lam Minh Thanh said that the province has identified 33 tasks after the working session with the Prime Minister, and has completed 12 tasks so far. Among the solutions in the coming time, Kien Giang has identified marine farming as an important direction, and so far more than 100 investors have registered to implement this.
Chairman of the People's Committee of Bac Giang province Le Anh Duong said that through contacts, voters, business community and investors highly appreciated the increasingly creative, in-depth and drastic leadership, direction and management of the Government leaders. Many new policies were issued, promptly resolving difficulties and obstacles, creating conditions for economic recovery and development, and raising the country's position. In Bac Giang alone, the GRDP growth rate in the first 6 months of the year reached 24%, the highest ever and leading the country. Bac Giang is also the first locality to have its provincial planning approved by the Prime Minister, opening up new development space.
Chairman of Soc Trang Provincial People's Committee Tran Van Lau reiterated the special attention of the Central Government to the Mekong Delta during this term, especially the implementation of a series of strategic transport infrastructure projects in the region.
"This is the dream and expectation of the entire political system and people of the Mekong Delta provinces for many years. It is impossible to express the joy and emotions of the people when the Mekong Delta has these large projects," said Mr. Tran Van Lau. Particularly for Soc Trang, the Prime Minister has visited the locality to work and especially to survey the site, directing the removal of obstacles for the Long Phu 1 Thermal Power Project which has been implemented for 13 years but has not been completed.
Chairman of Lam Dong Provincial People's Committee Tran Van Hiep said that if we have high determination, we can achieve a growth rate of 7% in 2022. This is based on practical grounds and the Resolution of the 13th National Party Congress also sets a target of an average growth rate of about 6.5-7% per year for the next 5 years. Previously, the Ministry of Planning and Investment also proposed striving to achieve a growth target of about 7.0% for the whole year, about 0.5% higher than the target assigned by the National Assembly and the Government (from 6-6.5%), creating momentum for economic growth in 2023.
Chairman of Ho Chi Minh City People's Committee Phan Van Mai also emphasized the determination and closeness of the Government and Prime Minister, such as appropriate decisions on epidemic prevention and economic opening, removing difficulties and obstacles, promptly controlling credit in areas with potential risks, etc.
Ho Chi Minh City is expected to achieve its growth target (6-6.5%) for the whole year and may exceed it, reaching 7%. Some of the focuses of Ho Chi Minh City in the coming time are implementing the Ring Road 3 project, preparing to launch, proposing to competent authorities the Ring Road 4 project, promoting expressway and metro projects, digital transformation projects, the project to build an international financial center, etc.
Through the speech of Chairman of Binh Duong Provincial People's Committee Vo Van Minh, Prime Minister Pham Minh Chinh praised the province for being very serious in implementing the directions of the Government and the Prime Minister, especially in discussing and resolving requests from investors. This experience needs to be disseminated to localities.

Proposal to exempt all tuition fees for secondary school students
State Bank Governor Nguyen Thi Hong said that the positive results that Vietnam has achieved will be even more evident if compared with the world situation, emphasizing that Vietnam's GDP has increased while inflation has been controlled at a low level compared to many countries in the world and the region, in the context of many difficulties. The lending interest rate has also increased slightly by about 0.12% compared to the previous year. However, central banks of many countries have assessed that inflation has not yet reached its peak, while Vietnam's economy has a large openness, requiring macroeconomic management solutions in the last months of the year to be very synchronous, clearly defining priority goals, and doing a good job of communicating on this issue.
Minister of Transport Nguyen Van The assessed that for the first time in many years, GDP growth reached 7.72% in the second quarter, proving that the economy is operating well, economic sectors are recovering and developing remarkably. Notably, not only we ourselves assess, but international agencies and organizations also assess very positively the operation of the Vietnamese economy.
To promote key and strategic infrastructure projects, Minister Nguyen Van The said that the projects must be carefully prepared with good consultants, and localities must do a good job of site clearance. For their part, the Ministry's leaders spend time on the site every weekend to promote the projects. Up to this point, the Ministry of Transport has disbursed more than 17,300 billion VND, reaching 34% of the total capital assigned by the Prime Minister according to the annual plan.

Minister of Agriculture and Rural Development Le Minh Hoan said that agricultural, forestry and fishery exports in the past 6 months reached nearly 29 billion USD, up nearly 14% over the same period. Some of the major upcoming orientations of the agricultural sector are to promote the development of corn and soybean cultivation to reduce dependence on world raw materials; promote the use of organic fertilizers and pesticides; develop industrial marine aquaculture, reduce pressure on natural exploitation... to transform the agricultural sector towards green, ecological and sustainable. In particular, the Ministry will work with relevant agencies to research and implement support for fishermen to go offshore and stick to the sea in the context of high gasoline prices, but localities also need to proactively provide support solutions.
Minister of Industry and Trade Nguyen Hong Dien said that a noteworthy point is that domestic goods are abundant, although prices have increased, they are still lower than in the region and the world. However, the upcoming situation still has many challenges, especially if the epidemic breaks out again, we will face many difficulties. Therefore, it is necessary to continue implementing epidemic prevention measures, especially vaccination, controlling inflation, stabilizing the macro economy, focusing on removing difficulties for businesses, ensuring the supply of raw materials, localities focusing on developing brands of strong products, meeting electricity needs for production and daily life...
Minister of Education and Training Nguyen Kim Son said that the sector is focusing on making the best preparations to organize the national high school exam in the coming days to ensure safety, seriousness, quality, fairness, and objectivity; researching and designing the History subject in the high school education program, including both compulsory and optional parts in a reasonable and scientific manner, ensuring the highest efficiency.
The Ministry of Education and Training also proposed exempting all tuition fees for secondary school students nationwide from the 2022-2023 school year; and is implementing the Government and Prime Minister's instructions on textbook prices.
Regarding this content, the Prime Minister assigned the agencies to coordinate and carefully study and assess the impact, the Ministry of Finance to calculate issues related to the budget, in accordance with the general spirit directed by the Government and the Prime Minister that it is necessary to review and have a roadmap to adjust tuition fees appropriately, not causing more difficulties for people and students.
Many valuable lessons learned
Leaders of ministries, branches and localities emphasized lessons learned such as closely following reality, being flexible in direction and management, coordinating synchronously in implementation; closely monitoring and proactively forecasting to promptly respond to unexpected changes in the world and regional situation in order to maintain macroeconomic stability and major balances.
Along with that, focus on implementing 3 strategic breakthroughs, prioritizing resources, accelerating the progress of strategic, large-scale infrastructure projects, digital infrastructure, and climate change adaptation; linking short-term tasks and solutions with medium- and long-term goals of improving productivity, internal capacity, autonomy, and restructuring the economy.
At the same time, it is necessary to do a good job of summarizing and evaluating to draw lessons from research and policy making; grasp the situation, proactively research, promptly adjust and propose feasible policies for the right target; focus on information and propaganda work, creating social consensus in implementation.
Other valuable lessons are the need to strictly comply with administrative discipline and order; strengthen the assignment and decentralization along with reasonable resource allocation; improve the capacity of enforcement officers; strengthen inspection, supervision, and control of power; promote the responsibility of leaders; improve the capacity of state management and situation handling of officers at all levels; and respond promptly and effectively to unexpected situations that may arise.
In any circumstances, we must maintain independence, sovereignty, unity and territorial integrity; promote foreign affairs and international integration, and make the most of external resources to serve socio-economic development.
