The Prime Minister ordered the protection of people and property in flood-affected areas.

Prime Minister Nguyen Xuan Phuc extended his deepest condolences and sympathies to the families of those who lost loved ones in the flood-affected areas. He also requested that local authorities proactively prevent and control floods, minimizing losses of life and property for both the people and the State.

On the morning of October 15th, the Prime Minister issued Official Dispatch No. 1827/CĐ-TTg to the People's Committees of the provinces of Ha Tinh, Quang Binh, Quang Tri, and Thua Thien-Hue; the Ministries of Agriculture and Rural Development, National Defense, Public Security, Natural Resources and Environment, Transport, Information and Communications, Industry and Trade, and Health; the National Committee for Search and Rescue; the Central Steering Committee for Flood and Storm Prevention and Control; and the National Center for Hydrometeorology.

The National Committee for Search and Rescue, the Ministry of National Defence, and the Ministry of Public Security are directing search and rescue forces, as well as military and police forces in the area, to deploy personnel and equipment to support the evacuation of people and conduct rescue and relief operations as requested by local authorities. The Ministry of Agriculture and Rural Development and the Ministry of Industry and Trade are closely monitoring the developments of the floods and coordinating with local authorities to direct the operation of irrigation and hydropower reservoirs in the area to ensure safety and contribute to flood mitigation in downstream areas.

The Ministry of Industry and Trade directed the safe operation of the power grid system, prepared sufficient supplies of food, essential goods, and strictly controlled the prices of essential items to prevent price gouging during the floods. The Ministry of Health directed local health forces and related units to provide sufficient supplies of medicines for treatment and disease prevention, and guided environmental sanitation efforts to prevent outbreaks after the floods recede.

The Prime Minister requested relevant ministries and agencies, according to their functions and duties, to direct their subordinate units to be ready to assist localities when requested, and to support localities in stabilizing lives and restoring production immediately after the flood recedes. The Prime Minister requested localities to closely monitor the developments of the floods, immediately implement emergency measures to respond to the floods according to the alert level, ensure the safety of the people, and proactively implement plans to overcome the consequences of the floods.

We must resolutely evacuate households living in dangerous areas at risk of deep flooding, flash floods, and landslides to safe locations. We must mobilize all means and forces, using every possible method to reach deeply flooded and isolated residential areas; organize relief efforts providing food and essential supplies to the people, especially those who have not yet been evacuated from deeply flooded areas, ensuring that no one goes hungry or thirsty.

Focus all efforts on searching for those still missing; organize visits to and offer support to affected families, assist in treating the injured, and provide proper burial for those who died; arrange temporary accommodation for households that have lost their homes. Expeditiously implement Prime Minister's Directive 1826/CĐ-TTg dated October 15, 2016, on focusing on responding to and overcoming traffic disruptions caused by floods and heavy rains.

The Prime Minister's dispatch stated that from October 12th to the present, due to the influence of a tropical depression combined with a cold front, provinces from Ha Tinh to Thua Thien-Hue have experienced heavy to very heavy rainfall over a wide area, with common rainfall amounts ranging from 300 to 400 mm. Particularly in some areas of Quang Binh province (Tuyen Hoa, Mai Hoa, Minh Hoa), the total rainfall over the past three days has exceeded 700 mm.

Many national and provincial roads and transportation routes have been affected by landslides and deep flooding. The North-South railway line through Tuyen Hoa, Quang Binh, is flooded, causing traffic congestion. Several residential areas have been cut off, and there have been casualties in Quang Binh and Thua Thien-Hue provinces. Currently, upstream flood levels in Ha Tinh and Quang Binh have peaked (approximately reaching the historical flood levels of 2010 in Ha Tinh and 2007 in Quang Binh), while downstream flood levels continue to rise, posing a high risk of flash floods and landslides in mountainous areas.
